For analysis purposes, it is important that the City obtain this data not only for minority-owned, women-owned, and small business suppliers and subconsultants, but also for other subconsultants and suppliers. The DBE contract goal for this project is set at 10.0%. Companies should be DBE certified through NCDOT at the time proposals are submitted to be considered towards the forementioned DBE goal percentage.

All prime contractors are required to submit a CATS Form A (Section 6, Required Form 4 of RFP) as part of the bid process, which lists all subcontractors which are anticipated to do work on the project. This form details anticipated spending amounts and percentages the prime contractor intends to spend with each of the subcontractors based upon estimates received.

If a subcontractor fails to meet the above listed DBE goal, they are required to submit Good Faith Efforts (GFE’s) (Form C under ‘Public Files’ in Procurement Portal) documenting efforts used in the attempt to obtain the DBE goal. The GFE’s should be submitted as part of the bid process.

The City would like the company to submit the firms it intends to utilize. Therefore, the Proposer is required to submit Section 6, Form 4 from the RFP. Failure to submit this form with the proposal shall render the proposal non-responsive.

Companies can reference the ‘DBE Provisions and Forms’ section of the Sample Contract in Section 7 of the RFP for more information, with the following link also added for reference Doing Business with CATS as a DBE/CBI-MWSBE - Charlotte Area Transit System.
