About this file

This document contains questions and answers related to solicitation number 140R3023Q0057 for fire suppression systems maintenance, monitoring, and repairs at the Life Cycle Building Complex. The solicitation will result in an indefinite-delivery/indefinite-quantity contract for emergency repair work and inspections of wet pipe, preaction, and dry pipe fire suppression systems across fourteen buildings. An indefinite contract value is estimated due to the unknown nature of future repair requirements. The government owns the existing AES radio communicators and will replace them if necessary. Bidders must provide unit pricing for pulling permits, inspections, and other costs associated with new radios. Historical inspection reports, device counts, and campus maps were provided in amendments to assist bidders. The typical annual emergency calls number between three to four repair jobs. Repair work will be performed on a time-and-materials basis at the fixed labor rates specified in bids.

140R3023Q0057 Questions and Answers Fire Suppression Systems Monitoring, Maintenance, and Repairs

[Question 1 was answered via amendment 0001.]

Q2. The Alarm panel radio communicators are AES Radios. Does Sting Alarm own these radios. In either case, they will need to be replaced by any other bidding contractor. This will require all bidders, other than Sting Alarm to replace radios, pull permits and include no less than two inspections with local authorities. This will create significant cost for all bidders other than Sting Alarm and present and unfair advantage when competing within a lowest cost bid environment. Please advise.

[Question 2 was answered via amendment 0002.]

A2. The AES radios are owned by the Government. If replacement is necessary, the Government will replace the radios. All quoters are required to provide a price for pulling permits, inspections, and any other costs associated with the new radios. See the “Total” tab for revised Attachment 2 attached to amendment 0002.

Q3. Are there 2023 fire alarm inspection reports available? Is there a device count for each building available?

[Question 3 was answered via amendment 0002.]

A3. Yes. Reports will be provided via amendment 0003. Some device counts are included in the reports.

A PowerPoint file is also provided (attached to this amendment) to assist with device counts.

Q4. Would the Government provide LCB campus map(s) of the relevant buildings for this requirement?

[Question 4 was answered via amendment 0002.]

A4. Yes, an attachment is added to the solicitation via this amendment (0002).

Q5. There is not a wet system and a preaction system in each of the 14 building, but Attachment 2 asks for pricing for 56 inspections per year. Please verify/clarify.

[Question 5 was answered via amendment 0002.]

A5. Attachment 2 is updated and attached to this amendment (0002). The price quote sheet now asks for a unit price for a maximum quantity of 56 inspections for each type of system. This solicitation will result in an IDIQ contract, and the resultant task orders may or may not require a total of 56 inspections per year.

Q6. Approximately how many emergency calls do you have each year?

[Question 6 was answered via amendment 0003.]

A6. Most years, there are no emergency calls, but typically there are three or four repair jobs in a year. An IDIQ contract is being issued from this solicitation due to the unknown nature of the repair work. Repair work will be accomplished on time-and-material basis at a fixed-labor rate given in the quote.

New Q7. Amendment 2 attachment_4_LBC_MAPS is missing building 800. Will this information be provided to us for an accurate device count?

New A7. Building 800 is identified as “500 Fir St.” on Attachment 4. However, an updated version of Attachment 4 is provided with this amendment to add a more specific label for building 800.
