About this file

This is a Questions and Answers document from a site visit regarding wash rack maintenance services at a Bureau of Reclamation facility. The contractor will be responsible for monthly maintenance services scheduled 30 days apart during morning hours (starting at 6:00 AM), with emergency services provided as needed outside the regular schedule. Key service requirements include pit pumping approximately every 90 days, foam brush operational restoration and maintenance, holding tank cleaning concurrent with EPA sump pump operations, hose provision and replacement, detergent monitoring and refill using HOTSY Carbonate or equivalent, and parts replacement as necessary with advance notification to the on-site maintenance mechanic.

The contractor must provide cost estimates that include monthly maintenance fees, detergent replacement for 55-gallon drums, and replacement parts such as pH sensors, filters, ozone components, air stones, and sludge socks. The water treatment system utilizes specific chemicals including CASCADE COAGULANT 721, CASCADE AQUA LIFT, and CASCADE OXIPOWDER. Service scheduling is to be coordinated annually with the customer at contract award. The contractor is responsible for providing all necessary hoses for the wash rack operations. The document indicates the sewer connection point and overflow procedures are not fully documented and have not previously occurred during facility operations.

Site Visit QNA

1. What would constitute emergency services and does that replace the monthly service if an emergency service is performed?

Emergency service would be needed but usually only occurs after operator error. If emergency service is completed within a reasonable timeframe (i.e. week/few days) before next service that service would be replaced by the emergency service.

2. How often does the Pit get pumped?

Pit is usually pumped every 90 days. Sump pump is pumped by the EPA personnel and would not be included in the maintenance for the Wash Rack. While sump pump is being pumped requires that contractor also be there to clean the holding tank at the same time to avoid recontamination of the sump pump water. Scheduler would alert when sump pump is being pumped.

3. Would the BOR or the Contractor provide hoses to rinse off machinery with?

It is requested that the contractor provide new hoses if necessary for the wash rack.

4. Is getting Foam Brush operational again part of the requirements.

Yes, getting the foam brush tool operational and occasional maintenance is part of the requested maintenance for the wash rack.

5. How would scheduling services be conducted?

Requested that once awarded, work with the customer to schedule services for the whole year at the beginning of the contract. Requested that services are completed 30 days apart (Once a Month) (not including emergency services as they would be as needed) and completed in the mornings (Warehouse where wash rack is opens at 6:00 AM).

6. Would contractor be required to keep detergents full for the wash rack?

Requested that contractor monitor levels of the detergent and refill when necessary.

7. What detergent has been used for this system?

After inspection it was HOTSY Carbon-ate used currently at the wash rack.

8. Is the ongoing detergent cost included in this agreement or a separate charge (replacing the drum as needed)

Cost of detergent replacement is requested to be a part of the quote submitted for monthly maintenances.

9. Is the plan to have the foam brush use this same detergent as the wand fed detergent? Or to have a second detergent similar to the HOTSY Carbonate?

After reinstating the foam brush, requested that it would be the same detergent for ease of supplying it. For similarity to HOTSY Carbonate, please see the following:

THER ITEMS-PROPRIETARY POLYMERS CONCENTRATE-IT THICKENS SLUDGE FOR EASSE OF DEWATER 55 GALLONS

FILTER SOCK 2 PLY STRETCH, FILTER CARTRIDGE 20 IN 20 MICRON

10. Are replacement pH Sensors, Filters, Ozone, Air Stones and Sludge Socks included in PM agreement or separate charge?

In the event that a new part is needed to be replaced, price would be included in this purchase order. Before work is done to replace a part, required that on site maintenance mechanic is alerted before work is performed.

11. Reagent name?

12. pH Adjustment names x 2?

13. Coagulant name?

CASCADE COAGULANT 721, CASCADE AQUA LIFT, CASCADE OXIPOWDER

14. Where is the sewer connection? In other words…. where does the over flow water go after being treated by the system.

Connection to the sewer area is unknown.

15. What happens to the system in the event of rain or other over filling event?

Requested that drain area is clean to avoid. Has not happened in the past so unknown as to what occurs when overflown.
