About this file

This is an Amendment No. 0004 to Solicitation No. 140R2026B0001 for the Folsom Dam Vessel Exclusion Barrier (VEB) and Debris Boom project issued by the Bureau of Reclamation, Mid-Pacific Region. The amendment modifies the original solicitation dated 08/03/2026 and was issued on 06/29/2026. The solicitation requires design, fabrication, and installation of a vessel exclusion barrier system at Folsom Dam in California that functions as both a vessel barrier and debris boom. The barrier must consist of modular floating units with floatation assemblies, debris capture assemblies, anchor/mooring systems, gate assemblies, connection assemblies, and visual/lighted warning systems. The new VEB must be certified to either ASTM F2766-11 standard or NAVSEA standards at minimum Level C (600,000 ft-lbf kinetic energy, equivalent to an 8,500 lb boat at 40 knots). Critical design requirements include minimum 50-year design life for new features, 20-year life for wearing parts, functionality between 350-475 feet water elevation, and ability to withstand 60 mph winds with 75 mph gusts, 5-foot waves, and 7-10 knot currents. The contractor must provide spare module-to-module connectors and spare modules totaling at least 40 linear feet, with 44 warning lights and 22 warning signs spaced appropriately. Work is restricted to 7:00 AM to 4:30 PM Monday through Friday, excluding federal holidays, and must accommodate golden mussel quarantine requirements beginning May 14, 2025. The successful offeror is not responsible for certifying the existing VEB portion remaining in place. Buy American Act requirements apply per FAR 52.225-11 Alternate I.

Folsom Dam Vessel Exclusion Barrier (VEB) and Debris Boom

Solicitation Number: 140R2026B0001

Pre-Bid Questions and Answers 1

Question 1: Does the BOR have a list of VEB systems that are certified to ASTM F2766?

Question 1 Response: No

Question 2: Is the Bureau of Rec requesting Evidence/Certification of testing prior to award?

Question 2 Response: Yes, see the revised section 35 79 30 requirements, with content requiring coordination with the COR for certification activities removed.

Question 3: Is the BOR only considering VEB that have already achieved certification of ASTM

F2766?

Question 3 Response: Yes, the New VEB shall all-ready be certified. See revised section 35 79

30, which requires NAVSEA certification or certification in accordance with ASTM F2766-11.

Question 4: Is the BOR willing to allow the certification process/timeline to be included in the procurement?

Question 4 Response: No, Reclamation does not plan to extend the offer due date of August 10, 2026, at 13:00 pm. Offerors shall provide this certification as part of their Offer in accordance with Section I, WBR 1452.237-80.

Question 5: Will the Bureau of Rec consider an equal or better alternative to the VEB at Folsom

Auxiliary Dam?

Question 5 Response: Yes, provided the VEB meets contract drawing, specification and certification requirements.

Question 6: Although computer simulation modeling is not listed in ASTM F2766 as a method of certification, it is accepted throughout the NAVSEA and DoN community for barrier testing.

Request that modeling be accepted by the Bureau of Rec for its certification.

Question 6 Response: See the response to Question 3.

Question 7: Timing of ASTM F2766-11 Certification Reference: Price Schedule CLIN 13 and

Section I (WBR 1452.237-80) Description: There is a contradiction regarding the timing of the barrier certification. CLIN 13 lists "Certification" as a post-award lump-sum pay item. However, Section I indicates that proof of ASTM F2766-11 certification must be provided "as part of any contractor proposal." Question: Please clarify if the physical crash-test certification must be fully completed and submitted with the pre-bid proposal, or if this is a post-award requirements implied by CLIN 13.

Question 7 Response: See the responses to Questions 2 and 3.

Question 8: Power Source for Warning Lights and Signage Reference: Price Schedule CLINs 11 and 12 Description: The solicitation requires 44 Warning Lights and 22 Warning Signage units, but does not provide an electrical infrastructure CLIN. Question: Are the warning lights and signage units assumed to be self-powered (e.g., solar or battery-operated)? If they require hardwired continuous shore power, will an electrical infrastructure/trenching CLIN be added to the schedule?

Question 8 Response: Refer to Specification Section 35 79 30 – 2.03 P and Q requirements.

Question 9: Missing Demolition and Salvage Ownership Instructions Reference: Price Schedule

CLIN 3 (Selective Site Demolition) Description: CLIN 3 requires the contractor to "remove and salvage part of the existing barrier." Question: Will the NDA-protected drawings explicitly distinguish which elements are to be removed versus salvaged? Furthermore, who assumes ownership of the salvaged materials (e.g., Owner-Retained vs. Contractor Disposal),and where on-site are salvaged items to be turned over?

Question 9 Response: Refer to Specification Section 02 41 13 – 1.02 A requirements.

Question 10: Pricing Allocation for Spare Module Hardware Reference: Price Schedule CLINs 7 and 10 Description: The solicitation requires the provision of spare connectors and "the required hardware for use." However, CLINs 7 and 10 only provide unit pricing for the parts themselves.

Question: Should the cost of the "required hardware for use" be distributed within the unit prices for the Spare Connectors (CLINs 7 and 10), or will a separate line item be created for the hardware?

Question 10 Response: Include hardware costs for Spare Module-to-Module connectors with

CLIN 7. Include hardware costs for the spare module with CLIN 10.

Question 11: Pricing for Clump Anchors and Buoys Reference: Brief Description of Work and

Price Schedule CLIN 9 Description: The Brief Description of Work requires "clump anchors, buoys and moorings," but the pricing schedule only includes a line item for "Moorings"(CLIN

9). Question: Should the costs for clump anchors and buoys be lumped into the CLIN

9"Moorings" price, or were line items for anchors and buoys inadvertently omitted?

Question 11 Response: Yes, refer to Specification Section 35 79 30 1.01 E requirements.

Question 12: Definition of Government Established Working Hours Reference: Site Access and

Deliveries Description: The IFB restricts personnel access and deliveries outside of the
