1. CRANE ASSESSMENT AND REPAIR
1.1. BACKGROUND
The Bureau of Reclamation has a requirement for crane assessment, maintenance, repair or replacement for various Dams located within the Lower Colorado Region, which includes Hoover, Davis, and Parker Dams. Each of the facilities are equipped with more than 30 fixed boom (jib) cranes, which range in capacity from 1 ton jib to 300-ton powerhouse cranes. Normal use of these cranes causes wear and tear of crane components which require assessment, repair or replacement to insure proper function of the cranes.
1.2. OBJECTIVE
Certain components consistently and predictably require assessment, maintenance, repair, or replacement.
The objective of this solicitation is to establish qualified contractors for the assessment, maintenance, repair, and replacement of crane components at Hoover Dam, Parker Dam, and Davis Dam. Services incorporated into this solicitation may include but are not limited to the following:
a) Assessment of crane components in the unloaded condition.
b) Assessment of crane components under load including load tests.
c) Inspection and lubrication or replacement of main load cables.
d) Inspection and adjustment or replacement of brake pads and/or brake assemblies.
e) Maintenance, repair, replacement, and modernization of control systems.
f) Repair or replacement of crane rails, wheels, and trolleys.
g) Repair or replacement of gearbox components
h) Repair or replacement of other crane components as described in the individual Task Order.
i) On-site training for dam personnel on crane operation
1.3. GENERAL WORK REQUIREMENTS
All work shall be performed in accordance with the Bureau of Reclamation’s (Reclamation’s) criteria, methods, and procedures. All work shall conform to the specifications contained herein and the specifications of each Task Order. In the event of a conflict between the specifications herein and the specifications of a Task Order issued under this contract the contractor shall comply with the specifications contained in the Task Order.
The services to be furnished under this contract will be used by the Bureau of Reclamation, Hoover Dam, Davis Dam, and Parker Dam.

Specific tasks cannot be identified at this time. However, when it requires a particular service, Reclamation will identify the detailed requirements in the Task Order.
Relevant materials that may be required to perform these services are pre-manufactured crane components and crane components manufactured to original specifications. Materials include (but are not limited to) various grades of mild steel, alloy steel, stainless steel, bronze and aluminum-bronze, cast iron,
(2) electrical components and controls, and (3) synthetic materials including (but not limited to) commercial products like Devatex, Tenmat, Vesconite, Thortex, Belzona, industry-standard epoxy paints and coatings, industry-standard greases and lubricants.
Task Orders may require the Contractor to perform the following:
a) Assess cranes under load to determine list of prioritized repairs recommended for a specific crane or a group of cranes.
b) Precision fabrication of new crane replacement parts per Hoover Dam, Parker Dam or Davis Dam design.
c) Reverse-engineering: 3-dimensional digitizing and computer-aided repair or replacement manufacture of existing crane hardware.
d) Quality control: industry-standard inspection and testing.
e) On-site training of differing types of crane operation
2. COORDINATION AND PROSECUTION OF WORK
2.1 GENERAL
During the prosecution of the work under each Task Order, the Contractor shall keep in liaison with the Contracting Officers Representative (COR).
2.2 STANDARDS
All work shall be in accordance with the engineering instructions, directives, guide specifications, drawings, technical manuals and other instructions referred to in this contract or as otherwise stated in the Task Orders.
2.3 ECONOMICS
The contractor shall at all times during the continuance of the contract prosecute work under each Task Order with such forces and equipment as, in the opinion of the contracting officer, are sufficient to most economically complete the work within the specified period of time. Labor and material shall be efficiently used to complete work under each Task Order.

2.4 MATERIALS
The use of critical and strategic materials not otherwise restricted shall be limited to the minimum amounts required.
2.5 GOVERNMENT-FURNISHED MATERIALS
All engineering manuals, guide specifications and other data furnished by the Government and/or designated by the Task Orders shall be returned to Reclamation within 30 calendar days after the date of acceptance of the work accomplished under the applicable Task Order, or as otherwise required in the Task Order.
2.6 TRAVEL
Task Orders will include travel and travel-related costs as necessary for the performance of the work.
Any other travel or travel-related costs incurred by the Contractor other than that expressly provided for in a Task Order shall be at the Contractor's expense.
2.7 DISCREPANCIES
The Contractor shall immediately notify the Contracting Officer of any discrepancies, ambiguities and lack of clarity noted in the Statements of Work (SOW's) furnished for use in connection with a project.
2.8 REVIEW OF SUBMISSIONS
The time required by the Government to review submissions made by the Contractor under this contract will vary with the workload of Reclamation. The review period established in the Task Orders are the maximum anticipated periods required. Every effort will be made to accomplish reviews within shorter periods.
2.9 MARKING OF WORK CONTAINING PROPRIETARY INFORMATION
All letters, reports, plans, sketches, specifications, estimates, computation sheets and other documents identified in a Task Order as Proprietary Information which are to be prepared by the Contractor shall be so marked.
2.10 PAYMENT
Payment for each Task Order will be at the price negotiated for individual Task Orders. Task Order prices shall include all cost associated with the performance of the Task Order including all labor, materials, equipment, shipping (delivery FOB destination) and travel unless specified differently in the Task Order.
