(1) A fully executed Solicitation, Offer, and Award form required by Part I, Section A of this solicitation. It shall be used as the cover sheet (or first page) of each copy of Volume I;
(2) Fully executed and completed offeror representations, certifications, and acknowledgments required by Part IV, Section K of this solicitation;
(3) Additional information required by the solicitation to be furnished by the offeror which is not required to be obtained in another volume of the proposal;
(4) Make or Buy Program (if applicable); any waivers of any solicitation provisions or contract clauses;
(5) A summary of any exemptions from, or deviations to, any other solicitation requirements;
(6) Evidence of ability to provide acceptable Performance and Payment Bonds. Acceptable evidence will be a signed letter from the Offeror’s bonding or surety company (on the appropriate letterhead) that indicates bonding capacity on a per-contract/single-job basis, as well as the aggregate amount.
(7) Bid Guarantee only for Task Order “Field Machining of Facing Plates, Seal Rings and Wicket Gate Line Boring for unit N1”;
(8) Fully completed Section G.4, Contractor’s Administration Personnel;
(9) Subcontracting Plan – In accordance with FAR 19.702(a), a subcontracting plan is required to be submitted if the contract is expected to exceed $1.5 million. Small business concerns are not required to submit a subcontracting plan. The subcontracting plan is not an evaluation factor for contract award. It is imperative that large businesses include with their initial proposal an acceptable subcontracting plan which clearly explains and contains all the information required by FAR 19.704 Subcontracting Plan Requirements. The individual subcontracting plan shall be submitted with the initial proposal for review and approval prior to contract award. Acceptability of the plan will be one of the elements considered by the Contracting Officer when determining contractor responsibility prior to award of a contract. A request by the Government for an updated subcontracting plan does not constitute discussions or require that revised proposals be solicited from all offerors. If an apparently successful offeror fails to furnish an acceptable subcontracting plan within the time limits prescribed by the Contracting Officer, the offeror will be ineligible for award. All offerors shall demonstrate a satisfactory commitment to utilize small business concerns to the maximum extent possible in subcontracting opportunities. Solicitation Section J, Attachment 14, contains a sample Small Business Subcontracting Plan format. The Contracting Officer has determined the following minimum subcontracting goals (percentages of total planned subcontracting dollars) for this solicitation:
1. Small Business (SB) – 43%
2. Service-Disabled Veteran-owned Small Business (SDVOSB) – 3%
3. Historically Underutilized Business Zone (HUBZone) – 3%
4. Small Disadvantaged Business (SDB) – 5%
5. Women-owned Small Business (WOSB) – 5%
The initial subcontracting plan does not need to contain a statement of total dollars planned to be subcontracted as required by FAR 19.704(a)(2), because multiple IDIQ contracts will be awarded under this solicitation and it is unknown how many delivery/task orders will be received by an awardee. In accordance with FAR 19.704(a)(1), separate percentage goals are required.
(10) Acknowledgement of all amendments (if applicable).

Answer 09: The Bureau of Reclamation will supply electronic copies of the best quality drawings we possess.
Question 10: Do you have formal bid bid form that you can send us. Or is Ok for us to use or own proposal forms?
Answer 10: A fully executed Solicitation, Offer, and Award form (STANDARD FORM 33) is required and is found in Part I, Section A of this solicitation (page A-1). Please reference Section L.12, 1452.215-81 GENERAL PROPOSAL INSTRUCTIONS –BUREAU OF RECLAMATION (JAN 1998), for the general proposal requirements.
Question 11: USBR is requesting a Small Business Plan. Is it requested for Task Order 1, or the IDIQ in its entirety?
Answer 11: The Small Business Subcontracting Plan is required for the IDIQ and not the Task Order/Delivery Order. Please see the solicitation’s Part IV – Section L, L.12(d)(9), Subcontracting Plan.
Question 12: Has any of the scope of work in Task Order 1 been completed on other units at Hoover?
Answer 12: Yes.
Question 13: If so, who completed that scope of work and on what units?
Answer 13: Wartsila Defense Inc. completed work on unit N6.
Question 14a: Specification Attachment 8 - Questions
1.0 Drawing Interpretation
Although not specifically stated in specification Attachment 8 or on the drawings, we assume the drawings are to be interpreted per the ASME Y14.5M-1994 Dimensioning and Tolerancing (Y14.5) – see Note 1 below. Assuming Y14.5 is applicable, there are a few inconsistencies between the drawing requirements and Y14.5 conventions that we believe need to be addressed.
Note 1: there are (2) newer revisions of the ASME Y14.5 standard than the 1994 release – 2009 and 2018. However, drawing 45-301-9247 is dated 2006 so we assume that the revision in effect at that time
– 1994 – applies to the drawing interpretation.
Answer 14a: The Bureau of Reclamation has adopted the 1994 edition of the standard.
Question 14b: 1.1 - Rule #1
In Attachment 8 (Page 2) at the Section titled “Facing plate machining details”, the fourth subparagraph states: “Thickness tolerances: + 0.000/-0.002 inch, parallel 0.006 inch, flatness = 0.006 inch.” These apply to the 1.250 +.000 / -.002 facing plate thickness dimension on drawing 45-301-9247, zone D-3.
Because the 1.250 dimension is an individual feature-of-size (Y14.5 paragraph 1.3.17), Rule #1 applies (Y14.5 paragraph 2.7). Rule #1 controls form error to the extent of the limits of size. In this case the “top” and “bottom” surfaces cannot at any time extend beyond a boundary of perfect form at Maximum Material Condition (MMC) size – the size that the part weighs the most. The plate thickness is a set of parallel planes – a width feature - so the perfect boundary is two parallel planes 1.250 apart. When a facing plate arc-segment thickness is measured at 1.250 (MMC), the “top” and “bottom” surfaces need to be perfectly flat to stay inside the perfect boundary. As the actual size gets smaller toward the Least Material Condition (LMC) size, the “top” and “bottom” surfaces can have form error equal to the difference between MMC and the actual size. At 1.248 – the smallest size allowed - the “top” and “bottom” surfaces can be out of flat .002 and still be remain inside the 1.250 perfect boundary – consider a plate concave (bowed) .002. Given the .002 size tolerance, by Rule #1, the largest flatness error allowed on the “top” and “bottom” is .002.
Please note that Rule#1 only limits form error and does not control relationships between features - in this case parallelism.
Continuing - A specified flatness control (a Feature Control Frame with a flatness symbol) can only be applied if it restricts the form error to less than that provided by Rule #1 - .002 in this case. However, the stated maximum flatness error is .006. This conflicts with the maximum of .002 allowed by Rule #1. How does the USBR prefer to resolve this conflicting requirement?
Possible solutions: With Rule #1 in effect; for the .006 flatness to be acceptable, the size tolerance must be increased to at least .006. Or alternatively - per Y14.5 paragraph 2.7.2, the note “PERFECT FORM AT MMC NOT REQD” could be applied to uncouple the control of form within size limits required by Rule #1.
Answer 14b: Please use a flatness tolerance of 0.002 inch.
Question 14c: 1.2 – Parallelism Requirement
Per Y14.5 paragraph 6.6.3.1 a), Parallelism creates a relationship between part features. This requires one of the two features to be specified as a datum feature (using the Datum Feature Symbol) to provide an identifiable and repeatable origin of measurement. A datum feature is not specified on drawing 45- 301-9247, zone D-3. The parallelism requirement is uninterpretable without a specified datum feature. We also recognize that the Rule #1 conventions discussed above impacts the complex interaction between size, flatness (form) and parallelism (orientation) necessary to control the 19.000 distributor opening for proper gate end-face sealing. How does the USBR prefer to proceed? We note that the parallelism tolerance on the drawing is .004, which contradicts the .006 in the text.
Answer 14c: Please use the bottom face of the segment (the face which mates with the base metal) as the datum for this parallelism requirement. Please use 0.004 inch as the tolerance for parallelism.
Question 14d: 1.3 - Non-rigid parts
ASME Y14.5 Fundamental Rule 1.4M (l) states - “All dimensions and tolerances apply in a free state condition”. Based on Y14.5, paragraph 6.8 - Free State Variation - we consider the individual facing plate arc-segments to be nonrigid parts that will distort in their free-state condition. Given the large length to thickness ratio, it is likely that the plates will not meet requirements in their free state. Our approach will be to inspect and accept the flatness with the individual facing plates restrained on the machine tool before the setup clamping forces are released. We consider this condition as replicating the functional installation arrangement where the plates are “pulled-down” by the twist-off screws. Is this acceptable to the USBR?
Answer 14d: All tolerances are intended to apply in the free state condition.
