About this file
This document is Amendment No. 0007 to a solicitation for the design, fabrication, and installation of a Vessel Exclusion Barrier and Debris Boom system at Folsom Dam for the Bureau of Reclamation's Mid-Pacific Region. The solicitation number is 140R2026B0001, effective date August 25, 2026.
The scope of work requires the contractor to design and install a modular vessel exclusion barrier with integrated debris boom functionality operational between water elevations of 350 and 475 feet. The system must consist of six primary components: floatation assembly, capture assembly (debris curtain), anchor/mooring system, gate assembly, connection assembly, and visual/lighted warning systems. The barrier shall remain functional and intact after impact by a designated threat vessel and must withstand wind speeds of 43-52 mph, 5-foot wave effects, and discharge currents of 200,000 cubic feet per second. The design life requirement is 50 years for new features and 20 years for wearing parts (wire rope, module-to-module connections, and transition nets). Key deliverables include design calculations, shop drawings, manufacturer product data, installation procedures, weld certifications, and barrier certification per ASTM F2766-11 at minimum Level C (600,000 ft-lbf kinetic energy). Materials specified include galvanized steel components, polystyrene foam floatation, PVC-coated chain-link debris curtain, and marine-grade warning lights. The measurement and payment structure is lump-sum pricing for the barrier assembly, gate module, onshore anchor, moorings, and certification, with unit pricing for spare connectors, spare modules, warning lights, and warning signage. The document references drawing sheets 485-208-60331 and 485-208-60332 for module connection details and debris curtain specifications.
