About this file

This document is a Questions and Answers (Q&A) record for a federal contract solicitation issued by the Bureau of Reclamation (BOR) for turnout building construction and related infrastructure on the San Juan Lateral in New Mexico. The solicitation involves seven turnout sites: Rock Springs, Window Rock, Coyote Canyon, BBN9, Naschitti, Newcomb, and Sanostee, with a bid opening date of November 10, 2026, at 10:00 AM MST and an 831-day performance period.

The contractor's primary scope encompasses prefabricated engineered concrete turnout buildings (field-erected CMU construction is not permitted), foundation design including geotechnical investigation and testing, HVAC systems, interior electrical systems from the utility meter to all downstream equipment, grounding grids, and control systems including SCADA integration with optical fiber transmission lines. The contractor is responsible for all site-specific design and foundation work on newly excavated foundations, as geotechnical reports and structural drawings are not available from BOR. Key infrastructure elements include approximately 1,950 linear feet of 3-inch conduit allocation across all sites for power and fiber distribution, 48-inch main outage limitations to 28 days maximum per Specification 01 14 12, and coordination with utilities (CDEC for Rock Springs, NTUA for other sites) for electrical service. The contractor must obtain required permits for water discharge and environmental compliance, provide all handholes, coordinate terminations with utilities, and submit outage plans, geotechnical engineering reports, and construction documentation. Applicable wage rates for San Juan County and McKinley County are provided via separate wage determination attachments, and bonding can be submitted electronically. Future amendments will clarify commissioning requirements, remove certain automation system testing sections, adjust Network Integration Panel responsibilities, and correct scheduling and drawing discrepancies.

Resolve TP10 laboratory conflicts, TP2 missing text, swapped water/date entries, and provide final bearing, settlement, swell, shear, thermal and groundwater recommendations. (G1–G25)

• It is noted that the visual classification is not the same as the laboratory classification on the test pit log for test pit TPTB-25-10. These classifications are not always the same since a visual classification is not an exact science. Also, the test pits at the turnout buildings were conducted within the previously disturbed construction right away. This resulted in mixed backfill that is not stratified the way normal soil is deposited. There can be a lot of variation in soil type within the same test pit, depending on where the sample/density is collected.

• A corrected TP2 test pit log will be included in a future amendment.

• It is noted that the Depth to Water and Date entries are swapped, however, corrected test pit logs will not be issued.
