Drawings Revised 52 00 00 - 8

1. Can calcium chloride be used as an alternative to magnesium chloride for dust palliative in Section 31 02 10?

A: Refer to revised Section 310210.

2. Is palliative required on county roads beyond construction areas? ie. Import haul roads?

A: No.

3. Plan sheet 15-D-60029 references Dewatering Profile, Sections, details and tables in drawings 15-D-0030 and 15-D-0031 but there are no provided details or tables within the drawings. Can this information be provided?

A: See revised drawings 15-D-60030 and 15-D-60031.

4. Section 01 51 00 mentions 3 phase power being available for Contractor’s use.

Please confirm who is responsible for the cost of power that is used.

A: Refer to revised Section 01 51 00.

5. Section I.28 limitation of funding depicts the following funding restrictions. Currently

$7 million available until Sept 30, 2023 with an additional 25% available Sept 30, 2023 (fiscal year 2024), 25% more available Sept 30, 2024 (Fiscal year 2025) with the balance being available after Sept 30, 2025. With the contract completion requirement being December of 2025, it appears a large portion of the funding will not be available until Sept 30, 2025 only leaving 3 months’ time prior to Contract

Completion. Based on a $50 million dollar project this would be equal to $18 million in funding not coming available until the last 3 months of work. It is unlike this amount of work can be completed in the last 3 months during late fall in Montana. Is it the intent that the Contractor finance a portion of the work to meet the schedule?

This is compounded when retainage (payment for technical data) of 10% is considered.

Clarification: based on the limitation of funds, it appears that there is a good portion that wouldn’t be available until October of 2025 which would be the very end of the project with not much work remaining. Our concern is based on the percentages, there wouldn’t be enough funding available up to this point. It might be more clear if you could put a dollar amount available per fiscal year instead of percentages. Just based on $50 million contract value, we are concerned that we would perform more work prior to funding being available for season 3.
