About this file

This document is a Vendor Questions and Answers file addressing clarifications on a federal contract solicitation for strong motion monitoring equipment.

The government clarified five key technical and administrative points. The Digitizer-Centaur sample rate requirement is confirmed at 10,000 sps (samples per second) on high-resolution channels. CLIN 10 provides a self-contained accelerograph with internal triaxial sensors, while CLINs 20 and 30 provide separate accelerometers and digitizers intended to form ten additional independent strong motion stations as accelerometer-digitizer pairs. For CLIN 20, vendors proposing equivalent digital-interface accelerometers in place of the required 40 Vpp differential analog output and MIL-C-26482G connector will not be considered; analog output with the specified connector is mandatory. The existing Strong Motion Monitoring Program uses Earthworm software for real-time data acquisition with telemetry conducted through a combination of cellular modems and ethernet/fiber connections. Administrative submission requirements include no page limits for technical responses and compliance matrices, with a maximum email attachment size of approximately 25 MB per DOI email standards.

Vendor Questions and Answers

1.The SOW notes that the "Digitizer- Centaur” sample rate is "User-selectable sample rates up to 10000 sps on high-resolution channels.” Can you please confirm that this requirement is indeed 10,000 sps, and not 1,000 sps?

User-selectable sample rates up to 10,000 sps on high-resolution channels is the correct requirement.

2. CLIN 10 specifies an accelerograph with internal triaxial sensors, while CLINs 20 and 30 specify separate accelerometers and digitizers. Please confirm the intended field configuration -specifically, whether the ten accelerometers are to be paired with the ten digitizers as ten additional independent stations.

CLIN 10 provides a self-contained accelerograph digitizer with internal triaxial sensors.

CLINs 20 and 30 provide separate accelerometers and digitizers.

These are intended to form ten additional independent strong motion stations using the accelerometer–digitizer pairs.

3. For CLIN 20, will the Government consider an equivalent product that delivers the specified performance through a digital interface in place of the 40 Vpp differential analog output and the MIL-C-26482G connector?

An equivalent digital‑interface accelerometer will not be considered.

4. Please identify the acquisition software and telemetry protocols in the existing Strong Motion Monitoring Program Realtime Data Acquisition System that equipment must assimilate into, so compatibility can be demonstrated specifically rather than generally.

The solicitation package does not currently specify the real-time acquisition software or telemetry protocols used in the existing Strong Motion Monitoring Program. The program currently uses Earthworm software. It also uses a combination of cellular modems and ethernet/fiber for telemetry.

5. Are there page limits or a preferred format for the technical response and compliance matrix, and is a maximum email attachment size in effect?

No page limit. The standard DOI email limits is approximately 25 MB, It applies.
