About this file

This document is a Determination to Solicit from a Single Source for the U.S. Department of the Interior, Bureau of Reclamation. The Yuma Area Office requires Rotork Electric Actuators and Gearboxes for installation at Brock Reservoir to regulate outlet gate positions, which are critical for the Colorado River System's operational flexibility and water storage capacity. The procurement is a brand-name requirement, with a performance period of 180 days following order receipt.

Market research included a sources sought notice on SAM.gov from July 23, 2025 to August 5, 2025, which received no responses. Additional research involved an RFI email to contractors, with one response from Municipal Treatment indicating they could provide Rotork components. Two potential vendors (BSE Performance and Norman Equipment) were identified, but neither could fully meet the specific requirements. The justification for single-source procurement centers on maintaining compatibility with existing infrastructure, avoiding substantial demolition and replacement costs, and preserving operational efficiency by using standardized Rotork equipment.

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity. U.S. Department of the Interior, Bureau of Reclamation, Lower Colorado Basin, Acquisitions and Assistance Management Office

2. Name and Address of Single Source. This is a brand name requirement for Rotork Actuators and Gearboxes.

3. Description of Supplies/Services and Estimated Cost. The Yuma Area Office (YAO) has a requirement to procure Rotork Electric Actuators and Gearboxes for installation at Brock Reservoir. This equipment is necessary to regulate the outlet gate positions of the reservoir, which is essential for the operational flexibility and water storage capacity of the Colorado River System. The estimated cost for these actuators and gearboxes is with a performance period of 180 days following receipt of the order.

4. Description of Circumstances, including why only one source is reasonably available.

Rotork actuators and gearboxes are currently installed at Brock Reservoir. Acquiring compatible Rotork equipment will guarantee smooth integration with the existing infrastructure. Switching to a different brand would necessitate the total demolition and replacement of the existing control system, leading to substantial extra costs, prolonged downtime, and possible disruption of water delivery operations.

Utilizing Rotork components enhances operational efficiency by enabling the continued use of the existing spare parts inventory and decreasing response times for maintenance and repairs. This standardization is essential to maintain the reliability of a key water infrastructure asset. Considering the operational significance of Brock Reservoir, utilizing Rotork equipment is the most technically and economically beneficial choice for ongoing operations.

5. Determination of Fair and Reasonable Price. The anticipated cost will be considered fair and reasonable based on FAR 13.106-3(a)(1) competitive quotations. Should only one quote be received, cost will be considered fair and reasonable based on price analysis techniques at FAR 13.103-3(a)(2)(iii), current price lists, (iv) comparison with similar items in a related industry; or (vi) comparison to an independent Government estimate.

6. Description of Market Research. A sources sought notice was published on SAM.gov from July 23, 2025 to August 5, 2025. No responses were received. Additional market research
