About this file
This document contains questions and answers regarding Amendment 0001 to Solicitation 140R6024R0006 for the Mt Elbert Pump Generating Manufacturing and Rehabilitation Multiple Award IDIQ. Interested parties must complete Bureau of Reclamation safety training by March 21, 2024 to access the non-operational Mt Elbert Unit 1 site during the visit period. A Root Cause Analysis of spider arm cracking completed in June 2021 is available from the point of contact. Mt Elbert Pump Generating Manufacturing and Rehabilitation Multiple Award IDIQ – Turbine and Generator Hydroelectric
140R6024R0006 – Amendment 0001 Question and Answer
The following questions and associated answers have been posed by interested parties regarding this solicitation:
Q1.) Can you confirm we will be able to access the unit for inspection while on site for our preliminary bid?
A1.) MTE Unit 1 will be non-operational during the site visit period, therefore full access will be available. Contractors can lock on to the BOR clearance provided training and safety requirements have been completed pre-arrival (refer to solicitation information). Safety training shall be completed and identified to BOR NLT March 21, 2024.
Q2.) Given our previous site visit 2022, is this site visit still mandatory?
A2.) The site visit period is provided during the annual maintenance period to enable interested parties to lock into the MTE clearance and physically assess the rotor. Please refer to FAR
52.236-2 and 52.236-3 as necessary.
Q3.) It was identified during the Industrial Day that a Root Cause Analysis was performed, can this information be provided?
A3.) A Root Cause Analysis (RCA) of the Spider Arm Cracking was completed in June 2021.
Interested parties may email Monte Baird (mbaird@usbr.gov) to obtain an electronic copy of the analysis.
Q4.) My understanding is that all vendors are being asked to bid both the repair and replacement of the Mt. Elbert rotor and that providing only a replacement rotor is not acceptable?
A4.) Correct
Q4(a). Participation in the above is required to be eligible for the IDIQ? And that the
IDIQ is limited to work at Mt. Elbert.
