Description of Requirement

PART 1 - GENERAL

1.1 SUMMARY

A. This item shall consist of the supply and delivery of housing unit “Tiny home”.

B. The units shall be designed, constructed, and installed in accordance with the Codes reference in paragraph 1.3, below.

PART 2 - SALIENT CHARACTERISTICS

2.1 HOUSING UNITS CONSTRUCTION LAYOUT AND FEATURES

A. Housing Unit Summary:

1. 8’6” foot wide and with min of 9’ tall.

2. Between 240-230 sq ft. w/ possible loft spaces.

3. Operational kitchen with refrigerator, stove, electric fan/vent, microwave and sink.

4. Sleeping area on main floor with room for a full-size bed.

5. Operational bathroom with toilet, sink, and shower.

6. Constructed for 4 seasons, heating and AC (min 15 SEER mini-split unit).

7. Include connections for sewer (4-inch), electric tie-in (with appropriate circuit breakers), and water supply (1/2-inch).

8. Accessible steps to entrance with handrail

9. Appropriate tie-downs for weather and vinyl skirting to be installed on the housing unit.

10. The government will be responsible for all utility connections.

11. Minimum one (1) year complete warranty, and additional warranties to industry standard on HVAC, appliances and other materials.

B. Rodent Proofing

1. All precautions should be taken during construction so that the units will remain rodent proof during their life span.

C. Interior Materials

1. Inside walls at a minimum ½” gypsum board (water resistant gyp-board in wet areas) taped, textured and painted.

2. Interior walls must be constructed to allow for, and support moving the unit from location to location as required with minimal damage.

3. Wood patterned vinyl adhesive strip flooring at a minimum.

D. Exterior Materials

1. The exterior shall be made of wood, fiber cement, aluminum and/or steel.

2. Insulated exterior door

3. The roofing system shall consist of a standing seam metal construction.

E. Finish Quality

1. Construction will be typical of “builders grade” suitable for a government facility.

2. The exterior should have suitable windows (min 2-pane) and egresses of a typical home/cabin.

3. Interiors shall have adequate lighting and features found in a typical small home.

F. Meet RVIA NFPA 1192 Standards (also known as ANSI 119.2) with the following exceptions:

1. The definition of Recreational Vehicle does not apply and is replaced with the definition of a Tiny House On Wheels (as stated above).

2. Wherever "RV" or "recreational vehicle" appear, the acronym "THOW" or phrase "tiny house on wheels" is to be substituted.

3. A secondary means of escape (egress window) is not required to be labeled, and there is no requirement as to the type or color of its handle.

4. Warning labels are not required. However, it is recommended that NFPA 1192 requirements for warning labels be met for any THOW that is intended for sale.

5. Similarly, an owner's manual is not required but is recommended for any THOW that is intended for sale or rent.

G. Be secured to a trailer that is adequate for the weight of the tiny house, its furnishings and occupants. The trailer must meet Department of Transportation (DOT) guidelines of the state in which the THOW is registered. The frame must be securely fastened to the trailer as specified below in the framing guidelines.

H. Use quality materials.

1. New structural components (steel, lumber, plywood/OSB, ties, and fasteners) should meet the International Building Code, Residential Code.

2. Fasteners must be corrosion resistant at structural tie-points and where the house attaches to the trailer frame or foundation. This is done so that a future water leak, or the actions of chemicals in treated lumber, do not damage structurally important fasteners. The two most common types of corrosion-resistant fasteners are 1) hot-dip galvanized nails and screws, and 2) coated exterior screws.

3. For engineered straps, hurricane clips, tension ties, joist hangers, and header hangers, use the fasteners recommended by the manufacturer. Only use the nails and screws designed for the engineered system. "Tico" nails (10d 1.5-inch) are the most common. SD series screws can be used for anchoring straps and tie-downs.

4. For the interior "envelope" (enclosed space) of the house, materials (plastics, glues, insulation, paints, and finishes) must be labeled by the manufacturer as safe for interior use or known to be chemically safe for interior use.

I. Framing

1. Welded Steel frames: Steel frames must be secured to the trailer by welding to the trailer frame.

2. Wood frames: Wood frames must meet the guidelines for earthquake and high-wind loading in the International Residential Code for One- and Two-Family Dwellings, section R602. Proper bridging supports and frame supports are required

3. Frame walls with graded 2x4 lumber and either 16d hot-galvanized ring shank nails or structural screws (extra strong, thin, sharp screws that meet stringent engineering standards. Made by GRK, Spax and FastenMaster), maximum 24" on center (recommended: 16" on center ).

4. Use appropriate headers and frames for windows, doors, and other openings. While building code allows as little as 16% of a wall to be braced (e.g., a 16 ft wall only needs 2' 7" of bracing), THOWs are subject to sustained wind loads and minor "seismic" loads. To add windows without increasing the need for bracing, you may use small windows that do not span more than one stud bay (a 14.5" rough opening for traditional framing). If open spaces make up more than 25% of a wall, crossbeams may be required for additional support. Consult a structural engineer

5. Double top plates are recommended.

6. Sheath walls with minimum 3/8" CDX plywood or OSB (1/2" recommended), fastened with ring shank nails or structural screws, 6" on-center along the edges of the panel, and 12" on-center elsewhere. Use of adhesive on the fastener locations is recommended.

7. 7.b.5 Sheath roof with minimum 1/2" CDX plywood or OSB (5/8" recommended), fastened with ring shank nails or structural screws, 6" on-center along the edges of the panel, and 12" on-center elsewhere.

8. Use adhesive on all sheathing.

9. Tie the roof to the walls with hurricane straps, and 10d nails.

10. Tie the walls to the foundation/trailer frame with one of these methods:

a. hurricane tie-down brackets and minimum 3/8" galvanized bolts.

b. a threaded rod and turnbuckles from trailer frame to top of wall plate, then hurricane roof ties to tie studs, plates, and roof trusses.

c. another method that is detailed in the THOW plans and that has been reviewed and approved by a structural engineer.

11. For floor joists, 2x4 lumber is acceptable; 2x8 can provide greater R value.

12. When building on a trailer frame, the steel frame and crossmembers may be your floor frame and structure. You may place the subfloor directly on trailer frame, fastening every 12" with #12 coated or galvanized self tapping metal screws. Keep in mind, this method is not in the International Residential Code. If your trailer does not have sufficient crossmembers, you may build a separate floor structure (a box floor) and bolt it to the trailer rails.

13. SIPs: If Structured Insulated Panels (SIPs) are used, they must be installed according to the manufacturer's guidelines, and secured to the trailer in a similar manner as a wood frame.

14. Windows & other exterior glass must be tempered, laminated, or secured with shutters during tow.

15. Roofs: Minimum roof slope (measured in rise over 12" run) must meet roofing material requirements. Roof must slope away from main door. Roof loading must meet local building code requirements.

(d) Comptroller General Examination of Record. 452.204-70 Modification for Contract Closeout (DEVIATION JUL 2022)

Upon contract closeout for contracts utilizing Simplified Acquisition Procedures (SAP) according to FAR 13:

(a) If unobligated funds in the amount of $1000 or less remain on the contract, the Contracting Officer (CO) shall issue a unilateral modification for deobligation. The contractor will receive a copy of the modification but will not be required to provide a signature. The CO shall immediately proceed with contract closeout upon completion of the period of performance, receipt and acceptance of supplies or services, and final payment.

(b) If unobligated funds of more than $1000 remain on the contract, the CO shall issue a bilateral modification for deobligation. The contractor will receive a copy of the modification and will be required to provide a signature. (The CO may also request a Release of Claims be completed by the contractor, although not required for contract and orders using SAP procedures.) Backhaul, covered telecommunications equipment or services, critical technology, interconnection arrangements, reasonable inquiry, roaming, and substantial or essential component have the meanings provided in the clause 52.204-25, Prohibition on Contracting for Certain Telecommunications and Video Surveillance Services or Equipment.

(b) Prohibition. (1) Section 889(a)(1)(A) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2019, from procuring or obtaining, or extending or renewing a contract to procure or obtain, any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(2) Section 889(a)(1)(B) of the John S. McCain National Defense Authorization Act for Fiscal Year 2019 (Pub. L. 115-232) prohibits the head of an executive agency on or after August 13, 2020, from entering into a contract or extending or renewing a contract with an entity that uses any equipment, system, or service that uses covered telecommunications equipment or services as a substantial or essential component of any system, or as critical technology as part of any system. This prohibition applies to the use of covered telecommunications equipment or services, regardless of whether that use is in performance of work under a Federal contract.

Nothing in the prohibition shall be construed to—

(i) Prohibit the head of an executive agency from procuring with an entity to provide a service that connects to the facilities of a third-party, such as backhaul, roaming, or interconnection arrangements; or

(ii) Cover telecommunications equipment that cannot route or redirect user data traffic or cannot permit visibility into any user data or packets that such equipment transmits or otherwise handles.

(c) Procedures. The Offeror shall review the list of excluded parties in the System for Award Management (SAM) (https://www.sam.gov) for entities excluded from receiving federal awards for "covered telecommunications equipment or services".

(d) Representation. The Offeror represents that—

(1) It ☐ will, ☐ will not provide covered telecommunications equipment or services to the Government in the performance of any contract, subcontract or other contractual instrument resulting from this solicitation. The Offeror shall provide the additional disclosure information required at paragraph (e)(1) of this section if the Offeror responds "will" in paragraph (d)(1) of this section; and

(2) After conducting a reasonable inquiry, for purposes of this representation, the Offeror represents that—

It ☐ does, ☐ does not use covered telecommunications equipment or services, or use any equipment, system, or service that uses covered telecommunications equipment or services. The Offeror shall provide the additional disclosure information required at paragraph (e)(2) of this section if the Offeror responds "does" in paragraph (d)(2) of this section.

(e) Disclosures. (1) Disclosure for the representation in paragraph (d)(1) of this provision. If the Offeror has responded "will" in the representation in paragraph (d)(1) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment—

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the original equipment manufacturer (OEM) or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number;

and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(ii) For covered services—

(A) If the service is related to item maintenance: A description of all covered telecommunications services offered (include on the item being maintained: Brand; model number, such as OEM number, manufacturer part number, or wholesaler number; and item description, as applicable); or

(B) If not associated with maintenance, the Product Service Code (PSC) of the service being provided; and explanation of the proposed use of covered telecommunications services and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(1) of this provision.

(2) Disclosure for the representation in paragraph (d)(2) of this provision. If the Offeror has responded "does" in the representation in paragraph (d)(2) of this provision, the Offeror shall provide the following information as part of the offer:

(i) For covered equipment—

(A) The entity that produced the covered telecommunications equipment (include entity name, unique entity identifier, CAGE code, and whether the entity was the OEM or a distributor, if known);

(B) A description of all covered telecommunications equipment offered (include brand; model number, such as OEM number, manufacturer part number, or wholesaler number;

and item description, as applicable); and

(C) Explanation of the proposed use of covered telecommunications equipment and any factors relevant to determining if such use would be permissible under the prohibition in paragraph (b)(2) of this provision.

(ii) For covered services—
