Statement of Objectives

C - 1

SECTION C – STATEMENT OF OBJECTIVES

SAN JUAN LATERAL – RIVER INTAKE TEMPORARY PUMPING SYSTEM

NAVAJO-GALLUP WATER SUPPLY PROJECT – NEW MEXICO

SECTION 1 – PROGRAM OBJECTIVES

1.1 General

The objective for the San Juan Lateral – River Intake Temporary Pumping System project is to perform the work necessary to provide temporary pumping system to convey water from the San

Juan River to the Frank Chee Willetto Reservoir. The Contractor shall furnish materials, equipment, supplies, services, personnel, permits, and other resources necessary to perform the work. Close coordination with Bureau of Reclamation (Reclamation) is required to ensure minimal disruption to Navajo-Gallup Water Supply Project (NGWSP) operations.

1.2 Location

The work is located at the River Pumping Plant on the San Juan River, approximately 11 miles west of Farmington, New Mexico in San Juan County. The site is located on Government property. The proposed pump intake, piping and pumping system area is located on the north bank of the river upstream of existing diversion dam and the temporary pipeline tie-in location is at the existing River Pumping Plant raw water flow meter vault into the existing 42-inch diameter pipeline to Frank Chee Willetto Reservoir. See 1695-D-60260.

1.3 Background

The existing River Pumping Plant is inoperable and in need of replacement. To ensure minimal disruption to Reclamation’s water supply obligations, a temporary pumping system is needed to convey raw water 4.8 miles from the San Juan River through the existing 42-inch diameter

Reach 1 pipeline to the Frank Chee Willetto Reservoir.

1.4 Scope

1. Design, furnish and install the following in accordance with Federal, State, and local requirements:

a. Complete temporary pumping system.

b. The temporary pumping system will draw water from the River intake structure located upstream of the diversion dam and diversion bulk head gates and convey

C - 2 pumped water through a temporary piping system to the tie-in point located behind the existing pumping plant at the meter vault on the existing 42-inch pipeline which conveys water to Frank Chee Willetto Reservoir. Refer to Section 4. The intake structure is protected from large debris in the river by means of a steel trashrack. The intake channel gates will be closed during temporary pumping operations. The unvegetated area between the San Juan River and intake channel is planned for placement of the pumping units, piping, and the large-capacity diesel storage tank.

The pumping units shall be located as close to the River intake structure as possible.

c. Temporary Pumping Units. Pumps and diesel motors mounted to a towable platform designed with an auxiliary fuel tank and local controls to pump water from the River

Intake Structure to Frank Chee Willetto Reservoir.

d. Temporary piping system from River intake structure to the 42-inch pipeline tie-in point, to include but not limited to, isolation valves for each pump and at meter vault connection, flow meters on each pump, check valves on each pump, and air/vacuum valves. See drawing 1695-D-60262.

e. Dewatering of flow meter vault for access and installation of the Temporary Pumping

System pipe connection. Contractor is responsible for all required discharge permits.

f. Ventilation of flow meter vault for access in compliance with Occupational Safety and Health Administration Standards (OSHA) and Reclamation Safety and Health

Standards (RSHS).

g. Large-capacity diesel fuel storage and containment. Provide enough diesel fuel, included diesel exhaust fluid if required, storage for pump operation 24-hours per day, 7-days per week. Fuel Containment shall meet the requirements of Section 2.3.6.

Fuel Containment.

h. Electrical system per NFPA 70 (National Electrical Code).

i. Noise suppression system.

j. Consider environmental conditions for all seasons. Including protection for above ground piping and piloting on valves.

k. Laydown area/long term storage for maintenance as shown on drawings. Contractor responsible for security of storage.

l. Mount local controls, alarms, and instrumentation to the pump and motor trailer.

C - 3

2. Maintain and operate pumping system for commissioning. Repair and/or replace equipment, as needed. After completion of successful commissioning, Reclamation will operate temporary pumping system and perform routine fuel transfers from large-capacity fuel storage to auxiliary fuel tanks at pumping units.

3. Provide diesel fuel, diesel exhaust fluid, and refueling of large-capacity fuel storage deliveries during commissioning period and pump operations. Refer to following table for estimated operating periods. These periods may change depending on Reclamations’ water needs.

Shop drawings includes drawings, diagrams, layouts, schematics, descriptive literature, illustrations, schedules, performance and test data, and similar materials furnished by the contractor to explain in detail specific portions of the work required by the contract. The Government may duplicate, use, and disclose in any manner and for any purpose shop drawings delivered under this contract. Contractor shall coordinate all such drawings, and review them for accuracy, completeness, and compliance with contract requirements and shall indicate its approval thereon as evidence of such coordination and review. Any work done before such approval shall be at the Contractor’s risk. Approval by the CO shall not relieve the

Contractor from responsibility for any errors or omissions in such drawings, nor from responsibility for complying with the requirements of this contract, except with respect to variations described and approved in accordance with (f) of this clause. (f) If shop drawings show variations from the contract requirements, the Contractor shall describe such variations in writing, separate from the drawings, at the time of submission. If the CO approves any such

C - 22 variation, the CO shall issue an appropriate contract modification, except that, if the variation is minor or does not involve a change in price or in time of performance, a modification need not be issued.

The Contractor shall submit only checked submittals. Submittals without evidence of

Contractor's approval will be returned for resubmission. Submittals shall be prepared in English, be labeled with the contract number, contract title, and RSN, and shall use US customary measurement units.

Submittal product data shall mark manufacturer's data for commercial products or equipment, such as catalog cut sheets. Identify manufacturer's name, type, model, size, and characteristics.

Illustrate that product or equipment meets requirements of specifications. Mark items to be furnished in a manner that will photocopy (no highlighter). Strike through items that do not apply.

Submitted certifications by a registered professional shall be signed and sealed by registered professional. Submitted certifications by a manufacturer shall be signed by authorized representative of the manufacturer.

Electronic submittals shall be in portable document format (.pdf), shall be processed with optical character recognition, and shall comply with Section 508 of the Rehabilitation Act (29 U.S.C.

§ 794d).

Drawings prepared for this contract shall use the title block and sheet format as shown on

Standard Drawing 40-D-7102; the Government will provide the template electronically (as a

.dwg) and will provide the specific title block information to be used. Drawings shall be ANSI D size (22 inches by 34 inches). Drawings shall be drawn to scale using computer drafting in accordance with the National Institute of Building Sciences United States National CAD

Standard NCS-14 Version 6.

The Government’s submittal response letter will indicate whether submittal is approved, not approved, acceptable, not acceptable, or acknowledged receipt. Submittals returned by the

Government as either not approved or not acceptable shall be revised and resubmitted by the

Contractor.

C - 23

Resubmittal of submittals not approved shall include changes marked such that they are readily identifiable and show revision date. Resubmitted drawings shall include a revision block with date. Describe reasons for significant changes in transmittal letter. Resubmit returned submittals within seven (7) calendar days after receiving comments unless otherwise accepted by the CE.

Requirements for initial submittals apply to resubmittals. Resubmittals shall be complete submittals without reference to the original submittal.
