PERFORMANCE WORK STATEMENT (PWS)

CCAO FIRE ALARM SYSTEMS

1.0 Background

The Central California Area Office (CCAO) manages fire alarm and suppression systems at various facilities, including dams and power plants. While Operations and Maintenance (O&M) personnel can perform some inspections and repairs, they are not authorized to certify these systems. Regulatory requirements stipulate that inspections and testing must be conducted by certified third-party professionals in accordance with National Fire Protection Association (NFPA) standards. O&M personnel do not possess the specialized training and certifications required for official system certification. Notably, all fire alarms are connected to an auto dialer that alerts the Folsom Operations Control Room.

The purpose of this contract is to provide comprehensive services for the inspection, maintenance, repair, testing, and documentation of fire alarm and suppression systems. The contract includes a base year with options for additional years, contingent on the contractor's satisfactory performance and the Government's needs. These services are essential for identifying deficiencies and ensuring the effective operation of the systems, thereby safeguarding both maintenance personnel and the public.

1.1 Introduction

This Performance Work Statement (PWS) outlines the requirements for the inspection, maintenance, and repair of fire alarm systems at various facilities managed by the Central California Area Office (CCAO). The Contractor is responsible for ensuring compliance with all relevant regulations, including those set by the Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), and Hazardous Energy Control Procedures (HECP). The Contractor must deliver high-quality services to ensure the safety and functionality of the fire alarm systems.

Work will be performed at the following locations:

New Melones Dam and Powerplant, 16805 Peoria Flat Road, Jamestown, CA 95327 Folsom Dam, Powerplant & Facilities, 7794 Folsom Dam Road, Folsom, CA 95630 Nimbus Dam and Powerplant, 1901 Hazel Avenue, Gold River, CA 95670

Monthly Inspections (Provide comprehensive job plans that meet NFPA 12, NFPA 72, NFPA 2001, and NFPA 750 compliance for each system. Will be performed by inhouse crafts.)

Quarterly Inspections

Perform inspections every three months to ensure compliance with NFPA standards, including:

Inspect supervisory signaling devices and radiant energy fire detectors.

Inspect water lines connected to the fire sprinkler system.

Conduct battery tests, including charge and load tests.

Test initiating and signaling systems.

Semi-Annual Inspections

Conduct inspections every six months to evaluate system performance, including:

Sensitivity Testing: Use calibrated equipment to verify smoke detector responsiveness within the prescribed sensitivity range. Make adjustments or replacements as needed.

Annual Inspections

Execute a comprehensive annual inspection, including:

Testing of all components and systems to ensure compliance with regulatory requirements, along with a review of all previous inspection and testing records.

3.2 Routine Maintenance

Conduct routine maintenance on all fire alarm systems in accordance with manufacturer specifications and industry best practices. This includes, but is not limited to:

• Testing and calibrating alarm systems.

• Cleaning and adjusting detectors and panels.

• Replacing batteries, fuses and other consumables.

3.3 Repairs

Coordinate all necessary repairs identified during inspections or reported by facility personnel.

• Collaborate with the Contracting Officer (CO) and Contracting Officer's Representative (COR) for contract modification approval.

4. Deliverables and Requirements The Contractor shall provide the following deliverables:

4.1 Job Hazard Analyses (JHAs)

The Contractor shall submit written JHAs as outlined in Sections 3 and 4 of the Reclamation Safety and Health Standard (RSHS) for review and acceptance by Reclamation.

JHAs must be submitted for all tasks associated with the contract.

JHAs are an annual requirement and should include updates as necessary. The Contractor shall submit a new program annually or provide updates to the original if minor.

JHAs must be site-specific for the planned inspection and testing tasks.

The Contractor shall provide printed JHAs on the day of a planned task and review and sign them with the Contracting Officer's Representative (COR). Participation in joint JHA field meetings with Reclamation is mandatory prior to the commencement of any on-site activities.

No work shall proceed without an approved safety program and JHAs pertinent to specific inspection and/or testing activities.

4.2 Annual Work Plan and Schedule

The Contractor shall provide an annual work plan and schedule for approval/acceptance based on the list of facilities and systems indicated.

The annual work schedule and plan must include a list of inspection and testing items per the latest NFPA 12, NFPA 72, NFPA 2001, and NFPA 750 publications, formatted in a spreadsheet.

Due to the high impact of loss of power generation, outages should be scheduled only during the months of October, November, December, January, February, and March, with few exceptions.

Reclamation allows alternative methods to measure CO2 content in cylinders per FIST 5-12, Appendix C, to mitigate hazards associated with weighing high-pressure cylinders.

4.3 Test Plans

The Contractor shall provide an appropriate test plan for each scheduled inspection/testing activity, as outlined in NFPA 72, Chapter 14.2.10.

Test plans must be submitted at least five business days prior to the scheduled inspection/testing activity if no outage is required, and at least three weeks' notice if an outage is required.

The test plan should identify any steps/actions to be performed by others, such as removing the discharge head from a CO2 manifold for the purpose of simulating a discharge.

4.4 Inspection and Testing Requirements

The Contractor shall perform inspections and testing per the approved work plan, schedule, and test plans. The Government reserves the right to cancel or defer an inspection or testing activity for various reasons.

Testing shall include “bringing-in” 100% of the devices annually. The Contractor shall document the devices tested on a six-month interval and include this information in their report.

Inspection Reports: Detailed reports shall be submitted within 7 calendar days of each inspection, including findings, recommendations, and actions taken. The report must:

Identify any deficiencies preventing “certification” of the systems that must be corrected.
