About this file
This document is a Questions and Answers (Q&A) amendment for Solicitation No. 140R3025R0010, a power line construction project for the U.S. Department of the Interior Bureau of Reclamation. The Q&A addresses 57 detailed questions from potential contractors regarding project specifications, including past performance requirements, material procurement, transformer installation, working hours, site access, and project timeline. Key clarifications include: the project involves installing approximately 150 utility poles along a 10.5-mile stretch in Topock Marsh, Mohave County, Arizona; transformers will be provided by Mohave Electric Cooperative (MEC), but the contractor is responsible for installation; the project has a 240-calendar-day performance period beginning within 14 days of notice to proceed; and work is generally allowed during daylight hours Monday-Friday, with prior approval required for work outside those hours.
The solicitation is a 100% small business set-aside under NAICS Code 237130, with an estimated project value between $1,000,000 and $5,000,000. Contractors must be registered in the System for Award Management (SAM) and will be evaluated on experience and past performance. The Q&A document provides extensive guidance on material specifications, drawing availability, environmental considerations, and project-specific requirements, including coordination with the US Fish & Wildlife Service Havasu National Wildlife Refuge. Notably, no geotechnical report is available, native backfill is typically acceptable, and contractors will need to contract their own surveyor as needed.
