PERFORMANCE WORK STATEMENT (PWS)
Task Order – IT Project Manager
(PROFESSIONAL SERVICES FOR Information Resource Office Indefinite Delivery, Indefinite Quantity (IDIQ))
4/11/2019
1. SCOPE
OBJECTIVE - The objective of this contract is to acquire contractor services to assist the United States Bureau of Reclamation (USBR) develop, manage and maintain current enterprise wide systems and applications in the Operations and Maintenance (O&M) Software Development Lifecycle within the Information Management and Technology directorate. This task order identifies the scope and requirements for IT Project Management services.
2. BACKGROUND
The United States Bureau of Reclamation (USBR) Information Management and Technology (IMT) is responsible for implementing and managing the Software Development Lifecycle (SDLC) for enterprise applications within USBR in compliance with the Federal IT Acquisition Reform Act (FITARA) regulation.
3. REFERENCES - The following list of documents are required in the performance of this contract:
• BOR SDLC Framework (see Attachment G)
• BOR SDLC Description (see Attachment H)
4. TASKS - The contractor shall perform IT Project Management tasks in accordance with task order requirements. The work shall be completed during the one-year period of performance.
The project will be evaluated for completeness of tasks and objectives weekly. The contractor will receive direct or indirect guidance for work and projects from the COR and TSAL (technical service area leads) federal staff. The place of performance for this Task Order is at the Denver Federal Center in Lakewood, Colorado. There are no travel requirements.
4.1 Manage the development of new applications with associated artifacts (see below) in compliance with the Reclamation SDLC Framework and SDLC Description document.
4.2 Complete project artifacts for assigned projects according to the SDLC Framework and SDLC Description document.
4.3 Work with stakeholders on artifacts and deliverables for project.
4.4 Identify and track tasks to completion.
4.5 Update and complete USBR provided IT Software Development artifacts that are applicable for the assigned IT system. Documents can include:

4.9 Work with technical teams to resolve issues that impact the successful delivery of the IT system.
4.10 Participate in security assessments and audits for assigned IT system and facilitate obtaining evidence for data requests the technical team is responsible for.
4.11 Complete required weekly and monthly status reports.
4.12 Assist federal staff in providing expertise knowledge in Project Management practices as they impact the successful delivery of the IT system.

7 PERSONNEL QUALIFICATIONS
7.1 Experience with applying the principles of Project Management to software development lifecycle.
7.2 Experience in applying Risk Management principles to IT software development and management of systems.
7.3 Experience implementing requirements and guidance as indicated in the documents identified in Section 3.0 References.
7.4 Experience in written and oral communication and listening skills.
7.5 Excellent customer service skills and experience.
7.6 Ability to work with Reclamation and interagency teams to design, develop and implement project management best practices that meet current and future business requirements of the assigned systems.
7.7 Experience working in a civilian government setting and culture.
7.8 Experience as an IT Project Manager.
7.9 Desired certifications for employment: PMP
8 DELIVERABLES - The contractor shall submit the following reports in accordance with paragraph 5.0, “DATA AND REPORTS”:
8.1 Electronic copies of document deliverables shall be delivered to the Contracting
Officer Representative (COR) using Microsoft Office (e.g., Microsoft (MS) Word, MS Excel, MS PowerPoint, MS Project, or MS Visio), or pdf for graphics unless otherwise specified at the task level by the COR. A shared environment or SharePoint site will be used to store documentation per the government instructions. Electronic submissions shall be made via email, unless otherwise agreed by the COR. Reclamation shall have fifteen (15) business days to review each document and provide feedback and comments if necessary. The Contractor shall have five (5) business days to incorporate any comments. A final review shall be conducted with the COR. The COR's concurrence and approval of the draft and final documents shall constitute acceptance by Reclamation.
8.2 Contractor shall furnish electronic weekly status reports to the COR that includes the results and/or progress of tasks for government review and performance metric review.
8.3 Knowledge Transfer
Contractor shall provide a strategy to the government on method to ensure that contract staff has sufficient knowledge to perform all development and operation and maintenance activities identified by the Government in a backup role or become the primary leader in the event of staff transitioning out of company.
A quarterly updated report shall be provided to the government containing at a minimum the following information:

8.4 Staff Replacement Plan
Contractor shall provide a staff replacement plan compliant with Section 19 –
SUBSTITUTION OF KEY PERSONNEL AND OTHER PERSONNEL
