About this file

This document is a Request for Quotation (RFQ) for temporary pumps for the SJ Lateral River Intake project. The Bureau of Reclamation, a civilian federal agency, is soliciting quotes for the provision of temporary pumps to be used during the SJ Lateral River Intake project. The RFQ includes requirements for the temporary pumps, such as flow rate, lift, and power specifications. Interested vendors are required to submit their quotes by June 10, 2024. The contract award is anticipated to occur shortly after the quote submission deadline. Pricing terms and any set-aside designations are not provided in the RFQ. The RFQ does not include a Performance Work Statement or Statement of Objectives, as it is focused on the specific requirements for the temporary pumps.

(a) Offers will be considered for award on the following Price Schedule, but no offer will be considered for award on only a part of the Price Schedule.

(b) Optional Price Schedule:

(1) Offerors shall complete Optional Price Schedules. Failure to complete Optional Price Schedules will result in an incomplete offer, which will not be considered.

(c) Offers are subject to the terms and conditions of this solicitation.

(d) Fuel, and Maintenance/Repair & Replacement Pricing/Payment Expectations and Limitations:

(1) The fuel amounts are calculated at a ceiling amount per year based on the number of gallons listed in this solicitation Schedule B and the contractor quoted price for Maintenance/Repair & Replacement. This means that the contractor shall not exceed the Fuel or Maintenance Repair & Replacement amounts calculated at time of award, or it will be at the risk of the contractor. When the fuel deliveries or Maintenance/Repair & Replacement CLIN s have reached 60% of the awarded amount calculated the contractor shall contact the Contracting Officer (CO), Contracting Specialist (CS), and the Contracting Officer's Representative (COR) in writing to express the need for additional mitigation funding, or assurance that enough funding remains to complete the current delivery period. If additional funding is needed, the contractor shall submit a quote for the additional funding needed to complete the current delivery period.

(2) If the fuel or maintenance/repair and replacement funding was used but not to the full amount of obligated funds on the CLIN, the remainder shall be de-obligated within a reasonable amount of time after the delivery period has ended, or at final contract closeout. Example: CLIN 1-5 C - $500.00, only $300.00 used during the period, $300.00 is paid to the contractor for fuel used, $200.00 is then deobligated after that delivery period has ended, or at final contract closeout.
