About this file
This document is a Vendor Questions and Answers (Q&A) file for the Loudermilk Phase II Construction Reclamation project solicited by the Office of Surface Mining Reclamation and Enforcement (OSMRE). The file contains a detailed exchange between a potential vendor and the government agency, addressing critical project requirements such as preconstruction plan submittals, including a Quality Control Plan, Site Access and Traffic Control Plan, and Health and Safety Plan. Key clarifications include confirmation that no offsite soil import is needed, a bid bond is required, and the Site Superintendent can dual-role as Site Safety if qualified.
The document outlines specific submittal requirements for the contract, which include a Bid Schedule, Construction Schedule, AML Contractor Information, Payment Bond, Surety, Bid Bond, Qualifications Statement with equipment list, and Performance Bond. The Period of Performance spans from 08/01/2025 to 07/31/2026, with 325 calendar days allocated for construction work. Additional technical details indicate that OK DOT Specifications will govern rock gradient, no additional jobsite office is required, and no site survey is needed for payment measures by acreage or cubic yards.

Will there be a need for any imported materials aside from the road gravel and riprap? For instance, is there an anticipated need to import cover materials to complete the topsoil and seeding portion of the project?
No, offsite soil would be needed.
Is a Bid Bond Required. We see the Attachment 8 but only identify a reference to a payment bond in the solicitation.
