About this file

This is an Amendment (No. 0001) to Solicitation No. 140R2026R0013 for Prosser Creek Dam Basin Cleanup services issued by the Bureau of Reclamation, Mid-Pacific Region, on September 3, 2026. The amendment extends the offer due date from September 11, 2026, at 2:00 p.m. PST to September 28, 2026, at 4:00 p.m. PST, incorporates a site visit sign-in sheet, and provides responses to 41 contractor pre-bid questions. Offerors must acknowledge receipt of this amendment by submitting a signed copy with their proposal and must submit offers electronically to marianna_mezentseva@ios.doi.gov with no hard copies required.

The primary objective is removal of accumulated sediment, boulders, and debris (estimated at 55 cubic yards of sediment and 10 cubic yards of boulders/debris) from the Prosser Creek Dam spillway stilling basin, cleaning and probing of 6-inch drain pipes on two chute blocks, dewatering and disposal of water using best management practices, and completion of a comprehensive inspection report of concrete and basin features. Work must comply with NEPA Category Exclusion 516 DM 14.5 D(1) for maintenance of existing facilities and Reclamation Safety and Health Standards. The contract is firm-fixed-price with multiple line items including mobilization, sediment removal (55 cubic yards at unit price), boulder removal (10 cubic yards at unit price), debris removal, drain cleaning and probing, dewatering and BMP disposal, concrete inspection and reporting, and site restoration. Government regular working hours are 7:30 a.m. to 4:00 p.m. Monday through Friday (excluding federal holidays), with an on-site Government Representative required during all work. The period of performance is 364 calendar days from Notice to Proceed, with the contractor determining optimal work timing based on water flows and weather. Contractor must submit multiple submittals including a Spillway Stilling Basin Material Removal Plan (28 days prior to site use), baseline schedule, safety program, safety personnel resumes, and final inspection report within 14 days of completion. All material removed must be disposed of offsite; pumped water may be disposed at an approved 3.78-acre adjacent upland site using zero-runoff best management practices. The amendment addresses critical site-specific questions regarding water depths, discharge rates, drain specifications, dewatering procedures, sediment characterization, and inspection requirements, clarifying that Reclamation will not reduce dam releases, permit temporary barriers for basin isolation, or provide spillway release notifications to contractors.

Title: Prosser Creek Dam Basin Cleanup Solicitation No. 140R2026R0013 Amendment No. 0001

Contractor’s Pre-Bid Questions

1. Question 1: Stilling Basin Water Depth: What is the typical or anticipated water depth over the concrete stilling basin floor slab during the late summer/fall maintenance window?

Response: A reading was collected on August 24th, 2026. See information as follows:

• 11.93 feet from the top of the outlet works stilling basin concrete wall

• 12.47 feet from the top of spillway stilling basin concrete wall

• Corresponding Gage Height (USGS 10340500) 1.54 feet

• Outlet works discharge: 43 cfs

The stage data was translated to an elevation using Drawing 320-D-9. The distance from the top of the spillway stilling basin concrete wall to the water surface in the spillway stilling basin was 12.47 feet. This translates to an elevation of approximately 5617.53 feet in the spillway stilling basin (elevation at the top of the spillway wall is 5630.00 feet –

12.47 feet = 5617.53 feet). Taking the USGS gage height data and adding 5615.99 feet will provide the current water surface elevation in NGVD 29 datum. Reclamation does not currently collect water depth measurements for the spillway stilling basin. However, utilizing the USGS Gage 10340500, on average the water depth can vary from 5617.00 feet to 5619.00 feet over any given period. Refer to the figure below.

Question 2: Downstream "Pond" / Runoff Area Depth: What is the maximum/average water depth of the pooled tailwater area directly downstream where the concrete basin slab terminates and flows out into the natural creek bed?

Response: Reclamation does not currently collect tailwater depth measurements for the Prosser Creek Spillway Stilling Basin. The information provided in the response for Question 1 can be utilized to estimate the anticipated tailwater elevation at the time of construction.

Question 3: Chute Block Drain Elevation: From the bottom of the concrete basin floor, what is the vertical elevation or height up the face of the chute blocks to the openings of the two 6-inch underdrain pipes that require cleaning and probing?

Response: The centerline elevation of the 6-inch underdrain pipes on the chute blocks is located at 5597.40 feet. Refer to Section E-E in Drawings 320-D-9 listed in Section 11.0 Attachments of the SOW for additional details.

Question 4: Spillway Gate Operations: Will the Bureau of Reclamation guarantee zero water flow/releases over the spillway crest during the active construction window?

Response: Reclamation will not guarantee a zero-water flow/releases. The USGS stream gage 10340500 provides the discharge, release plus spillway. The contractor shall determine the construction window based on expected flow/releases and weather conditions.

Question 5: Minimum Tailwater Elevation: What is the anticipated historical minimum tailwater surface elevation in the basin during the late summer/fall maintenance window (August– November)?

Response: Reclamation does not collect or have historical record of the tailwater elevation at Prosser Creek Dam. Refer to the information provided in Question 1 to estimate the minimum tailwater elevation between August and November.

Question 6: As-Built / Structural Drawings: Are as-built drawings or dimensional cross sections of the spillway stilling basin and chute blocks available for offerors to review?

Response: Yes, refer to the Reference Drawings under Section 11.0 Attachments of the Statement of Work. Contractors must sign a Non-Disclosure Agreement (NDA) prior to receiving access to the as-built/structural drawings provided in the specifications.

Question 7: Site Visit Attendance: Could you please provide a copy of the sign-in sheet or a list of contractors who attended the pre-bid site visit?

Response: A copy of the Pre-Bid Site Visit Sign-In Sheet is provided.

Question 8: Are we permitted to visit and investigate the site on our own?

Response: Yes. The spillway stilling basin and surrounding areas are open to the public, and offerors may conduct an unaccompanied site visit at their discretion. However, any such visit is conducted at the offeror’s own risk, and the Government does not provide an escort, additional safety measures, or assume liability for injuries or damages incurred during an unattended site visit. Offerors should remain within publicly accessible areas and follow all posted safety instructions.

Question 9: Is there existing analytical of the stilling basin sediment? Can this be provided?

Response: No sediment sampling, gradation, or analytical data is available for the material in the basin. No characterization of the material for offsite disposal has been completed.

Reclamation believes the material in the spillway stilling basin is native material that has washed in from the adjacent hillside.

Question 10: Can a copy of the CEQA exemption be provided?

Response: Yes, please see Reference Document b. Categorical Exclusion Checklist attached.

Question 11: Has the stilling basin ever been cleaned out before?

Response: No, the stilling basin has not been previously cleaned out.

Question 12: Can a copy of the spillway still basin design or as-builts be provided?

Responses: These are included in the SOW under Section 11.0 Attachments. Please coordinate with the COR on how to obtain access.

Question 13: Was this a mandatory job walk?

Response: No, the pre-bid field site visit was not mandatory.

Question 14: Is there a Prosser reservoir discharge schedule? Is there a time of year when it is higher/lower? What is a typical discharge rate? What was the discharge rate on 8/18?

Response: Prosser Creek Dam does not have a reservoir discharge schedule. USGS Gage 10340500 PROSSER C BL PROSSER C DAM NR TRUCKEE CA can be utilized to predict the expected discharge range.

Question 15: There was mention of an NDA that will need to be signed to receive additional info, please provide.

Response: Please coordinate with the COR for information regarding the NDA.

Question 16: In reference to the Stilling Basin debris removal project, when we dredge the basin, can we pump the water and sediment into filter/dewatering bags staged in the laydown area? This would allow the water to leach out while capturing the sediment, which we can then remove once dry. Or do you require the water and sediment be captured in tanks.

Response: Section 5.0.B.b.iii states “all material and items removed from the spillway shall be properly disposed of offsite”, therefore, the contractor may use any method(s) or equipment to extrapolate the material from the water that is removed from the spillway stilling basin prior to spreading. Reclamation employs a Zero Runoff Rule meaning the volume of water sprayed must be perfectly balanced with the ambient evapotranspiration and soil percolation rates. If water begins pooling or flowing toward a storm drain, road, or river, the system must be shut off immediately. Additionally, the spreading of water must not result in any modification or noticeable change to the landscape.

Question 17: No water surface elevation for the spillway stilling basin is stated in the Statement of Work, on any figure, or on either drawing, and Drawing 320-D-9 shows the basin floor at elevation 5597.00. Please state, to the extent Reclamation holds the information:

(a) the water surface elevation in the basin and the tailwater elevation in the channel immediately downstream of it, as measured or observed on August 18, 2026;

Response: A reading was collected on August 24th, 2026. See information as follows:

-11.93 feet from the top of the outlet works stilling basin concrete wall -12.47 feet from the top of spillway stilling basin concrete wall -Corresponding Gage Height (USGS 10340500) 1.54 feet -Outlet works discharge: 43 cfs

The stage data was translated to an elevation using Drawing 320-D-9. The distance from the top of the spillway stilling basin concrete wall to the water surface in the spillway stilling basin was 12.47 feet. This translates to an elevation of approximately 5617.53 feet in the spillway stilling basin (elevation at the top of the spillway wall is 5630.00 feet – 12.47 feet = 5617.53 feet). Taking the USGS gage height data and adding 5615.99 feet will provide the current water surface elevation in NGVD 29 datum. Reclamation currently does not have a method for collecting tailwater elevation in the channel immediately downstream.

(b) the expected range of both during the period of performance;

Response: The period of performance for this contract is 364 days from issuance of Notice to Proceed. The contractor shall determine the dates for when to execute this work. USGS Gage 10340500 PROSSER C BL PROSSER C DAM NR TRUCKEE CA can be utilized to predict the expected range. On average, water depth can vary from 5617.00 feet to 5619.00 feet over any given period. Refer to the figure below.

(c) any measured or sounded depth of water over the concrete basin floor, with the date and the location within the basin at which it was taken;

Response: See item (a) above. Reclamation does not regularly collect depth of water measurements in the spillway stilling basin. All data with regards to water elevation and flow is provided by the USGS gage 10340500.

(d) the vertical datum of the elevations shown on Drawings 320-D-9 and 320-D-29, neither of which states a datum on the sheet, and its relationship to NGVD 1929 and NAVD 88; and

Response: To convert to NAVD88, add 3.98 feet.

(e) if Reclamation relies on the gage height recorded at USGS gage 10340500, that gage's datum and its location relative to the downstream end of the basin.

Response: The USGS gage 10340500 is measured from the edge of the outlet works stilling basin, shown by the orange line in the figure below. The spillway stilling basin is located to the right in the image. The contractor should note the location and distance to the USGS gage for approximate measurements in the spillway stilling basin.

Question 18: Statement of Work paragraph 5.0.B.2.a.iii.6 requires inspection of the condition of the cutoff wall located downstream of the dentates. Drawing 320-D-9, Detail V, shows the downstream end of the basin with a 2-foot-6-inch-thick element extending 10 feet below floor elevation 5597.00, but no feature on the sheet is labeled as a cutoff wall. Please confirm whether the element shown in Detail V is the cutoff wall to be inspected and identify what portion of it is intended to be exposed and inspected under CLIN 30.

Response: Section A-A on Drawing 320-D-9 shows a slope transition of 5:1. The inspection should be completed where the downstream dentates meet the 5:1 slope of the river channel.

The 2-foot-6-inch-thick element extending 10 feet below floor elevation 5597.00 is what the SOW paragraph 5.0B.2.a.iii.6 is referring to. Emphasis of the inspection should be only on the exposed portions of concrete. No material shall be removed to complete an inspection in this area.

Question 19: What inflow to the basin should offerors expect once it is pumped down, from the 6-inch underdrains, the wall drains, and foundation seepage? Drawing 320-D-9, Detail U, shows the 6-inch drains discharging with open joints into a sand and gravel envelope on a 3-inch continuous lean concrete pad beneath the basin floor, so drawing the basin down reverses the head across those drains.

Response: See answers to Q20 below.

Question 20: Please confirm that dewatering may be confined to the spillway stilling basin by means of a temporary barrier placed at or immediately downstream of the cutoff wall, and that the Contractor is not required to dam, lower, or otherwise control the pool in the downstream channel or the river outlet works pool. Please also identify any hydraulic connection that would defeat such isolation, addressing the crest of the cutoff wall, the stilling basin underdrain system and its outfalls, the wall drains, and foundation seepage. If a barrier bearing on or anchored to the cutoff wall or to the basin floor or walls would not be permitted, please state that.

Response: Dewatering by means of a temporary barrier is not permitted. Reclamation obtained an Exclusion Category 516 DM 14.5 D. (1) – Maintenance, rehabilitation, and replacement of existing facilities which may involve minor change in size, location, and/or operation permit for this work. The CEC does not allow for placement of temporary barriers or isolation of the spillway stilling basin.

Question 20: At the site visit, Reclamation directed that a question regarding temporary access be submitted in writing. Will Reclamation permit the relocation of in-basin or immediately adjacent material to form a temporary work platform or equipment access, with restoration of the material to its original condition on completion of the work?

Response: Reclamation will not permit the relocation of in-basin or immediately adjacent material to form a temporary work platform for equipment access. However, the contractor may bring in materials to create a platform so long as the area is restored to its original condition upon completion of work. The contractor must provide clear details of the equipment that is to be used/staged, an approximate area of disturbance, and how the area will be restored to its original condition. These conditions can be found in Section 5.C.1 RSN-1 Use of Site Plan.

Additionally, all in-basin materials must be hauled off site as stated Section 3.0.a.

Question 21: Statement of Work paragraph 5.0.B.1.b.i.1 describes a "Six-inch layer of sediment on the concrete floor," and paragraph 5.0.B.1.b.ii estimates "55 cubic yards of sediment and 10 cubic yards of boulders and other debris," while the 2023 Inaccessible Feature Review states "at least 55 cubic yards of sediment and 9.5 cubic yards of boulders and other debris." Figure 6 shows "5" to 6" fine grained sediment" in two areas, an "18" deep bar of material" across the upstream 20 feet, and "Up to 23" of fine grained sediment" in the downstream area near the dentates. Taking the basin dimensions from Drawing 320-D-9, which shows the basin from Station 17+50 to Station 18+50 with an interior width of 25 feet, a uniform six-inch layer computes to approximately 46 cubic yards while the thicknesses shown on Figure 6 compute to substantially more. Which quantity and which thickness distribution govern for pricing CLIN 30?

Response: The quantities provided in the 2023 Inaccessible Features Review are approximate given the poor visibility of the basin at the time of the inspection. The contractor shall utilize the information provided in the report to govern pricing for CLIN 30.

Question 22: Paragraph 5.0.B.1.b.i states that the material quantities are "estimates based off the results summarized in the 2023 Inaccessible Feature Review," and that report states the poor visibility made an accurate assessment of quantities extremely difficult. Does Reclamation consider those stated quantities to be indications of subsurface or latent physical conditions for the purposes of FAR 52.236-2, Differing Site Conditions, so that a materially greater quantity encountered during performance would be addressed under that clause and FAR 52.243-4, Changes?

Response: The Government has provided estimated material quantities in the Scope of Work to assist in proposal preparation. These quantities are for estimating purposes only. The Contractor shall be compensated based on actual measurements taken during performance.

Accordingly, offerors must provide a per‑unit price for each material item in their proposal.

Please refer to Section I, where clause FAR 52.236‑16, Quantity Surveys, has been incorporated and the incorporated revised Section B- SUPPLIES OR SERVICES AND

PRICES/COSTS.

Question 23: The 2023 Inaccessible Feature Review documents an inspection dated 16 November 2022. Has any inspection, dive, survey, sounding, or scan of the spillway stilling basin been performed since that date? At the site visit, reference was made to a structure scan report with model data used to develop the figures. Is that report available to offerors?

Response: Routine inspections for spillway stilling basins occur on an 8-year frequency, therefore, the 2023 Inaccessible Feature Review is the most recent inspection. No structural scan report or model data exists for the spillway stilling basin.

Question 24: Is any sediment sampling, gradation, or analytical data available for the material in the basin? Has Reclamation made any determination regarding the character of the material for offsite disposal purposes? A receiving facility will require a waste profile before accepting the material.

Response: No sediment sampling, gradation, or analytical data is available for the material in the basin. No characterization of the material for offsite disposal has been completed.

Reclamation believes the material in the spillway stilling basin is native material that has washed in from the adjacent hillside.

Question 25: Figure 6 states "Top of chute block 8 exposed 6". All other chute blocks are buried," and numbers the chute blocks 1 through 8. Statement of Work paragraph 5.0.B.2.a.iii.1 requires inspection of the condition of eight chute blocks. Please confirm that removal of material sufficient to expose all eight chute blocks for inspection is included in CLIN 30, and identify which two of the eight numbered blocks carry the 6-inch drains addressed in paragraphs 5.0.B.1.c and 5.0.B.2.a.iii.2.

Response: Reclamation will require an inspection on the condition of the chute blocks once the material has been removed and removal of the material should sufficiently expose all eight chute blocks for inspection. Refer to Section E-E in Drawing 320-D-9 for chute blocks with the 6-inch drains (identified as chute block number 2 and number 7).

Question 26: Statement of Work paragraph 5.0.B.1.c.ii requires probing approximately 12 feet of the drainpipe to verify the area is clear of material. Drawing 320-D-9, Detail U, shows the 6-inch drain outlet calked only where the pipe passes through the floor, discharging to a 6-inch drain with open joints bedded in sand and gravel on a 3-inch continuous lean concrete pad. A probe advanced 12 feet from the chute block therefore passes out of the calked length and into pipe that is open to the surrounding drain envelope by design. By what criterion will the drainpipe be judged "free of material," and will Reclamation accept a documented probe to the stated depth as satisfying that requirement?

Response: Reclamation will accept the 6-inch drainpipe being free of material if practicable methods for probing are completed and the contractor can advance probing to the furthest extent practicable, not exceeding 12 feet. Reclamation will accept a documented probe to the stated depth, or the furthest depth practicable, as a satisfying requirement.

Question 27: WBR 1452.236-84(d) provides that approved locations are "to be provided by the contracting officer," and requires a map submitted at least 45 calendar days in advance and written approval before use of any location other than an approved one. Section H2(a) requires commencement of work within 7 calendar days after receipt of the notice to proceed. Please provide the approved use areas, staging areas, and spoil sites for this site so that offerors can plan within them, and confirm whether the gravel pad adjacent to the spillway and the Figure 3 water spread area are among them. If a location outside the approved list proves necessary, please state how the 45-day approval period is to be reconciled with the 7-day commencement requirement.

Response: See attached Figure 7 Prosser Creek Spillway Stilling Basin Staging Areas. There are no approved spoil sites for the material that is to be removed from the stilling basin. The 7-day commencement period will begin coordination efforts between the contractor and Reclamation. During that 7-day commencement period, the contractor may begin submitting items listed in Section 5.C.6 Table 1: Submittal Table. These items will have a 45-day approval period.

Question 28: Figure 3 is titled "Prosser Creek Dam Proposed Water Spread Area" in the list of figures and "Proposed Area to Spread Water from Baker Tanks" on the figure itself, and shows an area of 3.78 acres. Figure 3 is not referenced in the body of the Statement of Work. Is the Figure 3 area the "approved adjacent upland site" referred to in paragraph 5.0.B.1.b.iv? Is staging in Baker tanks or equivalent required before spreading, and is there a volume or application rate limit on the spread area?

Response: The 3.78 acres depicted in Figure 3 is the approved adjacent upland site reference in Section 5.0B.1b. iv.

Section 5.0.B.b.iii states “all material and items removed from the spillway shall be properly disposed of offsite”, therefore, the contractor must use methods or equipment to extrapolate the material from the water that is removed from the spillway stilling basin prior to spreading.

Amendment No. 0001

Question 29: FAR 52.236-7, Permits and Responsibilities, places responsibility for obtaining necessary licenses and permits on the Contractor without additional expense to the Government, and Reclamation has obtained the NEPA categorical exclusion. Does Reclamation hold any existing water quality authorization, waste discharge requirement, or Clean Water Act coverage for this work that the Contractor would perform under? If not, please confirm that any Lahontan Regional Water Quality Control Board authorization required for the disposal of water pumped from the basin is the Contractor's to obtain, and state any turbidity, total suspended solids, monitoring, sampling, or reporting requirement Reclamation will impose independently of such an authorization.

Response: Reclamation has obtained the only permit required for completing this work. No other permits are required. Reclamation does not hold any existing water quality authorization, waste discharge requirement, or Clean Water Act coverage for this work.

Question 30: Statement of Work paragraph 1.0 states that Reclamation has obtained Exclusion Category 516 DM 14.5 D(1) and that all work must comply with the exclusion category "as listed in this Performance of Work Statement." No conditions of the categorical exclusion are listed anywhere in the solicitation. Please provide the categorical exclusion documentation and its conditions.

Response: See Reference Document b. Categorical Exclusion Checklist attached.

At the site visit the river outlet works was observed discharging continuously into the pool at the toe of the dam. That pool extends up the channel to the outside of the spillway training wall, whose downstream end steps down and terminates near the adjacent bench grade. The reservoir was drawn well below the spillway crest, so no flow was entering the spillway. The following questions concern that release, because it appears to establish the tailwater at the downstream end of the stilling basin.

Question 31: USGS gage 10340500, Prosser Creek below Prosser Creek Dam, recorded a daily mean release of 44.6 cubic feet per second on August 18, 2026, and daily means between 43.4 and 46.7 cubic feet per second from June 1 through August 20, 2026. Over calendar years 2006 through 2026 the same record shows monthly mean releases from 3.18 cubic feet per second in September 2014 to 600 cubic feet per second in May 2023, with no month of the year consistently low across those years. Please state:

(a) what river outlet works release offerors should assume during the period of performance;

Response: Refer to Q17.b.

(b) whether the release is governed by a minimum instream flow requirement, water right, downstream delivery obligation, the Truckee River Operating Agreement, or any other commitment that fixes the rate, and if so which; and

Response: This is not relevant for completing this SOW.

(c) whether Reclamation will reduce, temporarily suspend, or otherwise adjust the release to lower the tailwater at the stilling basin during performance of this work, and if Reclamation will consider it, the minimum release that can be maintained and the advance notice required.

Response: Reclamation will not reduce, temporarily suspend, or otherwise adjust the releases made at Prosser Creek Dam.

Question 32: No seasonal restriction, in-water work window, or high-flow restriction appears anywhere in the solicitation, against a period of performance of 364 calendar days at a Sierra Nevada site subject to winter conditions. Is there any period during which work in the spillway stilling basin is restricted or prohibited? Please also state what notification Reclamation will provide before any release through the spillway or the river outlet works during the period of performance, and the required response by the Contractor, addressing a spillway release separately from a change in the river outlet works release, since the two reach the stilling basin by different paths.

Response: There is no period during which work in the spillway stilling basin is restricted or prohibited. The Contractor shall determine the best time to complete this work based on historical releases and weather conditions. Reclamation will not be providing any notification for spillway releases.

Question 33: Reclamation Directive and Standard FAC 01-07, paragraph 5.E.(5), states that where safety is an obvious factor in conducting the examination, the personnel utilized must conform to established training and experience required by applicable Reclamation standards, and that contracts to perform these examinations must also include language to this effect.

The solicitation contains no such language and states no qualification, certification, licensure, or experience requirement for the personnel performing the inspection required by paragraph 5.0.B.2 or preparing the report. Please identify the applicable Reclamation standard and state the training and experience Reclamation requires of these personnel, including for any diving operation.

Response: The only section from FAC 01-07 that is applicable to this SOW is Section E.7.a Documentation. The contractor will submit a Spillway Stilling Basin Material Removal Plan prior to commencement of work. This plan must be approved by Reclamation and any methods to be utilized by the contractor will need to follow Reclamation Safety and Health Standards. For diving operations, refer to RSHS 4.07 Diving Operations.

Question 34: Statement of Work paragraph 5.0.B.2.a.i requires the inspection report to cover all requirements listed in FAC 01-07, Section E, paragraph (7) Documentation, and FAC 01- 07 paragraph 2 states that the Directive and Standard applies to Reclamation staff with operational, jurisdictional, review, or oversight responsibilities. Four of the ten items required by paragraph 5.E.(7)(a) call for information a contractor does not hold: item (iii), the names and offices of other participants in the examination; item (vii), a statement regarding the scheduling of the next needed examination; item (viii), the status of any existing O&M recommendations related to the feature being examined; and item (x), signatures of the team leader and those participants responsible for preparing the report. Please confirm which of the ten items the Contractor is required to furnish, provide the existing O&M recommendations related to the spillway stilling basin so that item (viii) can be addressed, identify who serves as team leader for purposes of item (x), and provide the RO&M Field Examination Guidelines, which paragraph 5.E.(5) makes a prerequisite for the team leader and which is not included in the solicitation.

Response: The Contractor will be required to furnish all ten items as required by FAC 01- 07, Section E, paragraph (7) Documentation, with the following exceptions:

(iii) Contractor shall list the names of the participants of the examination

(vii) Contractor does not need to provide the scheduling of the next needed examination

(viii) Contractor does not need to document the status of any existing O&M recommendations related to the feature being examined

(x) Contractor shall provide the signatures of the team leader and those participants responsible for preparing the report

The RO&M Field Examination Guidelines are not applicable to this contract.

Question 35: Paragraph 3.0(a) requires a "Work Plan" with one list of contents, paragraph 5.0.B.1.a requires a "Spillway Stilling Basin Material Removal Plan" with ten enumerated contents, and RSN-6 requires "Approval Data" with three contents. Are these one submittal or separate submittals, and if separate, which contents belong to each?

Response: The Work Plan, Spillway Stilling Basin Material Removal Plan, Approval Data are all one submittal.

Question 36: Statement of Work paragraph 8.0 provides that work shall not proceed without a Government Inspector on the site and that Contractor employees shall be accompanied by a Government Inspector during the work. The term is not defined in the solicitation and is used nowhere else. Please identify who fills this role and state whether that person is the Contracting Officer's Representative, the On-site Government Representative, or another individual; state the days and hours during which a Government Inspector will be available, Amendment No. 0001 the definition of "normal business hours" as used in paragraph 10.0, and the notice the Contractor must give to secure attendance; and confirm whether Reclamation will make a Government Inspector available for Saturday and after-hours work on the two weeks' notice paragraph 10.0 requires. FAR 52.246-12, paragraph (d), incorporated in Section E, provides that the presence or absence of a Government inspector does not relieve the Contractor from any contract requirement, while paragraph 8.0 bars work from proceeding without one. Please state how a working day lost because no Government Inspector is available is treated for purposes of contract time and cost, and confirm whether it is addressed under FAR 52.242- 14, Suspension of Work, the sole clause in Section F.

Response:

Government Regular Working Hours: The government regular working hours at Prosser Creek Dam are between 7:30 A.M and 4:00 P.M., Monday through Friday, except for federal holidays and other days specifically designated by the Contracting Officer. Federal holidays include New Year’s Day, Martin Luther King Jr.’s Birthday, Presidents Day, Memorial Day, Independence Day, Juneteenth, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day. (This information is incorporated in the attached revised Statement of Work).

The Contractor shall schedule regular working hours between 7:30 A.M. and 4:00 P.M., Monday through Friday, except for federal holidays. After-regular working hours are the hours not included in the regular hours as described and include weekends and holidays.

Reclamation will provide an On-Site Government Representative (OGR) during normal business hours. An OGR may be available to work weekends or hours outside of normal business hours if a request is submitted by the contractor at least two weeks in advance and approved by the COR.

Question 37: WBR 1452.237-80 is printed in Section I beginning at paragraph (c), with paragraphs (a) and (b) absent, the numbering skipping from (c)(5)(iv) to (xii), and the printed text ending mid-sentence. Please provide the complete clause text. Paragraph (c)(2)(iii) as printed permits a temporary identification card or visitor identification badge for an individual who will work exclusively outdoors, provided any access to a sensitive area is fully supervised, and paragraph (c)(2)(iv) requires that such supervision be performed by an individual holding an active Government-issued Personal Identity Verification card. Please confirm whether the accompaniment required by Statement of Work paragraph 8.0 is that supervision, whether Contractor personnel will be issued Personal Identity Verification cards or visitor badges for this contract, and whether one Government individual may supervise the entire crew simultaneously or whether supervision is required on a per-person basis.

Response: Updated WBR 1452.237-80 is incorporated in the attached revised Section I.

Reclamation will not be issuing PIVs or visitor badges to the contractor. Only items in Section 8 are applicable.

Question 38: FAR 52.228-15, Performance and Payment Bonds — Construction, is incorporated by reference in Section I with no stated percentage. Standard Form 1442, Block 12b, requires the bonds within 10 calendar days after award. What are the required penal sums for the performance bond and the payment bond?

Response: Please refer to FAR clause 52.228-15 in Acquisition.gov.

Question 39: FAR 52.246-21, Warranty of Construction, is incorporated. On a contract whose principal deliverables are the removal of accumulated material and an inspection report, please state what work Reclamation considers subject to the one-year warranty, and whether the warranty extends to the condition of the basin remaining free of material.

Response: The following work is subject to the one-year warranty of construction:

⦁ Depth and tolerances: Guaranteeing the dredged area meets specified contours

⦁ Material compliance: Confirming sediments are properly classified and handled per environmental standards

⦁ Disposal/remediation: Ensuring dredged materials are disposed at permitted locations

⦁ Workmanship: Proper deployment and operation of dredge equipment and management of sediment disposal areas

Question 40: Please confirm that all work under this contract is performed on and within the spillway stilling basin structure itself, and that the following are outside the scope of work:

the spillway crest structure and approach channel; the concrete-lined chute above the elevation named in paragraph 5.0.B.2.a.iii.4; the river outlet works and its stilling basin; the embankment and toe drains; and any repair, patching, or restoration of concrete, no item for which appears in the price schedule. If any of these is within the scope of work, please identify it and the paragraph of the Statement of Work that requires it.

Response: All work under this contract is performed on and within the Spillway Stilling Basin structure, specifically between Station 16+98 and 18+50 on Drawing 320-D-9.

Please note the upstream station will be where the water meets the concrete at the time the inspection of the spillway stilling basin is completed. All appurtenances outside of this area are not included in this scope of work. Items include but are not limited to the spillway crest structure and approach channel, the river outlet works and stilling basin, the embankment toe drains, and any repair, patching, or restoration of concrete.

Question 41: Please confirm the following points of submission procedure:

(a) Standard Form 1442, Block 13a, requires sealed offers "in original and ___ copies," with the number left blank, due at the place specified in Item 8, which is a physical address, while

Amendment No. 0001

Section L requires three volumes submitted in three separate emails to the Contract Specialist.

Please confirm that email submission is the sole required method, that no paper copies are required, and that no delivery to the Item 8 address is required.

Response: An electronic submission the sole required method of proposal submission.

(b) Block 13a states offers are due at 1400 local time on 09/11/2026 without stating a time zone, while Section L states Pacific Standard Time for the question deadline. Please confirm the time zone applicable to receipt of offers.

Response: All deadlines are PST.

(c) In which volume is Section J Attachment 2, Offeror Responsibility Information, submitted, are its labor and equipment schedules to be completed for subcontractors as well as the offeror, and is the "Percent Subcontracted" column computed on the same basis as the FAR 52.219-14 worksheet at Attachment 5?

Response: The Offeror Responsibility Information (Section J–Attachment 2) must be completed for both the prime offeror and all major subcontractors. It is a standalone document, separate from Section J–Attachment 5, and does not need to be completed using the same criteria or format as the FAR 52.219‑14 worksheet.

(d) In which volume is Section J Attachment 5, the FAR 52.219-14 Limitations on Subcontracting Worksheet, submitted, and is it required with the offer?

Response: Yes, it is required and should be included in Volume III.

(e) The Section M acceptability standard for Subfactor 1A requires that "Current and valid business license(s) were provided," and Section L contains no corresponding submission instruction. Which licenses should be provided, and in which volume?

Response: This sentence is being removed from Section M for evaluation purposes.

However, per FAR 52.236‑7 (Permits and Responsibilities) in Section I, offerors are still required to obtain all necessary licenses, permits, and certifications at their own expense before contract performance.

Proposed Action Reclamation’s proposed action is to perform recommended maintenance of the Prosser Creek Dam spillway stilling basin identified in 2010 and 2022 underwater inspections (Reclamation Category 2 Recommendation #2011-2-A). The concrete spillway chute inside the stilling basin contains 40 cubic yards of rock, sediment, and miscellaneous debris which is preventing visual inspection of the concrete. This material could affect the performance of the chute’s floor drains or damage the concrete during spillway operations. The material will be removed using a crane, trash pump, and Reclamation dive team. Most of the material would be disposed of off site at a local landfill facility.

Suitable boulders may be retained on site for use as riprap. Pump water will be disposed of at an adjacent upland site using best management practices. Prosser Creek Dam is approximately 4 miles northeast of Truckee, Nevada County, California.

Exclusion Category 516 DM 14.5 D. (1) – Maintenance, rehabilitation, and replacement of existing facilities which may involve a minor change in size, location, and/or operation.
