About this file
This is Amendment 0002 to a Request for Quote (RFQ) for janitorial services at the WY – Alcova North Platte Field Office issued by the Bureau of Reclamation, Missouri Basin Regional Office. The solicitation number is 140R6026Q0125, with an effective date of August 4, 2026. The quotation due date remains September 7, 2026, at 4:30 PM MDT, and the contract period of performance runs from October 1, 2026, through September 30, 2027.
The amendment contains revisions to the price schedule for CLIN 0060, clarifying that the six-month extension option should be priced for six months rather than twelve months. The contract structure consists of one base year, four one-year option periods, and one six-month extension. The facility requires weekly, monthly, and semi-annual janitorial services with no daily services; the Performance Requirements Summary Table has been updated to remove the erroneous "Daily Services" reference. The amendment also provides twenty question-and-answer clarifications addressing contractor concerns, including revised emergency response time from two hours to 24-hour response, confirmation that past performance references may come from the prime contractor, proposed subcontractors, or key personnel for contracts exceeding 640 square feet, and clarification that contractors must conduct background checks within 15 days and include all costs of bio-based supplies in their monthly fixed-price rates. Contractors must acknowledge receipt of this amendment prior to proposal submission and must submit a finalized Quality Control Plan, staffing plan with background check contingency, and past performance questionnaires with their quotes. Virtual attendance at the post-award conference is acceptable.

PROJECT TITLE: WY – Alcova North Platte Field Office Janitorial Service Solicitation Number 140R6026Q0125 Amendment 0002
Questions and Answers
The red letters are the answers to the following questions below.
1. The evaluation criteria require at least two references for janitorial contracts of similar size performed within the last three years. May an offeror rely on relevant past performance and references from its proposed janitorial subcontractor or proposed key personnel?
Past performance and references must be provided by the prime contractor, its proposed subcontractor, or key personnel, as long as the experience is relevant and meets the requirements for similar size and scope above 640 sq.ft.
2. Would janitorial contracts larger than approximately 800 square feet be considered similar in size, scope, and complexity for purposes of satisfying the past-performance requirement?
Contracts exceeding 800 square feet will be considered similar in size, scope, and complexity if they are reasonably comparable to the requirements outlined in the current solicitation. Additionally, if the current requirement is for a facility larger than 800 square feet, contracts for significantly larger facilities will also qualify.
3. Section 4.4 discusses past-performance questionnaires and states that the Government must receive them by the quotation deadline. Is there a required questionnaire form that offerors should provide to their references? If so, please provide the form and confirm whether references must submit it directly to the Contract Specialist.
Please see “Past Performance Questionnaire” attached in amendment 0002.
4. Section 1.6.1 states that the Quality Control Plan is due within 10 days after award, while FAR 52.212-2 requires a finalized QCP with the initial quotation. Please confirm that a finalized QCP must be included with the quotation and whether another revised or accepted version will be required after award.
When FAR 52.212-2 requires a finalized Quality Control Plan (QCP) with the quotation, you must submit it as part of your quote. After award, you may be required to submit a revised or accepted version within 10 days to address any government feedback or changes.
5. The evaluation criteria require a response time of under two hours for emergency service calls. Does “response time” mean acknowledgment of the service request, arrival at the facility, or completion of the requested service?
The two hours have been revised to 24-hour response time, unless otherwise it can be worked out with the QAE to ensure the service can be arranged within reasonable time.
6. The Performance Requirements Summary Table and QASP reference “Daily Services,” but Section 5 identifies only weekly, monthly, and semiannual tasks. Please confirm whether any daily services are required.
There is a discrepancy between the summary table and Section 5. This service is provided weekly, monthly, and semi-annually; there are no daily services. Please refer to Section
2.10 for the Frequency of Service. The PRST has been updated in the revised PWS to remove Daily Services from Section 5.8, the Performance Requirements Summary Table.
7. The PWS refers to five optional periods, while the price schedule contains four option years. Please confirm that the intended contract structure is one base year, four one-year option periods, and one six-month extension.
The correct structure is one base year, four one-year option periods, and one six-month extension. PWS in Section 1.8 has been revised accordingly.
8. CLIN 0006 is described as a six-month extension, but the price schedule shows a quantity of 12 months. Should offerors price CLIN 0006 using a quantity of six months?
Offerors should generally price CLIN 00060 based on the intended six-month extension, not 12 months, the price schedule CLIN 0060 has been revised to 6 months. See attached revised Price Schedule.
9. The staffing plan must demonstrate the ability to background-check and clear personnel within 15 days after award. Will the Government initiate and process the required background investigations, and does the 15-day requirement mean personnel must receive final clearance within 15 days or that the contractor must submit all required information within that period?
The contractor must be able to conduct background checks within a 15-day period. This requirement ensures that the contractor can vet and clear personnel efficiently. All background checks must be completed within this 15-day timeframe, guaranteeing that individuals are properly vetted before commencing work at the federal facility. Since PIV credentials are not required for this purchase order, it is the contractor's responsibility to perform these background checks. for this purchase order, it is the responsibility of the contractor to perform background checks.
10. Please confirm whether the insurance requirements in WBR 1452.228-70 must be maintained directly by the prime contractor when all onsite services are performed by an insured subcontractor, including when the prime contractor has no employees performing onsite work.
The prime contractor remains fully responsible for maintaining the required insurance, regardless of whether all onsite services are carried out by an insured subcontractor. You can provide the subcontractor’s liability insurance either directly or through the subcontractor.
11. Please confirm whether the post-award conference may be attended virtually by the prime contractor’s authorized representative and the proposed major subcontractor, or whether in-person attendance at the Alcova facility will be required.
Virtual attendance is acceptable for post-award conferences.
12. Daily Services in PRST vs. Specific Tasks: Table 5.8 (Performance Requirements Summary Table) on page 12 of the solicitation lists performance indicators and standards for "Daily Services." However, Section 5 (Specific Tasks) of the PWS only defines Weekly, Monthly, and Semi-Annual tasks. Can the Government clarify if there are any daily services required under this contract, or if the "Daily Services" row in the PRST was included in error?
Please see 6. above.
13. Clarity on Weekly Performance Deficiencies: There is a discrepancy regarding weekly performance standards. PWS Section 5.5.2 (Task No. 1 Standard) states that the contractor must perform services with "no more than two deficiencies results in the need for service re-performance." However, Table 5.8 (PRST) states that "No more than three
(3) tasks per month shall result in the need for service re-performance" for Weekly Services. Can the Government clarify if the acceptable threshold is two deficiencies per week or three per month?
PWS 5.5.2 Revised from two (2) to three (3) deficiencies. Please see revised PWS attached.
14. CLIN 0006 Quantity Contradiction: On page 3 of the solicitation, CLIN 0006 for the 6-Month Option to Extend Services lists a quantity of "12" in the "Month" column, but the subtotal is described as "Grand Total – 6 months." Can the Government clarify if the correct quantity for CLIN 0006 is 6 months or 12 months?
Please see 8. above. See revised Price Schedule of the change.
15. Background Investigation Details and Timeline: Section 1.5 of the PWS and Section 52.212-2 Evaluation Criteria state that the offeror must submit a contingency plan demonstrating the ability to background-check and clear personnel within 15 days of contract award. Could the Government please clarify the exact type of background investigation required (e.g., standard fingerprinting, Tier 1, or local security check) and the average agency processing timeline to ensure the 15-day clearance window is achievable?
The contractor is responsible for background checks to ensure the employee meets the requirement stated in PWS Section 1.3.2.
16. Lockable On-Site Storage and Water Source: Section 3.3.1 of the PWS states that the Government will provide storage space for contractor property. Could the Government please clarify if this storage space is lockable, and if it includes a dedicated utility sink or water source with a floor drain for filling and emptying mop buckets?
The storage space is NOT lockable currently. The utility sink is at counter-top height and is not potable. There is a floor drain near the sink. The storage, sink, and drain are in a through-way to the men's bathroom, so it most remains organized and slip-free.
17. Bio-Based Chemical Procurement Pricing: Section 4.5 of the PWS requires contractors to submit a detailed list of bio-based supplies with their associated unit costs. Can the Government confirm that the cost of these bio-based products must be fully built into the monthly CLIN FFP rates, as there are no separate material line items in the Price Schedule?
The contractor is required to include the cost of biobased supplies into the total monthly cost for janitorial services.
18. Site Visit Schedule Coordination: Provision 52.237-1 (Site Visit) states that site visits will be coordinated Monday through Thursday. However, Section 3.2 of PWS states that site visits are available Monday through Friday. Can the Government clarify if site visits are permitted on Fridays?
Please see the attached revised PWS. The correction was updated the schedule from Monday through Friday to Monday through Thursday. Additionally, the QAE will respond to emails and phone calls from Monday through Friday to coordinate a site visit between August 24, 2026 to August 27, 2026.
19. Who is the incumbent? If there is an incumbent, could you please provide us with the Purchase Order number and the total value?

Purchase Order Number: 140R6024P0079 Incumbent: Kali Sellers Enterprises LLC Total Award Amount: $34,842.72
20. Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
Please see PWS on page 16 to specify what documents are required post-award.
