DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.

Agency and Contracting Activity.

Name and Address of Single Source.

This is a brand-name requirement. There are several vendors that can provide the brand-name oil.

Description of Supplies/Services and Estimated Cost.

Establish a to purchase oil for Hoover Dam's hydro-power equipment. This brand-name justification is for Castrol Tribol 1100-220 Optigear. BPA Calls are funded with appropriated fiscal year funds.

The vendor must deliver the oil specified. Under this brand name requirement, the vendor must deliver the requested quantity and brand of oil made to the specifications and properties listed in the attached Castrol Tribol 1100-220 Optigear oil specifications. The method of delivery to Hoover Dam Central Warehouse under this brand name requirement will be sealed bulk containers to avoid mixing and contamination issues. The estimated

Description of Circumstances, including why only one source is reasonably available.

This is a brand-name justification. Castrol Tribol 1100-220 Optigear oil is refined and blended using a proprietary formula created and owned by Castrol Industrial Americas located in Napierville, Illinois.

Castrol is a Subsidiary of British Petroleum (BP).

Reclamation’s Facilities, Instruction, Standards and Techniques (FIST) Manual 2-4 prohibits mixing incompatible oil. Hoover uses OEM recommended oils for different purposes. Hydraulic oil

(butterfly valves), transformer oil, compressor oil, and generator lube oil are not compatible because

(11/2020) they have different lubrication, cooling, and insulating properties. Hoover Senior Managers accept OEM and Hoover Engineering recommendations and instruct Maintenance to use Castrol Tribol 1100-220 Optigear oil to lubricate intake tower cylinder gates.

Hoover Dam has four intake towers with two sets of cylinder gates (upper and lower) per tower. The gates must be capable of operating at all times to protect against water waste. Hence, gate gear boxes must use the same oil for obvious reasons. One, to avoid mixing oils as required in Reclamation’s FIST Manual 2-4. Two, using the same proven gear oil in each set of gates enables Maintenance to insure the gates operate properly each time. Three, proper operation and not mixing oils enables the facility to document reliability compliance in the MAXIMO database. Four, common sense dictates the using the same gear proven oil avoids damage to the gears driving the cylinder gates open and closed. Five, the same oil used exclusively reduces cylinder gate gear wear and maintenance issues.

American Petroleum Institute Standard 1525 requires specific information to insure delivery of compatible turbine oil from any marketer or blender:

a. Brand name: Castrol Tribol 1100-220 Optigear Oil

b. ISO viscosity grade: 220

c. API service category: Enclosed gear drives, journals, and anti-friction bearings.

d. Product performance: Long service life with superior performance because it reduces friction while providing surface protection and improvement due to its TGOA additive package; establishes a protective metal-rich lubricating film created by the reaction of its TGOA additives and frictional heat which smooths and reduces surface roughness; Its effect of gradually leveling and smoothing surface roughness actually enlarges gear load-bearing area and decreasing the actual load per unit.

Hoover requires lube oil that meets the application, specs, features and properties stated in the Castrol Tribol 1100-220 Optigear oil specifications.1 Gear oils are refined and blended using proprietary formulas and information. Different brands of gear oil are not compatible, equivalent or interchangeable, nor can they be mixed without harming oil properties.2 The gear oil equivalent, compatible with, and interchangeable with Hoover’s existing gear box oils is available from any Castrol distributor. Using Castrol Tribol 1100-220 Optigear oil avoids mixing and contaminating oil in our existing gear boxes.

Costs arising from penstock outages which force four generators out of service are obvious and will not be discussed here. The cost to replace, repair or resurface the gears that drive cylinder gate open

(11/2020) and closed are also obvious and will not be discussed either. No attempt will be made to estimate the damage (in monetary terms) for allowing oil to be mixed or contamination to spread.

Determination of Fair and Reasonable Price.

In accordance with FAR 13.106-3(a)(2), the Contracting Officer will perform price analysis of the quotes on the following: comparison of competitive quotes, market analysis for similar items in the industry, review of current price list, and comparison with similar items previously purchased.

Description of Market Research.

Market research was conducted. This included internet searches to see what was available on the market and the vendors that would install it.

Historical purchases were analyzed, including the Blanket Purchase Agreements that were awarded for the period of 2017-2022 to small businesses as a brand name requirements. It was determined that in order to meet the needs of the Government, the brand name was in the best interest of the government. A brand name justification will be issued on SAM.gov to allow the market the opportunity to respond with similar products available that meet the government s requirement.
