STATEMENT OF WORK
AMENDED 6/24/2025
1.0 BACKGROUND
Shasta Dam is considered a National Critical Infrastructure (NCI), and it is imperative to ensure the dam and powerplant continue to operate without interruption. Based on a Security Effective Assessment in January of 2024, the Region and NCAO leadership have determined the need for a response capable armed guard force at Shasta Dam, specifically the Security Response Force (SRF). Shasta Dam has a requirement for an indoor range for SRF personnel to conduct firearms training and qualifications year around.
2.0 OBJECTIVE
The objective of this contract is to obtain a live fire range that eliminates SRF personnel from having to travel offsite to conduct training and the ability to conduct firearms training during inclement weather.
3.0 SCOPE
The scope of work for this requirement includes:
a) Supplying the one (1) modular indoor shooting range, in accordance with the specifications identified in Section 4.0 6.0.
b) Transporting and placing the modular indoor shooting range on-site
c) Installing the modular indoor shooting range on-site in accordance with all local, state and
Federal requirements.
d) Providing one, 2-hour training session to Reclamation personnel covering system maintenance, operations, and troubleshooting.
e) The option to purchase a second indoor range with the same salient characteristics and requirements listed on this statement of work (SOW). The option will expire on 01/01/2027.
4.0 TYPE OF CONTRACT
This will be a firm-fixed price purchase order.
5.0 LOCATION – The location of delivery for primary unit will be as follows:
Bureau of Reclamation
Shasta Maintenance Center 16349 Shasta Dam Blvd Shasta Lake, CA 96022-9019
The exact coordinates of the proposed placement are:
40°42’54.45” N 122°25’46.92” W elev. 630 ft
Optional Unit (if exercised) location:
Folsom Dam Bureau of Reclamation 7794 Folsom Dam Road-Receiving Folsom, CA 95630
6.0 REQUIREMENTS
The contractor shall provide a modular containerized build indoor shooting range that has a two
(2) lane .308 ball munition rated 100-yard modular, transportable, small arms training range. The modular range must equal a 100-yard shooting distance not to exceed 360’ in length and must be capable of supporting live fire with weapons up to (and including) 5.56mm and .223 ammunitions, hollow point and frangible ammunition for weapon training up to 3240 FPS and/or 1286 ft. lbs.
The modular range system shall be designed to retain full structural integrity to support all ballistic treatments, ventilation equipment, and accessories. The system must maintain 100% full ballistics (projectile & ricochets) containment to allow for placement at a zero-surface danger zone (SDZ) site creating a safe shooting environment. Containment integrity shall be coordinated with the design and installation of ventilation systems, environmental control systems, noise reduction controls, entry/exit controls and general construction. The modular containerized range system shall be designed and constructed with .308 caliber rated ballistic interior walls, ceiling, and must have two (2) steel vertical bullet traps to eliminate the possibility of projectiles from ricocheting toward the shooting stalls and shooters.
a) The modular containerized range system shall be pre-engineered to allow for assembly and full operation in its original design, possess the capability to be disassembled, transported and reassembled as a complete fully operational two (2) lane modular range system at different locations utilizing standard construction methods and commercial transportation.
The range system must be able to withstand numerous weather conditions to include but not limited to rain, snow, wind and prolonged exposure to sun including heat of approximately 115°F for sustained periods.
b) The modular range system shall be designed with the ability to control dimmable lighting during live fire operations to allow for simulation of nighttime firing and with a turning, self-propelled 360-degree target retrieval system able to be controlled from a master control panel and at each lane of fire. The MISR must have a 110/220v AC power connections setup for a training simulator to be installed at a later date.
c) The modular range system shall be designed and constructed in a manner that allows for the SRF firearm instructor to have access to control panels of all range operations from a single point while maintaining vision of each lane of fire. Within the modular indoor range there will be a control room and all required IT-related software and hardware, allowing the instructor to view the actions of the students on the firing line. The software and hardware will allow for control all training equipment e.g. lights, targets, temperature, ventilation, sound etc. and allow the instructor to communicate with and hear the students on the firing line. The modular indoor range will include a wireless tablet and ability to charge the tablet allowing the instructor the mobility to control the target system at the firing line. The contractor will provide one (1), training class, or up to 2hrs of training, on how to operate the control room technology and equipment and mobile tablet. This includes basic operation, creating and uploading new training courses of fire, and system/equipment troubleshooting.
d) The modular range system must be equipped with an HVAC system that is permanently fixed to the system, in an area that will not impede the moveability of the range. The HVAC must be capable of maintaining a consistent interior temperature of 72 degrees Fahrenheit regardless of the exterior temperature outside. The HVAC system must maintain constant air flow and a negative pressure to ensure that lead, smoke and airborne particulate are moved away from the shooter. All air must pass through a high efficiency particulate air (HEPA) filter rack before it is exhausted outside of the range system.
e) The flooring from the shooting stalls and everything behind will be painted black. The stalls must have a swing down shooter’s tray, and a collapsible shooting barricade.
f) Sound test results shall be submitted prior to award of contract. Standard that the contractor should meet includes using a 5.56mm and .223 rifle. The sound when using both at 25 feet shall be under 100db, 50 feet under 90db, 75 feet under 80 db and 100 feet should be under 70db. The test results submitted are required to be from a like model or design constructed with the same materials as the modular indoor shooting range specified in the SOW.
g) The contractor shall be responsible for removing all debris and surplus chemicals or liquids used during the installation.
h) The contractor will provide a comprehensive list of all maintenance that needs to be completed on the infrastructure and operating system. This includes but is not limited to routine maintenance (on a monthly and yearly basis) as well as preventative maintenance (on a monthly and yearly basis).
i) The contractor shall be responsible for all labor, parts and materials necessary for installation. No Government furnished property will be provided.
j) Desired MISR interior height: no less than 84” excluding the required equipment hanging from the ceiling.
k) Desired MISR width: no less than 8’.
