EBFD Sump Pump Replacement Performance Work Statement Solicitation#:

Performance Work Statement

1.0 SCOPE

The intent of this project is to provide a redundant and highly reliable basement dewatering system that ensures continuous protection of powerplant equipment and maintains safe operations.

The work includes removal of the existing sump pump and eductor systems and installation of a complete replacement dewatering system in the Elephant Butte Powerplant basement. The contractor shall furnish all labor, materials, equipment, tools, and supervision required to perform demolition, temporary dewatering, mechanical installation, electrical integration, controls work, testing, commissioning, and training. The new system includes dual centrifugal sump pumps with a spare pump, associated motors, a complete venturi eductor assembly, new stainless-steel piping and valves, a replacement stainless-steel sole plate, level sensing devices, and integration with the existing control panel and plant annunciation systems.

The contractor must comply with all confined space, hazardous energy, rigging, and safety requirements; provide and maintain temporary dewatering throughout construction; and perform all required submittals, inspections, pre-functional testing, performance testing, and closeout documentation. Pricing shall encompass all materials, installation, submittals, safety compliance, testing, training, and warranty obligations necessary to deliver a fully functional, code-compliant dewatering system.

1.1 System Operational Philosophy

1.1.1 Primary Dewatering – Venturi Eductor Pump System

The eductor system functions as the continuous-duty primary dewatering device, maintaining the normal low-water level under expected seepage and inflow conditions.

1.1.2 Secondary Dewatering – Dual Sump Pump System

Two electric sump pumps shall provide automatic backup to the eductor system, activating only during abnormal conditions, high inflow, or eductor outage. Pumps shall alternate for even runtime distribution.

1.1.3 High-Water / Abnormal Conditions

If water levels exceed the eductor control band:

• Lead pump shall start automatically

• Lag pump shall engage if the lead pump fails or cannot maintain level

• High-water alarms shall transmit to Government monitoring systems

1.1.4 Sump Pit Dewatering Hierarchy

1. Venturi Eductor Pump – primary

2. Lead pump – secondary

3. Lag pump – tertiary backup

1.1.5 Reliability Objectives

• Maximize longevity with continuous low-energy eductor operation

• Maintain redundancy for failure scenarios

• Prevent flooding and equipment damage in the basement

2.0 APPLICABLE DOCUMENTS & STANDARDS

The Contractor shall comply with the most current versions of all applicable federal, state, local, industry, and facility standards, including but not limited to:

OSHA 29 CFR 1910 & 1926 – General Industry and Construction Safety OSHA 1910.146 / 1926 Subpart AA – Confined Space OSHA 1910.147 – Lockout/Tagout NFPA 70 / NEC – Electrical Code NFPA 70E – Electrical Safety in the Workplace IEEE 141, 242, 602 – Industrial Power System Standards Hydraulic Institute (HI) Standards – Pump Testing & Performance ASME B31.1 / B31.3 – Piping ASTM A312, A276 – Stainless Steel Materials AWWA C210, C508, C509, C515 – Pipe Coatings & Valves ISA 5.1 / 5.4 – Control & Instrumentation Diagrams NEMA 250 – Control Panel Enclosures ASME B30 Series – Rigging & Hoisting SSPC – Coating Surface Preparation NACE MR0175 / ISO 15156 – Corrosion Resistance
