About this file
This is an Amendment 0002 Questions and Answers document for solicitation 140R4026Q0022, a trailer-mounted centrifugal pump procurement by the Department of the Interior Bureau of Reclamation for the Socorro Field Division. The document clarifies technical specifications and operational requirements for a 6-inch self-priming centrifugal pump system replacing equipment originally purchased in 2003 from Goodwin Pumps of America under award #INR03PE430163.
The pump must deliver a minimum of 2,200 gallons per minute with a maximum total head of 182 feet, operating anywhere within this performance range as independent limits. The self-priming pump shall achieve a maximum 25-foot suction lift (including friction losses) within 5 minutes of priming, with a stainless steel dual-vane enclosed impeller capable of passing 3-inch spherical solids and optimized for the 2,200 GPM minimum flow. The system requires a minimum 60 horsepower EPA Tier 4 compliant diesel engine operating at 1,800 RPM with an 80-gallon DOT-compliant fuel tank. The trailer assembly must be DOT-compliant with dual axles, a standard bumper-pull hitch with 7-pin electric brake connector, weigh no more than 3,600 pounds dry and 4,000 pounds wet, and include four D-rings rated for the wet weight, two rear leveling jacks with swivel lock mechanisms, a spare tire, and standard reflective tape and lighting. The suction and discharge connections are 6-inch flat-faced Baure fittings with 8 bolts per Attachment 3b Exhibit 1. The control panel requires a 4-inch OLED display monitoring RPM, flow rate (5% accuracy via integrated flow meter), battery voltage, and coolant temperature, plus an RPM adjustment toggle, all powered by a 12-volt industrial battery in an enclosed enclosure. The fully enclosed trailer features sound-attenuating panels meeting industry standards, LED lighting on all sides, mechanical seals with tungsten carbide faces and oil lubrication, and standard corrosion protection suitable for outdoor use in New Mexico's climate. Documentation shall include operation and maintenance manuals, wiring diagrams, submittal drawings, and inspection reports as applicable, with training provided to approximately 20 personnel covering operation and maintenance. A minimum 12-month warranty is required, and the price must be all-inclusive of applicable New Mexico state and local taxes and delivery fees to Socorro, New Mexico.

Amendment 0002 - Questions and Answers
1. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
Government Response - The current pumps were purchased in 2003 from Goodwin Pumps of America under award #INR03PE430163.
2. Duty Point Interpretation Are the 2,200 GPM minimum flow and 182 ft maximum head intended to be achieved simultaneously at a defined duty point, or should these be interpreted as independent operating limits within the pump’s performance range?
Government Response - Minimum 2,200 GPM flow and maximum 182 ft head are independent limits; the pump shall operate anywhere within this performance range.
3. Suction Lift For the 25 ft maximum suction lift:
0. Does this refer to static lift only, or total suction conditions including friction losses?
Government Response - Maximum 25 ft suction lift refers to total suction conditions.
0. Is there an assumed elevation or typical suction piping configuration we should consider?
Government Response - No specific piping configuration or elevation is required; standard industry practices apply.
4. Engine Preference The specification calls for a minimum 60 HP engine. Is there a preferred or standardized engine size the Bureau typically operates for 6” units?
Government Response - Minimum 60 HP diesel engine is required. No preferred engine manufacturer or size is specified; any engine meeting SOW performance and Tier 4 compliance is acceptable.
5. Existing Fleet Does the Bureau currently operate similar 6” self-priming pumps? If so, are there preferred manufacturers or performance standards we should align with?
Government Response - No specific existing fleet requirements or preferred manufacturers are mandated. Pumps shall meet the description/specifications.
6. Flow Meter
0. Is there an approved or preferred manufacturer?
Government Response - No specific manufacturer is required.
0. Does the ±5% accuracy requirement need documented certification?
Government Response - Flow meter shall provide ±5% accuracy and be suitable for solids-laden water.
0. Is a calibration certificate required at delivery?
Government Response - Certification or calibration at delivery is not required but standard industry testing is acceptable.
0. Does the flow meter need to be permanently installed, or is a modular integrated spool acceptable?
Government Response - Permanent or integrated modular installations are acceptable.
7. Sound Attenuation Is there a specific dBA requirement at a defined distance, or is a standard sound-attenuated enclosure acceptable?
Government Response - Enclosure shall be sound-attenuated to industry standards; no maximum dBA is specified.

Government Response - Deliver standard industry documentation, including O&M manuals, wiring diagrams, submittal drawings, and inspection reports as applicable.
9. The specifications require two rear leveling jacks with swivel lock mechanisms. Are additional outriggers or stabilizers (e.g., front or side-mounted) required or preferred for enhanced stability during operation on uneven terrain?
Government Response - No
10. What are the preferred overall dimensions for the trailer (e.g., length, width, height) to ensure compatibility with storage or transport at the Socorro Field Division site?
Government Response - No specific dimensional limits are prescribed. However, the trailer must be of standard transportable size suitable for safe towing, storage while remaining within all SOW weight and DOT requirements
11. The trailer must be DOT-compliant and dual-axle. Are there specific requirements for axle rating, tire size/type (e.g., radial vs. bias-ply), or hitch type (e.g., pintle vs. ball)?
Government Response - The axle rating and tires shall be appropriately rated to safely support the fully loaded trailer (wet weight not to exceed 4,000 lbs) and comply with all applicable DOT requirements. Tire type (radial or bias-ply) is acceptable provided load ratings meet or exceed the required capacity. The hitch shall be a standard bumper-pull configuration compatible with electric brake systems and the specified 7-pin connector.
12. Beyond the required spare tire and mount, are there preferences for wheel chocks, reflective tape placement, or additional safety features like backup alarms?
Government Response - Backup alarms are not required for the trailer. No additional safety features beyond those necessary to meet DOT compliance and the requirements specified in the SOW are mandated. Reflective tape and lighting shall meet applicable DOT standards.
13. The dry weight must be ≤3,600 lbs and wet ≤4,000 lbs. Are there any preferences for materials (e.g., aluminum vs. steel frame) to optimize weight while maintaining durability?
Government Response - No
14. The trailer requires four D-rings for tie-down. Are there specific locations or strength ratings (e.g., working load limit) required for these?
Government Response - The D-rings shall be rated for the trailer’s wet weight.
15. For the toolbox(es), what specific sizes, materials, or additional contents (beyond seals and hose clamps) are desired?
Government Response - Toolboxes shall be sized to securely store necessary tools and equipment for pump operation, including 6-inch rubber seals and hose clamps.
