About this file

This is Amendment 0002 to solicitation 140R4025Q0008 issued by the Bureau of Reclamation's Upper Colorado Region for BGNDRF Backflow Preventer Replacement. The amendment provides a site visit synopsis with Q&A from the December 18, 2024 site visit, adds drawings and photos of original valves as attachments, and extends key dates.

The amendment extends the quote due date to January 27, 2024 at 4:00 PM MST and the question deadline to January 10, 2025. The work involves replacing multiple backflow preventers at 500 La Velle Rd, Alamogordo, NM: a 2" irrigation line BFP, an 8" potable water main BFP, a 10" fire water main BFP, and a 6" non-potable water system BFP. Based on vendor feedback during the site visit, the period of performance is set for February 17, 2025 to June 30, 2025 (approximately 6 months) to account for long lead times on backflow preventer equipment. Coordination with the City will be required for valve closures during work. Quotes must be submitted via email to the Contract Specialist Ronda Lucero.

AMENDMENT 0002

140R4025Q0008 – BGNDRF Backflow Preventer Replacement

Site Visit Synopsis with Questions and Answers

Location: 500 La Velle Rd, Alamogordo, NM, 88310

Date & Time: Wednesday, December 18, 2024, 10:00a.m. – 12:00 p.m.

Attendees:

Reclamation: Malynda Cappelle, Bureau of Reclamation

Vendors: Michael Coronado, Ethereum Investors, ethereum@gmail.com John Joyce, Jack Wayte Construction, jjoyce@jackwayteconstruction.com Rick Gil, Jack Wayte Construction, rgil@jackwayteconstruction.com

Malynda Cappelle, BGNDRF Facility Manager showed all backflow preventers and discussed the current status and reminded the site visit attendees of the two locations where it is more than just the BFP being replaced (2” irrigation, 6” non-potable). Malynda showed them (by pointing) where the City’s valves are and mentioned that the City will have to be coordinated to close the valves when work is being performed.

The following questions came up with the group:

1. Vendors are taking a while to provide pricing and the holiday season is coming up. The bidders asked for a 30-day extension to submit their bids?

-Government Reply: The due date for proposals will be extended from December 27, 2024 to January 27, 2025.

2. Backflow preventers are still long lead items. Malynda asked the group what they thought a reasonable Period of Performance would be to include the time from ordering BFPs to finishing the job. The two companies here indicated that 6 months should be reasonable.

-Government Reply: Reclamation is open to this, as it is the same information that Malynda has heard from other companies that have performed maintenance work on the BFPs.

3. At the 6” non-potable BFP, there was discussion that this piping (and the BFP) used to be in an underground vault is thought to be below the existing BFP and associated piping.

Both bidders asked if Reclamation could supply pictures of the original valves as they were inside vaults, manufacturer tag pictures, and any drawings that will help them have a better scope?

mailto:ethereum@gmail.com mailto:jjoyce@jackwayteconstruction.com mailto:rgil@jackwayteconstruction.com

-Government Reply: Reclamation will prepare documents with annotated pictures and will gather as-built and, if they exist, drawings after the valves were moved in 2016. (See Attachments 5 & 6)

4. The vendors asked about the Q&A period.

-Government Reply: The deadline for questions will be extended from December 20, 2024, to January 13, 2025.

5. A review of the info, from what I can tell, there are 3 Back flow valves being replaced. 1, is a 2” back flow, one is a 8” back flow, but it doesn’t list the size of the third. Can you confirm the correct sizes?

-Government reply:

BFPs at the facility:

• There is a 2” on our irrigation line. Page 3 of the 15141 manual (See Attachment 4) is that start of info on this BFP.

• There is a 8” on our potable water main. Page 17 of the 15141 manual (See

Attachment 4) is that start of info on this BFP.

• There is a 10” on our fire water main. It is similar to the potable BFP, just 10” size.

• There is a 6” that supplies our non-potable water system. It is similar to the potable

BPF, just 6” size.
