About this file
This document is a pre-bid conference presentation for the Navajo-Gallup Water Supply Project (NGWSP) Turnout Buildings contract opportunity, issued by the Bureau of Reclamation on August 26, 2026.
The NGWSP is a $2.4 billion federal water infrastructure project currently under construction since June 2012, scheduled for completion in December 2028. The project includes two main laterals (Cutter and San Juan) totaling 300 miles of pipelines, two water treatment plants, 19 pumping plants, 13 turnout buildings, and numerous storage tanks. The contract focuses on construction of seven turnout buildings at Sanostee (Reach 4C), Newcomb (Reach 6), Naschitti (Reach 8), Crownpoint/BBN9 (Reach 9), Coyote Canyon (Reach 10), Rock Springs (Reach 12.1), and Window Rock (Reach 12.2). Turnout buildings must be complete and ready for service by September 1, 2028 for the priority BBN9 and Coyote Canyon sites, with all remaining turnouts complete by April 1, 2029. The scope of work includes design and construction of precast concrete buildings with mechanical, electrical, controls, and security systems; pipe and valving connections to lateral and community public water system distribution pipes; sitework including fencing, drainage, and access roads; controls integration with existing SCADA systems; and fiber optic cable infrastructure. Specific site conditions include connection to 48-inch diameter pipe at BBN9, connection to 42-inch diameter pipe at Coyote Canyon, and a larger precast concrete footprint with 12-inch diameter pipe at Window Rock. The presentation includes a Job Hazard Analysis addressing travel, site safety, weather hazards, and emergency response procedures with designated contact persons and nearby hospital locations.
