About this file
This document is a Questions and Answers record from a site visit for the CCAO Fire Alarm Services solicitation (140R2025Q0058) issued by the Department of the Interior Bureau of Reclamation. The Q&A addresses several key clarifications for potential contractors, including: NICET certification is not mandatory, but experienced technicians are required; the solicitation removed a routine maintenance repair list to simplify bidding; and inspection requirements for fire water pumps and systems. Notably, for fire pump inspections at the Nimbus Power Plant, the vendor is expected to conduct four types of inspections per system: Quarterly, Semi-Annual, Quarterly, and Annual, with specific guidelines that one level of inspection supersedes lower-frequency inspections (e.g., an annual inspection negates the need for quarterly or semi-annual inspections).
Additional technical details include that fire alarm notifications use auto dialers to contact the Folsom Powerplant Control Room, and some documentation like CO2/clean agent suppression system test plans and drawings will only be made available after contract award. The Performance Work Statement (PWS) indicates that monthly maintenance inspections will be handled by in-house crafts, with the vendor required to provide comprehensive job plans to ensure compliance. The Base Year will involve planning for NFPA 25 five-year inspection and maintenance requirements for fire water pumps.

Questions and Answers from the Site Visit
1. Is NICET certification a requirement?
The PWS indicates 'or equivalent,' meaning NICET certification is not mandatory. The focus is on finding experienced and qualified technicians for the tasks at hand.
2. Why was the solicitation changed to remove the list of repair needs?
The repair items list that was removed is considered routine maintenance, which would complicate the bidding process if included. Regular maintenance will be covered under the Performance Work Statement, while any significant repairs beyond routine maintenance will be addressed through a contract modification. A list of repair needs will be provided after award.
3. Fire water pumps:
Documented proof of the NFPA 25 five-year inspection and maintenance requirements is currently unavailable. Planning for this will be necessary in the Base Year.
4. Test plans and drawings:
Previous CO2/clean agent suppression system test plans and relevant drawings will be available for review after the contract is awarded.
5. Fire alarm notifications monitoring:
Auto dialers are used to automatically call the Folsom Powerplant Control Room.
6. Can you please provide clarification on the two (2) fire pumps at Nimbus Power Plant and if annual and monthly inspections are required on each of them? This is regarding whether you need to only have annual inspections each year, or if you need the contractor to perform the required monthly inspections. 1 visit per year for an annual vs 12 visits per year for monthly will have a major implication on pricing:
The vendor is not expected to provide monthly maintenance and inspection requirements. Per PWS 3.1 Performance Requirements - Monthly Inspections, we require comprehensive job plans for our in-house crafts to ensure compliance.
The vendor must conduct four inspections for each system:
Quarterly Inspection
Semi-Annual Inspection
Quarterly Inspection
Annual Inspection
*A quarterly inspection is not required if a semi-annual or annual inspection has been performed. A semi-annual inspection is not required if an annual inspection has been performed.
