140R3022Q0004 – Air Duct Cleaning BPA
Questions
• When are you expecting to have the service done?
o It is dependent on the quotes received. 3 to 4 buildings are estimated to be completed per year
• What is the time frame you're trying to have it done in?
o All buildings are estimated to be completed at least once during the entire 5-year period of the BPA.
• Would you like to do the buildings separately on different days?
o Buildings will be done on separate days unless 2 smaller buildings can be done in the same day
• Is the interior duct work is internally lined, the proper way to clean this without doing any damage or causing fibers to get loose is to Contact brush and vacuum (hand cleaning). Using push pull method (High Pressure Air & Negative) can damage the interior liner especially if the liner is starting to break down. Sealing the duct work will prevent any loose fibers from entering the air stream and out into the occupied space.
This is all stated in the NADCA standards (NADCA.com), standards stated in bid docs to follow.
o Unknown at this time, and proper procedures to be completed once duct interior is determined.
• Please verify if we are cleaning all bathroom exhaust as well?
o No, you will not clean the bathroom exhaust
• Please verify new filters for units will be supplied by facility or contractor?
o Facility department will provide
• Is a bond required for this project?
o No bond is required
• Can the contract/task be completed at night and on weekends, will the contractor have full access to the building so the contractor can schedule their work and manpower properly? Will there be any schedule conflict with the Federal employees?
o Depending on time of award of contract will determine if employees will be on campus. There are no issues with working nights and weekends as long as it is scheduled in advance.
• Can the contractor work on multiple units and areas at the same time?
o No.
• What if the contractor finds ductwork that we are cleaning has an active air leaks at the joint of the duct or at a duct fitting, does the contractor need to seal the leak as we are working? What would the protocol be for this project?
o Note it and the facilities will address.
• Will the government provide a storage area for the contractor’s equipment during the performance period of the project?
o No
• Will the government Tech POC approve our work for each building before we move on to other areas?
o Yes
• Is the inspection/acceptance of project completion provided for each building or just at the end of the project?
o Each building
• Can we work multiple locations and/or multiple buildings at the same time?
o No
• Besides Driver’s License is there any other ID required?
o No other ID is required
• Do the access panels for completing the cleaning need to be color matched and painted to fit with the current duct work?
o No
• Are diagrams, schematics, mechanical drawings available for the Air Duct Work for the referenced eleven buildings? If so, would it be possible to provide that information?
This would help to identify areas for access panels and with creating a job plan/plan of action for each building.
o Yes, they can be provided if needed
• In building 100: The Registers in the floor (Hallway) are oversized. Can we run our Hepa Machine in the office during business hours?
o Yes
• Can we use the mechanical rooms in building 100 to mobilize?
o Yes
• Are the coils in the Air handling units to be washed cleaned?
o No
• There are a lot of VAV (variable air volume) box coils throughout all the buildings. Access closures will be required for proper cleaning. Are access panels ok or are camlock doors required.
o Cam Locks
• There is electric reheat coils in all of the VAV boxes throughout the buildings. Can we lock out tag out them ourselves during the cleaning or will that require facilities personnel.
o Yes, you can, but you might need access to panels which facilities can provide
• Are there any areas where we will need a lift?
o No, a lift will not be used inside any of the buildings.
• How many buildings will we be doing at a time, should we assume only 1?
o One building will be done at a time.
• Are the duct systems in the buildings listed going to each be cleaned one (1) time?
o Yes
• Where it says linear square feet of the duct does that mean the length of the duct runs?
o Yes
• The PSR says that Reseal roofing materials to the extent that there are no leaks as described in this PWS (III B 3, 4 and 5). Is this required in this bid? This appears to be a mistake.
o Unsure of what you are asking
• The PSR states Leak test performed upon completion of work. Please verify what a leak test consists of. Does this just mean any access points installed in duct to facilitate cleaning need to be sealed?
o Unsure of what you are asking
• Please confirm that a visual inspection of the equipment is sufficient to verify cleanliness and that no testing is required to verify cleanliness.
o Pictures and videos should provide a story of cleanliness.
