About this file
This is a reference architecture document for Harris County, Texas, outlining the Universal Service Reference Architecture (USRA) framework that serves as a strategic guide for service delivery across the county. The USRA is organized into six interconnected domains that establish the county's technology and service standards. The document does not specify a contract term, response deadline, site visit requirements, or award date, as it functions as a reference framework rather than a detailed solicitation document. Instead, it provides proposers with comprehensive guidance on aligning their solutions with Harris County's established architecture and operational requirements.
The USRA comprises six key service domains: Data Services, which transforms data into actionable information through a data-centric architecture approach; Digital Services, which provide enterprise-wide capabilities enabling software and business applications; Enterprise Technology Infrastructure Services, supporting applications through network services, on-premise and co-location infrastructure, and cloud infrastructure; Information Security Services, ensuring compliance with applicable standards and best practices; IT Service Management, encompassing planning, design, delivery, operation, and control of technology services; and Technology Optimization, which leverages digital technology to improve existing processes and explore emerging technologies for sustainable service models. No pricing terms, set-asides, funding sources, or incumbent contractor information is provided in this reference architecture document, which is designed to guide proposers in developing solutions that align with Harris County's comprehensive service delivery framework rather than to specify financial or contractual details.
