Statement of Work for the Hoover Dam 20-ton Valve House Crane Controls Replacement

Summary

The Lower Colorado Dam’s Office requires the services of a contractor to install new radio control systems on two 20-ton Shaw Box cranes inside Hoover Dam’s Nevada and Arizona Valve House. Each wing has one bridge and trolley.

The new controls shall perform all the existing crane functions. The frequency of the controllers must be in the UHF range. The contractor shall replace the existing wireless control system with a wireless Magnetek MLTX2 or equivalent with the following salient characteristics:

• The receiver and the transmitter must be compatible.

a. All salient characteristics must be achievable with the selected receiver.

Mechanical:

• Side mounted key switch and code plug

• Hook mounted strap

• NEMA 4, explosion proof enclosure; nylon housing

Electrical:

• Supply Voltage (Vdc) o (4) AA batteries o Rechargeable NiMH battery pack

• Radio Frequency o Synthesized RF o Between 419.800 and 419.850 MHz

• Inputs o 2 dual axis joysticks o 12 toggles o Mushroom E-stop o 2 speeds

• Outputs: Digital o LCD screen feedback o Full programmable screen feedback o Screen

• IP66 Environmental protection

The contractor shall remove the existing control systems, supply and install new control systems, lubricate all wire rope and drum gear sets, load test, and perform an annual inspection on the cranes after installation is complete. The contractor shall furnish all manpower, material, and equipment required to successfully complete this work.

After testing is complete the contractor shall provide training to Government personnel detailing the proper operation and maintenance of the furnished equipment.

Principle Work Items

1. Remove two existing crane control systems.

2. Furnish and install new equipment.

3. Lubricate all wire rope and drum gear sets on the cranes prior to load testing.

4. Perform function and load tests.

5. Perform annual inspections for both cranes.

6. Conduct operation and maintenance training.

Schedule

• Removal, installation, testing, and training shall be complete no more than 90 calendar days after work begins.

• Before onsite work can begin, the frequencies of both controllers must be sent to the Contracting Officer Representative (COR).

o These frequencies must be registered by the Government. This process is estimated to take 3 to 6 weeks.

If the frequency cannot be used, the Government will request a different frequency to be selected.

o The COR will notify the contractor when the frequency is approved at which time onsite work can begin.

Shipping

The contractor shall provide any required material via shipping FOB destination:

Hoover Dam Central Warehouse US Hwy 93, State Rte 172 Boulder City, NV 89005

Hoover Dam Central Warehouse business days are Monday through Thursday. Shipping and receiving hours are from 6:30 AM – 3:30 PM, Pacific Time, excluding federal holidays.

Equipment Supply

The contractor shall supply all equipment required to replace the control system. The new control system shall be a Magnetek MLTX2 or equal and shall include, at a minimum, one spare transmitter and one spare waist belt.

Work Standards

Crane testing shall be conducted in accordance with applicable sections of ASME B30.2, 29 CFR 1910, and the Reclamation Safety and Health Standards.

Load tests shall be conducted at 125% of rated load. Water bags or certified solid test weights may be used, however, it shall be the contractor’s responsibility to clean and decontaminate any water bags in whatever manner is required to remove any invasive mussels which might be present on the bags.

Contractor shall complete all work in a workman-like manner.

Government Furnished Facilities, Equipment, or Material

Facilities - The following Government facilities shall be available, upon request by the contractor, at no charge for use in the performance of the work described above:

• Sanitary facilities - Existing restrooms.

• Electrical power - Single phase, 60-hertz, alternating current at approximately 120 volts.

• Compressed air - Pressurized source air at 80-100 psig.

• The Government will supply water from the station service water system which the contractor may use to fill test weight bags.

• The Government will operate all cranes during load testing.

The cost of furnishing necessary equipment and labor for conveying power, air, or water to the work area shall be included in the bid. Any equipment required shall remain the property of the contractor and shall be removed from the work area by the contractor upon completion of work.

Protection of Existing Installations and Structures

The contractor shall safeguard the existing facilities, installations, and equipment from any potential harm resulting from their operations using whatever means necessary.

Safety

The contractor shall comply with all requirements found in the Reclamation Safety and Health Standards.

The contractor will be required to sign and abide by the instructions in a special work permit. A blank sample is included as Attachment 3, Task Order No. 1 Sample Work Permit.

Access to Work Areas

Parking at the Hoover Dam is limited to 2 personal vehicles parked at the end of the Arizona ramp.

Trucks hauling equipment will be parked at the Hoover warehouse when not in use.

The contractor shall place identification labels, with the contractor’s name, on the windshield of each vehicle parked at any location on the Hoover Dam site. This shall not be required if the contractor’s name is prominently displayed at some other location on the vehicle.

Security

The operation of Hoover Dam and power plant requires continuous and effective security measures. Such security is carried out by security guard services, and the security regulations provide for controlled access to certain restricted areas including switch yards, power plants, and other critical areas. The contractor shall be responsible for ensuring that it’s employees comply with all established security rules and regulations including, but not limited to, the following:

a) Contractor work areas - All areas where work is required under this contract are designated as contractor work areas. The COR shall designate suitable access ways to these work areas for use by contractor personnel. Unless specifically authorized, contractor personnel shall be restricted to these areas. It shall be the contractor’s responsibility to ensure that its personnel remain only in these designated areas.

b) Identification of contractor personnel - All contractor personnel who require access to the work areas shall successfully apply for and have issued to them a personal identity verification (PIV) card.

Identification badges shall be furnished by the Government. All other costs of complying with the above security requirements shall be at the contractor’s expense and shall be included in the proposal price.

Submittals

The contractor shall submit a site-specific safety plan and job hazard analysis to the COR at least seven

(7) days before starting work in the work areas for each load test. The contractor shall submit both the annual inspection and load test certificates/reports to the COR for each crane.

The contractor shall provide the frequencies of the controllers before onsite work begins.

The contractor shall provide the following equipment information for each controller:

1) Equipment Information

a. Manufacturer/model/year

b. Device location

i. LAT/LONG in WGS 84 datum of degree, minutes, seconds

c. Frequency

d. Serial number

The contractor shall submit cut sheets and written operating and maintenance instructions for all equipment furnished.

The contractor shall submit acceptable copies of all submittals before final payment will be processed.
