About this file
This is a Questions and Answers document for solicitation 140R4025Q0008 from the Bureau of Reclamation regarding the BGNDRF Backflow Preventer Replacement project.
The document addresses two key questions: 1) Clarification that contractors do not need to account for installing new heat trace or providing power for the backflow preventers, though existing insulation jacket and heat trace should be reinstalled, and 2) Confirmation that while the City of Alamogordo standards specify a Watts Series LF909 backflow preventer, alternative backflow preventers can be used as long as they are USC Foundation approved and meet AWWA C511-92 standards, addressing Buy American compliance concerns.

140R4025Q0008 – BGNDRF Backflow Preventer Replacement
AMENDMENT 0006
Questions and Answers
1. Do we need to account for installing heat trace at the backflow preventers? There doesn’t seem to be power at the potable and fire water backflow preventers.
· Government Reply: In Section 01 11 00, Summary of Work, Part 1 General, 1.02 Principal Components of Work, A (see page 3 of Attachment 1 – SOW) 4d. should read as “Re-installing the existing insulation jacket and heat trace.”.
We don’t have power to that location, but we may do it someday, so I want to have the heat trace inside the insulation. Proposals do not need to account for new heat trace wire or providing power.
1. The statement of work indicates that the City of Alamogordo’s Technical Standards must be followed. The City of Alamogordo has a Watts Series LF909. This does not have Buy American certification. Is this a problem?
· Government Reply: We need to be in compliance with the Alamogordo Technical Standards. These specify a Watts backflow preventer (which is what we currently have), and they are high quality devices.
FAR 52.225-1, Buy American- Supplies (OCT 2022) is listed under main clause 52.213-4 Terms and Conditions – Simplified Acquisitions (Other than Commercial Products and Commercial Services) and was included in the solicitation (found in SECTION I – Contract Clauses, pgs. 13 and 16 of the solicitation).
· We have contacted the City of Alamogordo who has stated that they will approve backflow preventers approved through the USC Foundation (USC Foundation Approved Backflow Prevention Assemblies).
· From a technical perspective, as long as the backflow valve meets AWWA C511-92, it can be exchanged in lieu of the LF909.
