About this file

This document contains questions and answers from a site visit related to solicitation number 140R3023R0026 from the Department of the Interior Bureau of Reclamation for a quarry project in Yuma, Arizona. The period of performance would be extended to 90 days from notice to start to allow time to obtain necessary permits. Water may only be obtained from the Colorado River with appropriate approvals. Contractors must follow all weight restrictions on roads and bridges. Loaders with scales can be used in lieu of platform scales. Material must come from the designated Ehrenberg quarry site and non-engineered as-builts are acceptable. Clarification was provided on quantity estimates and ton-mile calculations in the price schedule.

Question # Offeror Questions BOR Response

The scope of work states the period of performance is 90 days from the date of award.

DBR would respectfully to request the period of performance be 90 from Notice to Start(when all permits(water/NOI are approved. This will allow for the time to get the obtain permits and submittals approved.

There are no objection to shift the performance period as requested.

The closest location for water is owned by private

RV parks. Is there any BLM land by 10 freeway where we would be able to pull the water from?

Only source that we are aware of is the colorado river but it may only be used if arrangements are made with a Colorado River water entitlement holder and approved in advance by Reclamation.

3 Are there any weight restrictions on any of the roads?

The contractor should follow FHWA guidelines for road weight restrictions.

4 The bridges have weight restrictions on them however the local farmers are still running fully loaded trucks over them. Will it be permissible to run over the bridges or does the government have a preferred haul route?

Contractor should follow posted weight limits. There is no preferred haul route as long as no additional cost will be incurred if alternate route is chosen.

5 Can a loader with a scale be used in lieu of a platform scale?

A loader mounted scale may be used in lieu of plaform scales.

Is the government open to the contractor purchasing already crushed material from an outside source in lieu of getting it out of the quarry if it is cost effective?

The material must come from the Ehrenberg quarry as it's the designated quarry site.

7 Please confirm SWPP is not required. SWPP is not required since activities are not considered contruction.

8 Please confirm non engineered as‐builts are acceptable.

Non‐engineered as‐builts are acceptable.

9 On Sec B of the Price Schedule Item No 1‐3. Can you explain the estimated quantity?

Estimated quantities are to cover for slightly larger overruns or underruns.

10 All bridges leading to dump sites have weight limits which will not allow loaded legal truck across, will the BOR relieve contractor of liability?

No, the bridges have a load capaicty and it is the contractors responsibilty to stay within the load capacity limit.

Please clarify how BOR arrived at 529,886 ton‐miles on the Price Schedule.

BOR miscalculated as we took the total miles to the stockpile and multiplied it times the quantity being delivered. The correct ton‐miles is:

Stockpile SiteQTY ‐ TonsMilesTon‐Miles

A120.8 12,300 x 9.5 =116,850

A139.4 4,250 x20.8 = 88,400

A144.2 4,250 x24.5 =104,125

TOTAL TON‐MILES =309,375
