RFP 140R3022R0022 - QUESTIONS AND ANSWERS
June 6, 2022
Q1: Kindly ask for a two‐week due date extension. Would this be possible?
A1: The proposal due date has been changed from Wednesday June 15, 2022, at 10:00 a.m. to Wednesday June 29, 2022, at 10:00 a.m.
June 7, 2022
Q2: For Task 1, the PWS states that sites at Palo Verde Ecological Reserve, Cibola Valley Conservation Area, Cibola National Wildlife Refuge Unit #1, and Yuma East Wetlands will be surveyed every 3 years.
Can you clarify how that effort will be distributed? For example, would a third of the sites in PVER (and the other LCR MSCP areas) be surveyed each year, or would all of PVER be surveyed in a single year every 3 years (i.e., once during the contract period)?
A2: For larger sites like PVER, and CVCA a third of each site will be surveyed in one year. For smaller sites like Yuma East Wetlands the entire site will be surveyed just once in one year.
Q3: For Task 3, it is stated that “None of the areas that were burned will be surveyed for this contract”.
However, several sites within the burned area (The Wallows, PC6‐1, 800M) are in the list of survey sites (Table 3). Please clarify whether these sites will be included in surveys.
A3: Those sites will be surveyed, as they may contain some suitable habitat. The PWS will be revised to reflect that most of the burned areas will not be surveyed.
Q4: Please clarify whether intensive nest monitoring (locating nests, determining success and productivity for each nest, identifying causes of nest failure) is being requested for Tasks 3 and 4.
A4: No, no nest monitoring will take place for Tasks 3 and 4.
Q5: In section 3.9.5, January and February due dates for the reports are listed as 2023, 2024, and 2025.
Should these be 2024, 2025, and 2026?
A5: Yes they should be 2024, 2025 and 2026. The PWS will be revised to correct this inadvertent error.
Q6: The Price Schedule lists Optional Line Item FAR 52.217‐8 Price Schedule – CLIN 040: March 1, 2026 to September 30, 2026. This Optional Line Item is also mentioned in Combined Synopsis/Solicitation: “d. Optional Line Item, IAW FAR 52.217-8 Option to Extend Services, Line item 0040, Southwestern Willow Flycatcher Monitoring in accordance with Attachment 1 – Performance Work Statement. The Performance Work Statement provides more detailed information about the requirement and is attached to the RFP at SAM.gov (opportunity reference number 140R3022R0022).”
However, there is no mention in the Performance Work Statement of extending services. Please explain what services would be covered under this line item.
A6: In accordance with FAR 52.217-8 Option to Extend Services, it would be equivalent to the cost of six months of work from the last option year.
Q7: Section 3.10 of the PWS states that we must provide resumes for all key personnel proposed to work on the project and Section 4.10 Delivery Schedule states that we must provide resumes prior to any field work. Does this mean that resumes are not required as part of our proposal? Related to that, the Synopsis/Solicitation document has no mention of resumes or any staff qualifications in the evaluation factors. Are we required to provide any staff qualifications or resumes with our proposal? If so, under which Factor should they be provided? If they should be provided under Factor 1 Technical Approach, will they count toward the page limit?
A7: It is at the offerors discretion to identify and submit resumes for key personnel proposed to work on the requirement. Resumes are not an evaluation factor. If resumes are so decided to be submitted, they would not count toward the page limit and would be considered a supplement to Factor 1 Technical Approach.
Q8: Part II – Technical Submission on pages 3‐4 of the Synopsis/Solicitation states that we must provide relevant projects with detailed descriptions, contract numbers, etc. It also states that we must provide past performance references with the same detail. However, Technical Evaluation Criteria Factor 3 – Past Performance on page 7 of the Synopsis/Solicitation states that no additional information is requested at the time of submission. Does this mean that no information in addition to the list of projects and references is required? Or does it mean that you will review our information in the CPARS system and contact the individual references we list for each project in Factor 2 – Experience and that no information is needed under Factor 3? Please confirm how many projects with references you require and under which factor (Experience or Past Performance) they should be presented.
A8: No information is needed under Factor 3. The Government will review CPARS, any other information available, and any information provided under Factor 2 as necessary. Factor 2 requires no less than two (2) projects but no more than five (5). Factor 3 requires no additional information to be submitted.
Q9: In section 3.9.3 of the PWS, the delivery date for final data (including statistical analyses) is listed as November 15. This is the same as the delivery date for corrected data. Should the delivery date for final data be later than November 15? Should this delivery date be January 31?
A9: It should read September 15 for raw data delivery, Nov 15 for QA/QC data, and January 31 for Final Data. The PWS will be revised to correct this error.
June 09, 2022
Q10: The PWS states that for annual reports, Reclamation shall provide technical editing comments by February 28, and that the contractor shall submit a final version of the report incorporating all revisions by February 28. It would not be possible to incorporate technical editing comments with this schedule;
please provide a revised schedule or clarify that technical editing comments do not need to be incorporated into the final version of the report.
A10: The date for the final delivery should be March 31st
Q11: In section 3.9.7 of the PWS, February 28, 2026, is listed as the due date for both the revised draft and the final draft of the summary report. Please provide a corrected schedule.
A11: The date for the final delivery should be April 15th
June 13, 2022
Q12: On the combines synopsis/solicitation (140R3022R0022), we would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you provide the current/previous contract number.
A12: 140R3022R0022 is a follow-on procurement to contract 140R3018C0010.
