Software Development IDIQ

Q1. On FBO this RFQ 140R8119Q0010 is labeled presolicitation. The due dates make me believe it is the actual RFQ. Are you wanting comments on the documents as part of a pre-solicitation or proposal by 23 April?

A1. After verification on FedBizOps this requirement is clearly labeled as a Solicitation.

Q2. Two tasks have been posted along with the overall RFP for the IDIQ, and I was wondering if you are looking for SDVOSB's to respond only for the two task orders? Or do you want us to give our pricing for all services noted in the Full RFP?

A2. Reclamation are asking for quotes and pricing for the overall IDIQ PWS and quotes and pricing for both Task Order One PWS and Task Order Two PWS.

Q3. Reading through the documents that have been posted it seems to me that the two tasks currently requested are more on the Technical Business Analytical side rather than the different software development services that are also included in the full RFP. Are the tasks only what are set-aside for SDVOSB's? or is the full RFP set aside as well?

A3. This is an RFQ and the IDIQs, to include all future task orders written against the awardees IDIQ, the IDIQ’s are set aside for SDVOSB’s.

Q4. Is this a new requirement or an existing one?

A4. This is a new requirement, there is no existing one in place.

Q5. Is there an incumbent contractor(s) currently performing these services for the agency? If yes, what is the company name?

A5. There is no incumbent as this is a new requirement.

Q6. What is the current contract number(s), award date and award amount associated with this work?

A6. There is not a current contract number, award date or award amount associated with this work as this is a new requirement.

Q7. What, if any, requirements have changed between the current contract(s) and the new one?

A7. There has been no changes and this is a new requirement.

Q8. How many contractor FTEs are currently performing these services?

A8. There are no contractor or FTEs currently being performed or performing these services.

Q9. How many Contractor personnel are supporting the current contract?

A9. There is no current contract and no contractor personnel supporting this requirement currently.

Q10. Will these services require government onsite personnel or will offsite personnel be permitted?

A10. Onsite personnel is preferred but not mandatory.

Q11. For work at contractor facility, does the facility need to be located within a specific distance for the primary government site?

A11. Contract employees may be required to travel either occasionally or continuously in the performance of a task order. The predominant service area includes the seventeen western United States but may include other locations as required for client needs.

Q12. Can Past Performance for Sub-Factor 1a, 1b and 2 be the same referenced projects?

A12. Yes.

Q13. Are subcontractors permissible?

A13. Yes, subcontractors are permissible.

Q14. Can subcontractors past performance be utilized as well?

A14. No, unless you are involved in a teaming arrangement.

Q15. What has the spending history been on this contract or associated services that would fall under this contract?

A15. There is no current contract in place so there is no spending history associated with these services.

Q16. Since CMMI and ISO are not called out in the requirements, how will these be evaluated?

A16. They will not be evaluated.

Q17. If a key personnel candidate is not a current employee, is a letter of commitment required?

A17. No.

Q18. Is there a software solution in place that’s used to manage to manage documents and business rules?

If yes, what software?

A18. Currently Reclamation use SharePoint and Google documents to manage documents.

Q19. What methodology and/or tools are currently utilized to manage patch deployments?

A19. For software Reclamation use GitLab and Subversion

Q20. What Change Management processes do you currently have in place?

A20. Reclamation use an internally developed SharePoint process.

Q21. Are you currently utilizing CMMI Development or CMMI Services based processes and if so, at what level?

A21. No.

Q22. Are you currently utilize ISO 9001 or ISO 20000 based processes?

A22. No.

Q23. In section 3, References, of the Attachment E document, there are two links to the BOR SDLC Framework and BOR SDLC Description. We are unable to access these links and review the error message “You need permission” when attempting to connect. Can the government lease provide these two documents or open up the link for access.

A23. The links have been disabled and are now included as attachments G and H. Please see Attachment G. BOR SDLC Framework and Attachment H. BOR SDLC Description.

Q24. For Task Order 1, how many FTEs are currently performing these services?

A24. There are no FTEs currently performing these services.

Q25. For Task Order 1, what is the location where these services are or will be performed?

A25. Contract employees may be required to travel either occasionally or continuously in the performance of a task order. The predominant service area includes the seventeen western United States but may include other locations as required for client needs.

Q26. For Task Order 1, what government furnished equipment will be provided?

A26. None, unless listed in the detailed PWS for an order.

Q27. For Task Order 2, how many FTEs are currently performing these services?

A27. There are no FTEs currently performing these services.

Q28. For Task Order 2, what is the location where these services are or will be performed?

A28. Contract employees may be required to travel either occasionally or continuously in the performance of a task order. The predominant service area includes the seventeen western United States, but may include other locations as required for client needs

Q29. For Task Order 2, what government furnished equipment will be provided?

A29. None, unless listed in the detailed PWS for an order.

Q30. The FBO solicitation posting states that this is an “Unfunded” requirement, however, there are no details contained with this in any of the solicitation documents. Can the government explain the rational associated with the unfunded status and what expectations of funding exist so that industry can appropriately make decision regarding our investment in a proposal of this magnitude.

A30. The overall IDIQ is unfunded, however each Task Order will be funded as issued.
