140R3024Q0139 Combined Synopsis Solicitation

Supply purchase for 2300 Volt Switchgear for Hoover Dam

General introduction:

This is a supply 2300 Volt Switchgear for Hoover Dam. The goal is to be open to all US manufacturers who meet the following requirements. The full voltage non reversing starters are rated at 2300 volts, with (two) 400-amp (minimum) vacuum contactors and one piece for the incoming power. The full voltage none reversing FVNR starters will be used to start government furnished 2300 Volt 150 HP sump pump motors with built in winding temperature RTD’s. The goal is for standard commercial equipment being made with a few modifications for the switches.

Dimension for the Switchgear equipment specifications as follows:

Note: The arrangement may vary depending upon the manufacturer. The total area footprint allowed is

60 inches for the front (front is considered where the breakers rack out and access to the full voltage starters is allowed for wiring and maintenance) with a depth of 38 inches maximum, and with a height from 92 to 96 inches. Floor space is a premium for Hoover Dam, with the addition of two new sump pumps not furnished here in this purchase request. The desired overall floor layout for one full piece of switchgear is 60 inches wide x 38 inches deep per unit switchgear. The Switchgear has the draw out for two 400 amp vacuum contactors, control switches, and relay protection for two full voltage starters with one stacked on top of the other or side by side space permitting, full voltage starter (30 inches deep x 36 inches wide for example). The height isn’t a critical dimension, but 92 to 96 inches is acceptable. One piece of the switchgear is 24 x 30 inches for example for the incoming line power for example. The two sections bolted together as one complete unit is 30 inches deep x 60 inches wide for example. A total of three full sectional piece sections fitting will fit in an area of 60 inches for the front with a depth of 38 inches.

Enclosures:

1. The enclosures for the two medium voltage contactors FVNR shall meet NEMA ICS 6 standards.

The enclosure shall be NEMA 1 type, free standing, and completely front accessible (36 wide x

30 inch deep section for example).

2. The other enclosure which is connected to the above enclosure is (24 inches wide x 30 inches deep for example). The feeder incoming section is used for the incoming line feeder from the customer/government power cable and this section feeds the power via the bus bar to the two

FVNR contactors section.

Government Furnished Drawings

1. The sheet on the switch arrangement is attached, which must be used for the new switchgear.

2. The floor plan is attached which shows the tentative switchgear installation on the 2nd floor of

Hoover Dam, which is done by government forces. This drawing shows the real estate the government is working with, for the floor space allowed to install the switchgear. Note the existing switchgear was installed when the NEMA codes were less stringent therefore the existing equipment is smaller.

After receiving the equipment

1. After receiving the equipment, the government has the option towill call the technical representative of the manufacturer out for the equipment checkout within one year of the receiving date. The vender/supplier is responsible for this cost. The cost is a separate line item on the billingquote. Note: Most likely all of the new switchgear will not be installed, therefore at minimum the 120VAC external power supply can be used for testing the switchgear which isn’t wired up to the government 2300 incoming line feeder. The government will install one piece of switchgear for two starters for example within one year of the equipment arriving at the warehouse and call out the technician for installation verification for example. Note the other two arrangements will only be tested with the 120VAC test plug at this time granted they are still in the warehouse storage. One piece of gear will be tested with 2300-volt power provided. The other two pieces will most likely not be installed with 2300 Volts; therefore, the 120 VAC test plug will be used for testing. Basically the government installation is a question mark, looking at one full test and two partial test with only 120 VAC test plugs.
