MT, WY, and CO Rockfall Risk Mitigation IDIQ
Addendum #1
Clarification Questions and Answers
General Proposal Questions:
Question 1: Please clarify that the Business Proposal, Technical Proposal, and Pricing Proposal
(Volumes I, II and III) are due with the schedules?
Answer: All requested materials (Volumes I – III), including any additional data requested in
Sections L&M are required to be submitted by the date proposals are due (March 5, 2021, 5:00 pm Mountain Standard Time (MST)).
Question 2: Section L.14 WBR of the solicitation document states, "Offerors shall complete Schedule 6
(Task Order 1) utilizing the sample task order."
The vendor understands that the sample task order is Attachment 9 of the solicitation and that
Schedule 6 is titled Task Order 1 within the Excel Sheet.
Please confirm that Task Order 1 contains the same quantities and materials as Schedule 1-5, which may or may not apply to the sample task order (Attachment 9). Additionally, please confirm that vendors are able to modify the materials and quantities in Schedule 6 to meet the design and construction demands of the vendors chosen approach to mitigating the rockfall risk in the sample task order.
Answer:
a. Attachment 9 is the SOW for Schedule 6 (Task Order 1).
b. The quantities of materials and supplies listed in schedule 6 have been removed and should be entered as proposed to complete Attachment 9 SOW.
c. Vendors shall also ensure that travel is in accordance with Federal Travel Regulations and GSA’s established per diem rates.
Question 3: Proposer understands that each individual task order will require a specific schedule that could* exceed the 180-day minimum in Section F.3 52.211-10 Commencement, Prosecution, and
Completion of Work. (APR 1984). Proposer requests confirmation if the section referenced can be modified if need be, for any given Task Order?
a. The Period of Performance may be modified for each individual task order, if the Scope of the Work is to exceed 180 days.
Specific Pricing Questions:
Question 1: Is CLIN 1-1 supposed to be a standalone item or is it meant as the anticipated duration for all work items? Additionally, based on the SOV it states that rockfall mitigation in the crew item covers all aspects of the rock remediation (Reference Schedule 1) and all labor for Rockfall Mitigation Activities
(Page 90 Section 7 h). Yet in the specs it states that the installation of the various items is to include all labor (e.g., Section 7 b, measurement and payment “Measurement will be based, materials and equipment."
Answer: Clin 1-1 is intended to be a standalone item. Crew hours are to be fully burdened, minus mobilization. This is because mobilization to any one location cannot be pre-priced. As such, mobilization would not be included in the fully burdened rate of the crew but, would stand alone as an “other” direct cost per task order.
This item includes all costs it requires for the crew to be on site working for the duration of the project.
For schedules 1 -5, Reclamation provided, for evaluation purposes, an estimate of 180 hours.
For attachment 6 (Sample task order – Attachment 9) you are requested to estimate the total number of crew hours that would necessary to fulfill this work as designed by the vendor and which best represents the work necessary to complete this task order. Clin 1-2 through Clin 1-12 are intended to include only material and equipment required to perform the work.
Question 2: Is support equipment such as crane, boom lift, etc. to be part of the Burdened unit price on all other items? If so, what would be considered other direct costs on Task Order 1 since the unit price is fully burdened? Additionally, Could an Equipment Price list be added as a supplemental to the bid
Schedule?
a. The contractor is required to include in the fully burdened rate, any necessary specialized equipment to install the required items (Clins 1-2 – 1-11), that would be used on all task orders.
b. Vendors may include separately priced line items for equipment that may be needed and which can be pre-priced, but is dependent on the specific task it is ordered for. These items will be added to Schedules 1-5.
c. Items which cannot be pre-priced (mobilization, equipment, supplies) would be reserved to be added to specific task orders. For purposes of the solicitation, these items would be added to Schedule 6 as “other direct costs”.
Question 3: If unit prices are fully burdened are the separated travel items supposed to be for added work?
Answer: No. Unit prices to be considered “fully burdened” are exclusive of costs associated with travel for any given project. The category of travel is to be its own separate category and calculated for the project based on Federal Travel Regulations and GSA Per Diem Rates for a particular location. It is not considered in this instance to be part of any item “fully burdened rate”. Therefore, all travel will be calculated independently on each issued task order.
Question 4: Are future year schedules supposed to be fully burdened for each line item and include anticipated material escalation increases?
Answer: Yes, vendors may include escalation increases. As requested in section L and M, vendors shall provide the rate of escalation as part of the backup data provided.
Question 5: Since the design will be by the contractor, can items not listed within the tables be negotiated pending the approval of the final design?
Answer: Yes, items not priced at the IDIQ level will be competed and included at the task order level.
Question 6: Since exact materials and equipment needs for any of the potential sites (Task Orders) are not known will there be an opportunity to price each individual site (Task Orders) as they are made available and we have completed a design for approval?
Answer: Yes, individual Task Orders may be priced once the Statement of Work is made available. For purposes of the solicitation, use of Attachment 9, will be used to price a sample task order.
Specific Item Instructions:
Question 1: Is the 3 mm mesh draped? or pinned?
a. Answer for Schedule 1-5: For the purposes of this Solicitation use pinned. The type of mesh may vary depending upon the Contractor’s design for any particular Task Order.
b. Answer for Task Order 1 (Schedule 6): The actual design of the mesh net may vary depending upon the Contractor’s design of the rockfall system.
Question 2: What is the length and depth of the anchors?
a. Answer for Schedule 1-5: For the purposes of this Solicitation use 10’. The length and depth may vary depending upon the Contractor’s design for any particular Task Order.
b. Answer for Task Order 1 (Schedule 6): The actual design for the length and depth may vary depending upon the Contractor’s design of the rockfall system.
Question 3: Is the Rockfall Barrier System a moveable rockfall barrier? or a rockfall containment net? Additionally, there are several different types of Rockfall Barriers with various energy capacities and system heights that vary greatly with price. Could the Bureau provide the type of Barrier that should be priced in Schedules 1-6 so everyone is pricing the same thing.
a. Answer for Schedule 1-5: Refer to Section 7.e for the Rockfall Barrier System description.
b. Answer for Task Order 1 (Schedule 6): Contractor is responsible to adjust quantities and applicable CLINS as necessary to fulfill the statement of work as designed by the
Contractor.
Question 4; What is the thickness of the wet mix shotcrete?
a. Answer for Schedule 1-5: For the purposes of this Solicitation please use 3”.
b. Answer for Task Order 1 (Schedule 6): The actual thickness may vary depending upon the Contractor’s design of the rockfall system.
Question 5: What is the thickness of the steel fiber reinforcement shotcrete?
a. Answer for Schedule 1-5: For the purposes of this Solicitation please use 3”.
b. Answer for Task Order 1 (Schedule 6): The actual thickness may vary depending upon the Contractor’s design of the rockfall system.
Question 6: Are the quantities of shotcrete 6000 sq ft?
a. Yes, see answers to Questions 4 and 5.
Question 7: Cabling measurement of payment is per square foot of mesh should this not be per linear foot of cable installed to better match the description of the item?
a. Yes, cabling shall be measured by the LF.
Question 8: The measurement and payment for Rockfall Barrier System (Rockfall Fence) is indicated as being paid by the Linear Foot (FT) on page 90 section 7.e. but is listed on Attachment 2 - Schedule
B as being priced as a Lump Sum item. Can the Bureau kindly advise as to which method of payment is correct and to be utilized in pricing and in future task orders?
a. Payment shall be by the Linear Feet. Schedule B will be updated.
Question 9: As there are various methods and applications for grout injection, could the Bureau please clarify where and in what situation the Bureau intends to use this item?
a. Reclamation does not currently have a project for which this application shall be used.
b. Answer for Schedule 1-5: For the purposes of this Solicitation please use polyurethane resin injection grouting.
c. Answer for Task Order 1 (Schedule 6): The actual grout injection may vary depending upon the Contractor’s design of the rockfall system.
Question 10: Since the contractor is formulating a design for each individual site will the testing requirements be determined by the designer of the remediation? Example for permanent rock bolts "
“For those bolts that will not be tensioned under a performance test, stress bolts to the maximum jacking test load of 80 percent of the yield of the rock bolt. Lock off at the transfer load of 70 percent of the yield. Reduced loads may be permitted in certain rock types as determined by COR.
Measurement of bolt elongation will not be required for bolts not tensioned under a performance test.”
Answer:
a. Yes, Design recommendations will be proposed by the Contractor and may be accepted by Reclamation.
Question 11: In Appendix A rock bolts are grade 150 and epoxy coated (Reference; page 104 of 204
1. b.) and in “Appendix B” they are described as Grade 60 (Reference; page 110 of 204 a. i. 2.) also in the costing tables (page 121 to page 126 of 204) the rock bolts are galvanized and not epoxy coated; will it be up to the contractor to decide which rock bolts are appropriate for each mitigation design for each Task Order pending approval?
a. Yes, Design recommendations will be proposed by the Contractor and accepted by
Reclamation.
Question 12: Backfill grouting is described on page 112 of 204 g. (“Equipment for Backfill
Grouting”) yet there is nothing in the pricing schedules to reflect this, can the Bureau provide proposers an idea of the frequency that this will be required and when required will it be a negotiated rate?
b. Yes, this product will be at a negotiated rate.
Question 13: For permanent anchors, Can grout be used instead of resin as an approved alternative for the bond zone for the permanent anchors? The reason for the question is that in order to use both resin and grout for a rock bolt installation the drill hole diameter would have to be increased for the grouted portion and the resin portion would have to be a smaller diameter to meet the bolt/hole diam/resin cartridge requirements.
a. Yes, this will be acceptable. Contractor will be responsible for design of anchor system.
Question 14: Proposer kindly requests the intent and situational applicability for the listed
“Temporary Rock Bolts” and when/where the Bureau would request this item be utilized.
Question 15: Tensioning of rock bolts should be based on quality of rock and load parameters based on the design and not on capacity of rock anchors. Please confirm it is the intent to have the design engineer determine the frequency and loads for the testing the rock bolts. Referenced language "For those bolts that will not be tensioned under a performance test, stress bolts to the maximum jacking test load of 80 percent of the yield of the rock bolt. Lock off at the transfer load of 70 percent of the yield. Reduced loads may be permitted in certain rock types as determined by COR. Measurement of bolt elongation will not be required for bolts not tensioned under a performance test.”
a. Yes. Design recommendations will be proposed by the Contractor and may be accepted by Reclamation.
Question 16: Proposer kindly requests that the line items (CLIN) within Schedules 1-5 be expanded to provide the specification of each item to ensure all proposers are providing a price for the same item.
a. Answer for Schedule 1-5: Additional parameters for these CLIN’s have been added via this Addendum.
