About this file
This document outlines specifications for a federal construction contract to stabilize the left abutment of Potomac Dam No. 5. Key requirements include removing existing river debris, disassembling an existing mule bridge abutment, reconstructing the abutment, excavating for and installing a secant pile cutoff wall, repairing and repointing an existing masonry wall, and installing various erosion control measures. Submittals are due ranging from 14 to 35 days before work commences and include plans, drawings, test results, schedules, and qualifications for the various construction activities. The work must be completed while maintaining public access along the canal towpath and complying with in-stream work restrictions from March 1 to June 15 each year.

SECTION 01 14 12
WORK RESTRICTIONS
PART 1 GENERAL
1.01 MEASUREMENT AND PAYMENT
A. Cost:
1. Include in prices offered in the Price Schedules for other items of work.
1.02 SUBMITTALS
A. Submit the following in accordance with Section 01 33 00 – Submittals
B. RSN 01 14 12-1, Construction Sequencing Plan.
1. Describe all phases of construction sequencing.
a. Include narratives describing how work will be accomplished to abide by all specified work restrictions.
1.03 WORK RESTRICTIONS
A. Potomac Dam No. 5 is a run-of-the river structure. The facility is owned by the National Park Service (NPS), Chesapeake & Ohio Canal National Historical Park (CHOH). The dam is operated and maintained by CHOH. The hydroelectric plant on the West Virginia side of the Potomac River is operated by Eagle Creek Renewable Energy. NPS is responsible for maintenance, routine dam safety monitoring, and implementation of dam safety decisions.
B. Maintain access for Government personnel to Potomac Dam No. 5 at all times throughout construction. Do not impede access to any facilities on the West Virginia side of the Potomac River operated by Eagle Creek Renewable Energy.
C. In-stream work on the Potomac River is not allowed from March 1 to June 15 inclusive, each year due to fish spawning unless a Time of Year (TOY) waiver is granted from Maryland Department of the Environment (MDE). A TOY waiver is being pursued as part of the MDE waterway and wetland authorization.
D. Eel migration occurs in the river each year between September 15 and December 15.
Operation of the turbines, and associated flows through the powerplant are restricted at night by Federal Energy Regulatory Commission (FERC) due to the migration. The flow difference is approximately 1,000 cubic feet per second (cfs), which may not be noticeable at high flow times. However, it may have minor effects to construction during low flow times.
01 14 12 - 2
E. Public access along the canal towpath in the work site area will remain closed to the public throughout construction operations. A canal towpath detour shall be provided.
Refer to Section 02 04 10 – Towpath Detour.
F. The Contractor shall maintain public use of roadways throughout the area.
G. Tree clearing of trees greater than 3 inches in diameter, both live and dead trees, is not allowed between June 1 and July 31 due to the trees providing northern long-eared bat habitat.
H. The existing pedestrian footbridge crossing the canal is available for contractor use in accordance with the approved plan submitted in accordance with Section 01 14 10 - Use of Site. However, no load ratings for the bridge are available.
I. The wasteweir downstream of the dam was historically used to control water levels in the canal and “waste” extra water into the river. It now allows backwater from the Potomac River to flow into the canal and from the canal into the Potomac River. A cofferdam will be required downstream of the guard lock to reduce the risk of flooding of the work site and as a best management practice to conform with Maryland Department of the Environment (MDE) Erosion and Sediment Control Standards.
J. Existing features are historic and need to be protected in accordance with Section 01 56 10 – Protection of Existing Installations.
K. No contractor use of the towpath beyond the limits shown on the drawings are allowable without prior approval from the COR.
L. Use of barges in the Potomac River is prohibited .
1. Small support water crafts are allowed subject to approval by the COR.
M. Best management practices (BMP) for Erosion and Sediment Control as shown in the drawings is required prior to start of work, in accordance with Section 31 25 10 – Erosion Control and the approved Erosion and Sediment Control Plan.
N. Excavation shall not be left open while crews and equipment are not on site for a period of more than seven days.
O. Contractor may divide the wall into horizontal sections and phase the work in a way that allows some of the prescribed activities to be conducted concurrently. Each horizontal section shall follow the prescribed sequencing:
1. Establish required erosion and sediment control best management practices.
2. Install left abutment wall monitoring system.
3. Remove the existing river debris within the footprint of the rockfill buttress.
4. Construct the rockfill buttress.
01 14 12 - 3
5. Excavate behind the left abutment wall in stages to the lines and grades shown on the drawings, with a maximum of 5 vertical feet of the unreinforced wall exposed at any time.
6. Reinforce the left abutment wall by installing grout ports, post installed anchors, geocomposite strip drain, and Double Twist Hexagonal Mesh Netting (DTHMN) as shown on the drawings on the landside of the left abutment wall.
7. Shotcrete the landside of the left abutment wall.
8. Repeat steps 4, 5, and 6 until the bottom of the proposed excavation is complete.
9. Install secant pile wall.
10. Repair and repoint left abutment masonry wall.
11. Grout left abutment wall.
12. Reconstruct the left abutment wall fill in accordance with the drawings.
