About this file

This is a Change Order Notice issued by the Chief Procurement Office for General Services for the Toll Highway Authority's Merchant Card Services contract (BBREFNO: 26-557THA-FINAN-B-50533). The change order amends the existing contract to add Network Token Services, which is designed to reduce fraud exposure and credit card declines on recurring payment accounts such as IPASS and Pay by Plate. The amendment addresses the objective of associating secondary tokens from Fiserv to specific bank and credit card accounts, enabling the system to distinguish between legitimate card status issues (such as expired cards or stolen cards) and fraudulent declines. This enhancement is expected to prevent approximately $2.9 million in fraud exposure for the Tollway. The Network Token Services process includes fraud screening during provisioning, which has demonstrated fraud decline reductions of up to 26 percent according to VISA data.

The estimated cost of this contract amendment is $644,184.00 for the length of the contract. Network Token Services are priced at $0.03 per provisioning transaction and $0.02 per transaction for ongoing services. This change order notice is being posted on the Bulletin/BidBuy for the required 14-day posting period, as it represents a material modification to the existing contract. The amendment is deemed germane to the original contract as signed and addresses circumstances related to fraud prevention and operational efficiency that were not reasonably foreseeable at the time of initial contract execution.

thedetails: The Tollway will be adding Network Token Services to the current contract.

The objective of this amendment is to reduce exposure to fraud and credit card declines related to fraud.

• All 4 CC networks have programs to associate a secondary token from Fiserv that associates the card to the specific bank/cc account. This allows for some decline code that are specifically related to an actual card status (e.g. lost/stolen, expired cc expiration date, cc number updates) to no longer result in a decline as the account itself is in good standing.

• The reasoning to decrease the current credit card decline rate on recurring accounts such as IPASS and Pay by Plate will help the Tollway prevent fraud exposure to approximately $2.9MM.

• The Network Token process also includes a fraud screening during provisioning which we have been advised lowers fraud risk. VISA claims they have seen fraud declines of 26%.

The Network Token Services Provisioning Fee per transaction is $0.03 and Network Token Transaction fee per transaction is $0.02. With a estimated cost of $644,184.00 for the length of the contract.
