Solicitation No. 140R4021Q0041 Tyzack Pumping Plant Switchgear Replacement Amendment 0002 Questions and Answers

Schedule (page 5 of solicitation) and Subpart 301 Measurement and Payment

1. Contract Price Schedule does not include CLIN for installation of new equipment.

Installation of the new assembly is to be included as a Lump Sum cost as part of

CLIN 2.

SUBPART 105 – Electrical Drawings and Data; 1.01 REFERENCE STANDARDS

2. IEEE 315-1975(1993) was withdrawn by IEEE on 11-07-2019. Use industry standards for electrical diagrams.

3. IEEE C37.2-2008 was withdrawn by IEEE on 3-25-2021. Use industry standards for electrical diagrams.

4. Subpart 201 – Removal of Electrical Controllers

5. This Section mentions removal and disposal of the PLC. I do not see any requirement about a re-installation of a new PLC. Can you clarify a new PLC is not needed? New equipment may have some added features already built in. If PLC, controls, or other features are already built in, corresponding equipment may be removed. It may also be beneficial to relocate or consolidate PLC and controls to create more room for new equipment. Removal or relocation for these items will be as needed. At this time, a new PLC is not needed.

Subpart 301 - 2.02 Pumping Plant Switchgear

6. Is gear to be metal enclosed or metal clad? Metal clad.

7. SEL-751A is generally replaced by 751. Is this acceptable? Yes. Either is acceptable for protection to the main breaker.

8. Power Quality Meter – Specification calls out a SEL-725. We believe it is the intent to provide a SEL-735. Please verify. Yes, 725 was a typo. SEL-735 is correct.

9. Does the new equipment need to be the same size and footprint as the existing equipment? Can the equipment come out into the walkway at all? The new equipment size does not need to exactly match. The existing equipment is 30 inches deep. The new equipment may be up 50 inches deep.

Subpart 301 - 2.03 Variable Frequency Drive (VFD)

10. If new VFD taps a common horizontal bus through an isolation switch, do you still require the SEL-751? This section has been updated to require motor protection (SEL-710-05) instead of feeder protection (SEL-751A). The motor protection relay will be required regardless of isolation switches.

11. If the manufacturer does not require the vacuum contactor, is this acceptable? No, we will still require vacuum contactors. In addition, air contactors will be rejected as they are inferior to vacuum contactors.

12. Is it necessary to pull new RTD conductor to new VFD? Yes, as the existing ones have aged.

13. Would the USBR allow the use of SEL-849 in lieu of SEL-751 & SEL-710-5 relays mentioned? No. The built-in CT’s can only accept certain wire sizes that would be exceeded with the 600 HP and 1250 HP motors.

Subpart 301 - 2.04 REDUCED VOLTAGE SOLLID STATE (RVSS) SOFT START

14. If the RVSS taps a common horizontal bus through an isolation switch, do you still require the SEL-751 since there are now no feeder conductors? This section requires motor protection (SEL-710-05) instead of feeder protection (SEL-751A).

The motor protection relay will be required regardless of isolation switches.

15. If the manufacturer does not require the input vacuum contactor, is this acceptable?

No, we will still require vacuum contactors. In addition, air contactors will be rejected as they are inferior to vacuum contactors.

Subpart 301 - 2.05 Cable & 2.06 Conduit

16. Does contract work scope include replacing motor feeder cable? Yes. We do not want to splice cables together and add another potential point of failure in order to get the cable to lineup properly with the new equipment or lengthen the cable.

Please plan on replacing (will need to re-feed) cable all the way from the new equipment to the motors/pumps.

17. Where do the existing cables enter the existing cabinets? The existing cables enter on the front left corner of each of the existing cabinets for the 600HP and 1250HP Starters.

18. Is wall mounting acceptable to create a raceway to lineup the cables with the new equipment? If necessary, we will accept this design assuming that the raceway is less than 18 inches tall (12” is preferred).

19. If required, due to physical layout restrictions, can overhead conduit be run from the new gear line up to the motors? This would only be required if the conduit entries into the existing gear do not lineup with the new gear being installed. No. We do not believe this is necessary. A preferrable option may be to reconfigure where the wireway comes down from the bus transition to allow more lateral room (move from left side of bus transition to right side of bus transition). You may also consolidate the controls and PLC to create more room. This way new equipment can have enough room to directly lineup with existing conduit entrance. The option above with a raceway under wall-mounted equipment is another option.

20. Subpart 301 1.01.A.2.c – mentions measurement and payment includes “connections to existing motors”, but there is no previous mention of removal of existing power or control cabling to the pumps. Please clarify that removal and re-installation of the power/control cables are in scope – with VFDs being utilized, the old power cables will likely not meet requirements. Yes, removal and re-installation of cables are part of the scope.

MISCELLANEOUS

21. Is the contractor responsible for road maintenance, i.e. snow removal? Yes. If snow removal is needed, it is the contractor’s responsibility. The contractor is responsible for road maintenance beginning at the gate that says no trespassing (approximately

1.3 miles of dirt road between the gate and the Pumping Plant). The road outside the gate is owned by the county. The District does occasionally plow but does not plow daily or may not plow for several days after a storm. Snow removal for convenience of Contractor or to facilitate work operations of the Contractor is normal

Contractor required maintenance. Promptly repair ruts, broken pavement, potholes, low areas with standing water, and other deficiencies to maintain road surfacing and drainage in original condition.

22. Can the overhead crane be used during construction? Yes. Training will be required to operate.

23. Will secondary power be able to be maintained to avoid having to bring a generator?

Yes. Please contact WAPA for more information.

24. Can transformer nameplate data be provided for the transformers in the WAPA switchgear yard? Please contact WAPA for this information.

25. Can you please provide a one-line diagram of the WAPA switch yard gear? Showing disconnects, connections, transformers, and associated breakers and sizes? Please see drawing 450-D-201 or contact WAPA for more information.

26. The specification does not address the work scope related to the control signals of the new equipment. Is the contractor responsible for bringing the control signals from the VFDs, Soft Starts, Metering, etc. back to the PLC? Which control signals are required? What work scope is required related to the existing annunciation cabinet?

The contract does not require replacement of the controls. If more space is needed, the controls may be moved or “consolidated” into another cabinet such as one of the PLC cabinets. It is also possible that some of the new equipment has some of the controls already built-in in which case some may not be necessary anymore.

27. With SEL relays being utilized, is there an intent to install a RTAC/SCADA panel for the relays and connect to the Buyer monitoring system? Not as part of this Reclamation contract.

28. Please confirm that the other enclosures past the Control Panel are to remain.

(Panel DPA, etc). Yes. Automation and controls are not part of this contract. See answers to questions 26 and 27.

29. Subpart 102-1 1.05.E.3 mentions that “Work shall be completed no later than March 15, 2022 to avoid affecting the majority of water users”. Considering the vendor equipment deliveries that are we are seeing, would the USBR entertain a construction finish in late April 2022? Yes, the completion date is extended to April 15, 2022.

30. 52.212-2 Evaluation –Commercial Items lists 4 factors that will be used to evaluate offers. “Factor 1 Technical capabilities of the items offered that best meets the requirements as outlined in the specifications”. Can you please provide what requirements are included in the technical capabilities? This refers to the requirement that proposals must meet the specifications in the solicitation.

Proposals that do not meet the specifications will be deemed unresponsive.

31. Is any bonding required? Bid bond? Performance bond? No bonds of any kind are required for this project.

32. How long can the plant be out of service? We will allow a maximum shutdown time of 21 days, but anything less is greatly appreciated.

33. Is a phasing plan needed to minimize shutdown requests? Phasing is at the discretion of the contractor. However, we only want 1 shutdown. Other projects will be occurring simultaneously during shutdown. There is an offsite regulating tank recoating project, as well as a UWCD project to refurnish motor valves (will quickly remove valves and refurbish them offsite before installing them again). Due to lead times for the switchgear products, this switchgear contract will govern the shutdown schedule.

34. Will CAD files be available after award? No. There are no CAD files available. The provided drawings are for information purposes only and are only available in pdf format.

35. Can you provide pictures of the following?

a. Motor cable conduit entries internal to the starter cubicles for each motor

b. Pump room including the entire switchgear lineup

c. Each unit of the switchgear lineup so that switches, meters, lights, and buttons can be identified

d. Exterior switchyard and routing into the Pump room be provided
