About this file

This is a federal contract amendment (Amendment 0002) for the Bureau of Reclamation's BGNDRF Well No. 2 Repair project located in Alamogordo, New Mexico. The solicitation (140R4025Q0097) seeks a contractor to clean, inspect, and potentially replace the pump for an existing well that is currently operational but experiencing reduced performance. The existing 7.5 hp pump's flow has declined from 80 to 70-72 gallons per minute with a substantial amount of air, prompting the need for maintenance.

Key details include a quote submission deadline of 2:00 p.m. on November 24, 2025, with a period of performance from December 8, 2025, to February 6, 2026. The site visit on November 18, 2025, had no attendees, but the amendment includes a site layout diagram and a photo of the well infrastructure. Important technical considerations include the brackish water source with a Total Dissolved Solids (TDS) concentration of approximately 6,000 mg/L, and plans to dispose of any chemical waste in an evaporation pond. The contractor will use existing controls and is not expected to replace the control system when servicing the pump.

Site Visit Synopsis with Questions and Answers

Location: 500 La Velle Rd, Alamogordo, NM, 88310

Date & Time: Tuesday, November 18, 2025, 10:30 a.m.

Attendee(s): Malynda Cappelle Bureau of Reclamation (Reclamation)

Site Visit Overview: A site visit was scheduled as part of this solicitation; however, no offerors attended. As a result, no sign-in sheet was completed. Offerors are reminded that it is their responsibility to familiarize themselves with the site conditions and incorporate any relevant considerations into their proposals.

Questions asked:

1. Would you be able to provide some pictures of the wellhead and the general site layout?

Government Response:

General Layout:

Well 2:

• Note: the insulation has been repaired since this photo was taken in 2023.

2. What is the plan for disposing of the spent acid during the cleanout?

Government Response:

If acid or any chemical is added to the well, we will send the water to our evaporation pond.

None of the water in this well (even without chemicals) is allowed to be added to the City’s sewer.

3. Will it be discharged to one of the evap ponds?

Government Response:

Yes.

4. Is the well operational at this time?

Government Response:

Yes.

5. If the well is operational, what is the reasoning for having it cleaned and inspected with a new pump? i.e. low productivity?

Government Response:

As stated in the SOW: The existing 7.5 hp pump originally flowed at 80 gallons per minute (gpm) but has recently declined to 70-72 gpm with a substantial amount of air. The well is producing air that is not bleeding off. Previous visits by a local well company have indicated there could be issues with the pump, motor, check valve, or other equipment.

6. Controls needing replacement if a new pump is installed or will the new pump be the same as existing?

Government Response:

Use existing controls.

7. Has a new well been considered?

Government Response:

No.

Please Note: The available water source is brackish, with a Total Dissolved Solids (TDS) concentration of approximately 6,000 mg/L. Offerors are advised to consider this water quality specification when preparing their proposals.
