About this file

The document is a Questions and Answers (Q&A) file for Solicitation 140R8125Q0123, a bulk waste pick-up contract for the Denver Federal Center. The Q&A addresses 17 vendor inquiries covering key contract details, including container services, hauling requirements, access procedures, and operational specifics. Notable responses include confirmation that award will be based solely on price, permission for swap-out container services, clarification on non-haul service fee billing, and details about waste types for 15 and 30 cubic yard containers. The government currently has temporarily rented containers that will be removed at contract start, and the contractor will be responsible for placing new containers. The contract includes provisions for hauling two 30 cubic yard and one 15 cubic yard container, with options for additional occasional containers and non-haul service circumstances. Access will require valid identification, and background checks will be conducted for all contractors.

1. Please confirm that award will be based solely on total evaluated price for the base period plus all option periods, together with a responsibility determination, with no separate technical scoring.

Please also see Provision FAR 52.212-1, Instructions to o erors, for all submission requirements.

2. Please provide the Government’s historical average net weight per load for each container size, 30 yd³ and 15 yd³.

A. The government cannot currently schedule a site visit due to time line restraints, however more photos of the receptacle locations have been added to the Maps & Photos of collection areas attachment.

4. Will the Government permit swap-out service, that is, removal of the full container and placement of a clean empty unit, instead of on-site emptying if requested.

A. Yes. Most recent contract was swap-out. This is preferred unless there is a cost savings with on-site emptying.

5. Should overage charges or non-haul service fees be listed on separate Contract Line Item Numbers, or included within the not-to-exceed tonnage CLIN ceiling.

A. The CLIN structure is listed in a way that non-haul service fees will be on a separate line item as a not-to-exceed amount, o erors should include the cost of a single non-haul charge for comparison of pricing. Overage charges are anticipated to be billed from the tonnage CLIN’s for each respective dumpster.

6. Will a driver holding a REAL ID compliant state license satisfy the identification requirement for entry, and at which gate will vehicle inspections occur.

A. The current installation access requirements state that a valid form of identification such as a REAL ID will be acceptable for gaining access, however all visitors and contractor access passes are subject to a background check for authorization to enter the facility. These requirements are subject to change as these policies are updated.

7. Does the Department require or encourage any landfill diversion or recycling targets that would a ect the approved disposal site.

A. There are no requirements of this kind for the Denver Federal Center at the moment.

8. If the award date slips beyond 4 August 2025, will the first performance period still begin on 8 August 2025, or on a later negotiated date.

A. The anticipated award date is 8 Aug 2025, however performance start will be subject to date of award at the earliest convenience of both the government and the contractor.

9. Is any performance bond or bid guarantee required for this service contract.

A. There are no requirements for bid bonds.
