About this file
This is Standard Form 30, Amendment 0002 to Solicitation 140R2026Q0087, issued by the Bureau of Reclamation's Mid-Pacific Region, Northern California Area Office (NCAO). The amendment extends the proposal submission deadline from June 16, 2026, at 11:00 AM Pacific Daylight Time (PDT) to June 17, 2026, at 11:00 AM PDT, and provides answers to four vendor inquiries regarding the Power Plant Oil Replenishment procurement.
The solicitation seeks oil delivery services to three Bureau of Reclamation power plants: Trinity Power Plant, Shasta Power Plant, and John Francis Carr Power Plant. In response to vendor questions, the government confirmed that semi-trucks and trailers have adequate access to all delivery locations; connection points vary between 2-inch and 3-inch configurations, and vendors should be prepared for both; approximately 30 feet of hose length is sufficient from truck offload points to connection points; and oil filtration prior to delivery is not required—direct transfer from delivery equipment to government reservoirs/tanks is acceptable. Contractors must acknowledge this amendment by submitting a signed copy of Standard Form 30 along with their quotes. The amendment is effective June 16, 2026, and must be received prior to the new closing deadline.
