About this file
This is a Request for Quotation (RFQ) for commercial products and services issued by the Bureau of Reclamation's California-Great Basin region for Northern California Area Office (NCAO) Power Plant Oil Replenishment.
The solicitation seeks the supply and bulk delivery of 5,900 gallons of new Chevron GST oil ISO 68 to three separate power plant facilities: Trinity Power Plant (2,000 gallons), Shasta Power Plant (2,400 gallons), and John Francis Carr Power Plant (1,500 gallons). This is a total small business set-aside requirement with a NAICS code of 324191 and size standard of 900 employees. Quotations must be submitted via email in PDF format to Erma Clark at erma_clark@ios.doi.gov no later than 11:00 AM Pacific Daylight Time on Tuesday, June 16, 2026. The contract will be awarded on a Lowest Price Technically Acceptable (LPTA) basis with firm fixed pricing. All unit prices are FFP and must remain fixed throughout the contract duration. Quoters must submit completed pricing pages and verify their SAM.gov representations and certifications are current within the last twelve months. The quote validity period is 90 days from submission. Contract performance must be completed within 90 days of award, with deliveries occurring between 8:00 AM and 4:00 PM Pacific Standard Time, Monday through Friday, excluding federal holidays. The contractor must provide all labor, tools, equipment, transportation, regulatory compliance, containment, and cleanup, including oil spill prevention and calibration certificates after each delivery. Security clearance requirements apply as all three facilities are secure government installations requiring advance notice of personnel with valid government-issued photo identification. The SOW emphasizes that Chevron GST oil ISO 68 specifically is required due to compatibility with existing oil systems, and substitution with alternative brands is not feasible without costly system drainage and flushing.

NCAO Power Plant Oil Replenishment Statement Of Work (SOW)
1.0 BACKGROUND
A. During an inspection of the Bureau of Reclamation’s (BOR) California Great Basin (CGB) NCAO power plant oil inventory, it was identified that three (3) power plants are experiencing significant oil shortages, specifically:
1. Total of 5900 gallons of new Chevron GST oil ISO 68 for three (3) NCAO power plants (Trinity Power Plant, Shasta Power Plant, and John Francis Carr Power Plant).
2. Any further delay in procurement of oil would shut down one (1) if not all three (3) power plants.
3. The deliveries must be in bulk delivery to each plant, one (1) power plant at a time. Deliveries to each power plant may be coordinated on different dates but must be completed the same day as initial arrival at each power plant site.
2.0 OBJECTIVES
A. This contract would accommodate the bulk delivery on three (3) separate dates to three (3) separate
NCAO Power Plants.
B. At the conclusion of this contract, all NCAO power plants shall be supplied with sufficient Chevron
GST oil ISO 68 to provide one full complement of replacement bearing oil in the reserve clean-oil tank, along with adequate additional capacity to drain and purify an additional unit at the same facility.
C. The oil supplied must be new and the following name brand: Chevron GST oil ISO 68 as other oils have been adopted with adverse results of either contaminants, higher than normal bearing temperatures, and/or short oil life.
D. Oil characteristics: API gravity: 31.7; Viscosity, Kinematic cST at 40 degrees C: 68.0, cST at 100 degrees C: 8.8, Viscosity, Saybolt SUS at 100 degrees F: 352, SUS at 210 degrees F: 55.9; Viscosity Index: 102; Flash Point degrees C: 245; Pour Point degrees C: -30, Oxidation Stability ASTM D943:
11,000, ASTM D2272: 1400.
Chevron GST oil ISO 68 contains a specific blend of antioxidants, rust inhibitors, and anti-foaming agents that is uniquely formulated for turbine and hydropower equipment. These additive packages vary significantly across brands, meaning that each manufacturer incorporates different chemistries to achieve oxidation resistance, water separation, and thermal stability.
Other oil brands, despite meeting the same ISO 68 viscosity classification, may use incompatible additive technologies. These incompatibilities can result in oil instability, sludge formation, reduced lubricity, or premature degradation when mixed with the Chevron GST product already in use. Because the existing stock across the NCAO power plants consists exclusively of Chevron GST oil ISO 68, introducing a different brand would require full system drainage and flushing to avoid contamination an action that is costly, operationally disruptive, and unnecessary.
CGB power plants are currently operating with Chevron GST oil ISO 68 already in their lubrication systems and reserve tanks. Since oils rely on tightly balanced additive systems, introducing another brand, even if it meets the same ISO viscosity grade, can disrupt the chemistry of the existing oil. Mixed additive formulations can neutralize each other, accelerate oxidation, reduce wear protection, or create deposits, all of which are detrimental to proper bearing and equipment performance. For these reasons, Chevron GST oil ISO 68 must be used consistently to maintain system integrity and ensure that plant equipment continues functioning as designed.
Maintaining a single, consistent oil brand prevents additive conflicts, ensures continued equipment reliability, and aligns with the existing plant maintenance protocols. Therefore, other oil brands are not feasible alternatives for this requirement.

"The information specifically identified on pages of this proposal constitutes trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act. The offeror requests that this information not be disclosed to the public, except as may be required by law. The offeror also requests that this information not be used in whole or part by the government for any purpose other than to evaluate the proposal, except that if a contract is awarded to the offeror as a result of or in connection with the submission of the proposal, the Government shall have the right to use the information to the extent provided in the contract."
(c) The offeror shall also specifically identify trade secret information and confidential commercial and financial information on the pages of the proposal on which it appears and shall mark each such page with the following legend:
"This page contains trade secrets or confidential commercial and financial information which the offeror believes to be exempt from disclosure under the Freedom of Information Act and which is subject to the legend contained on the cover page of this proposal."
(d) Information in a proposal identified by an offeror as trade secret information or confidential commercial and financial information shall be used by the Government only for the purpose of evaluating the proposal, except that (i) if a contract is awarded to the offeror as a result of or in connection with submission of the proposal, the Government shall have the right to use the information as provided in the contract, and (ii) if the same information is obtained from another source without restriction it may be used without restriction.
(e) If a request under the Freedom of Information Act seeks access to information in a proposal identified as trade secret information or confidential commercial and financial information, full consideration will be given to the offeror's view that the information constitutes trade secrets or confidential commercial or financial information. The offeror will also be promptly notified of the request and given an opportunity to provide additional evidence and argument in support of its position, unless administratively unfeasible to do so. If it is determined that information claimed by the offeror to be trade secret information or confidential commercial or financial information is not exempt from disclosure under the Freedom of Information Act, the offeror will be notified of this determination prior to disclosure of the information.
(f) The Government assumes no liability for the disclosure or use of information contained in a proposal if not marked in accordance with paragraphs (b) and (c) of this provision. If a request under the Freedom of Information Act is made for information in a proposal not marked in accordance with paragraphs (b) and (c) of this provision, the offeror concerned shall be promptly notified of the request and given an opportunity to provide its position to the Government. However, failure of an offeror to mark information contained in a proposal as trade secret information or confidential commercial or financial information will be treated by the Government as evidence that the information is not exempt from disclosure under the Freedom of Information Act, absent a showing that the failure to mark was due to unusual or extenuating circumstances, such as a showing that the offeror had intended to mark, but that markings were omitted from the offeror's proposal due to clerical error.
