Statement of Work - Castrol Oil Supply 1

A. Background

Hoover Dam is located eight (8) miles East of Boulder City, Nevada on State Route 172. Hoover Dam uses different oils to operate rotating equipment. Some oil is delivered via transport-vehicle hose connections into the plant’s lube oil system. Other oils are delivered in 55-gallon drums to the Central

Warehouse. All orders will specify the brand name, amount, viscosity, and delivery method.

Hoover Dam is seeking an initial delivery of 6 drums (55 gallons each) of Castrol Optigear 1100/220 to be readily available to lubricate and cool high-pressure cylinder-gate hoist mechanisms, followed by a second delivery of 19 drums of the same oil. The contractor shall supply and deliver 6 drums of the specified brand-name oil. The oil shall be fresh and of the highest purity that can be procured and exactly to the BOR’s existing brand-name oil specs, quality, integrity, properties, and additives. B. Government Furnished Information, Assistance, and Facilities

The BOR will supply the following to contractor personnel:

1. An area to temporarily park the delivery truck upon arriving at Hoover Dam Central Warehouse.

2. A Government point of contact to coordinate the oil delivery procedure upon arrival at Hoover.

3. The Central Warehouse forklift and operator to unload bulk-oil totes from the flat-bed transport vehicle (when necessary).

4. Cell phone service is available on the top of the dam and on the vehicle ramps.

C. Contractor Provided Equipment and Materials

The BOR expects contractor to provide the following to the BOR in the completion of the contract:

1. Qualified driver of a bulk oil transport vehicle in possession of a state issued CDL license.

2. A copy of the bulk-oil transport vehicle’s Annual Certificate of Inspection (ACI) showing the vehicle is in good operating condition as required by the Department of Transportation.

3. The driver shall carry Safety Data Sheets (SDS) for hazardous materials aboard the delivery truck.

D. Work Requirements

The BOR expects contractor to perform the following tasks in the completion of the contract:

1. The Contractor shall obtain and deliver oil made to the specs and properties listed in brand-name data sheets.

2. The Contractor shall use a clean transport vehicle (or clean containers) to receive and deliver the oil without mixing or contamination.

3. The delivery vehicle shall drive safely to Hoover Dam warehouse for BOR personnel to offload oil drums

4. The first task order shall be delivered no later than February 28th, 2025.

5. The driver shall safely load the transport vehicle, safely secure the load, safely transport the load to the Hoover Dam Central Warehouse:

E. Period of Performance

The period of performance will be no later than March 6, 2025 for 6 drums. 19 drums shall be delivered no later than October 31st, 2025.

F. Schedule

Deliveries will be accepted between 7:30 a.m. to 3:30 p.m., Pacific Time, Monday through Friday only. Any special deliveries shall be scheduled with the COR (Contracting Officer Representative)

4. Security Requirements

a. Contractor employees shall be aware of and comply with the following restrictive areas:

i. The operation of Hoover Dam and Power-plant security measures.

ii. Security is carried out by Federal Police and Security guards which includes restricted areas (i.e., power plants, switch yards, remote communication sites, and other critical areas) where Contractor employees are not permitted to enter restricted areas unless authorized by the Reclamation staff during emergency situations and evacuations.

5. The Contractor is responsible to ensure employees comply with Hoover Dam’s security rules and regulations
