Performance Work Statement NOAA Navigation Response Team – Outboard Engines 141009-25-0010
A] GENERAL INFORMATION
This Statement of Work contains the requirements for a pair of 225 HP 4-stroke gasoline outboard engines to serve as fleet spares for the NOAA Navigation Response Teams. NOAA Navigation Response Teams are part of the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Office of Coast Survey (OCS), Navigation Services Division (NSD), Navigation Response Branch (NRB). Navigation Response Teams conduct hydrographic survey operations, acquiring bathymetric data and identifying wrecks, rocks, and obstructions to update NOAA nautical charts, particularly in ports, harbors, and near-shore approaches. NRTs also support Emergency Support Function (ESF) #1 of the National Response Framework, conducting emergency response surveys as part of the Federal effort to reopen critical ports and waterways after events such as hurricanes, sunken vessels, groundings, downed aircraft, etc.
New Honda BF225D-XCRA and BF225D-XRA outboards are bolt-on replacements that are known to be compatible with the vessels existing ignition switches, gauges, wiring harness, manual shift/throttle controls, and propellers. Equivalent outboards from other industry leading manufacturers are acceptable, provided that the offeror also provides the ignition switches, gauges, wiring harness, controls, propellers and any other components that are necessary to replace the existing outboards. Any equivalent brands shall have a nationwide service network, shall offer a warranty that meets or exceeds the Honda warranty, and shall have a service location within 50 miles by road of the following locations:
· Gulfport, MS
· Fernandina Beach, FL
· Seattle, WA
· New London, CT
· Patuxent River, MD
The general characteristics of the NRT vessels are as follows:
| Length: | ~30 ft@WL and 34 feet (w/ engine guards) | Beam: | 8.5 feet | ||
| Draft: | ~2 feet | Displacement: | ~11,500 fully loaded |
B] Engines The contractor shall provide new Honda BF225D-XRA/XCRA engines, or equivalent. Gray engine colorway is preferred, but black or white colorways are acceptable. Engines shall be delivered palleted and suitably packaged for interior storage in a non-climate controlled warehouse. The delivery address is specified in Section D below.
C] Propellers The contractor shall provide one each HR Titan 4 14-1/2”x15R (Honda Part Number 58134-ZY3-A15HR), HR Titan 4 14-1/2”x15L (Honda Part Number 58134-ZY3-B15HR) propellers or equivalent.
If equivalent outboards are provided, the contractor shall take into consideration the power and torque curves of the provided outboards and shall provide propellers that will:
· favor low-end torque over top speed
· maintain a vessel speed of no more than 4kts at clutch ahead without shifting in and out of gear and without fouling spark plugs or sensors
· achieve optimal fuel efficiency at approximately 25kts cruising speed; NOTE: top speed above 35kts is NOT a requirement.
D. FOB Destination Outboards will be delivered to the NOAA Disaster Response Center (DRC) in Mobile, AL. There is a loading dock and a pallet jack at the facility.
