The solicitation is set aside for small businesses and seeks a two-lane indoor shooting range with specific requirements including a minimum interior height of 84", a minimum width of 8', and maintaining a 72°F internal temperature. The government will provide 150 amp/120/208 V/3-phase/60 Hz power, communications, and concrete footers to be set on asphalt and dirt.
Key details include a one-year delivery timeframe from the award date, payment within 14 days after receipt and acceptance, and a requirement to meet California Building Code standards. Vendors are expected to provide bullet traps that minimize safety risks and enable efficient lead collection. The solicitation emphasizes function and safety over specific manufacturer requirements, and no tax will be applied as federal agencies are tax-exempt entities. Answer 1 (A1): Reference statement of work (SOW), 6.0 Requirements, paragraph f). Specific acoustical treatments or rubber panels are not identified in the SOW and should be determined by the vendor.
Q2: Sound Level Testing - What is the timeline for the sound level testing outside the range prior to award of contract? How much notice will vendors have to complete this testing? What are the existing ambient sound levels at this location for the range (40°42'54.5"N 122°25'46.9"W)?
A2: Reference SOW, 6.0 Requirements, paragraph f) for guidance regarding submitting testing results prior to award. The test results submitted are required to be from a like model or design constructed with the same materials as the modular indoor shooting range specified in the SOW.
Q3: Do you require a control room?
A3: Reference SOW, 6.0 Requirements, paragraph c) for guidance on control room requirements. Additional language added to SOW via amendment.
Q4What is the desired interior height of the range?
A4: No less than 84” excluding required equipment hanging from ceiling. Additional language added to SOW, 6.0 Requirements, paragraph j) via amendment.
Q5: How wide do you want the modular range for the 2 lanes? (4’ for each lane? This would mean the total width of the structure would be approx. 10’)
A5: No less than 8'. Additional language added to SOW, 6.0 Requirements, paragraph k) via amendment.
Q6: What type of roof access is desired? Is a ship ladder required? Are railings required on top of the unit?
A6: The SOW does not specify these requirements. All applicable county, state, and federal codes and regulations shall be followed when designing and fabricating the indoor range.
Q7: Bid says the government will provide power and communications; will the client provide 3 phase 208 Volt power? Will internet be provided for the unit?
A7: Government will provide power (reference SOW 7.0, additional language added to SOW via amendment). Government will provide 150 amp/120/208 V/3-phase/60 Hz (reference SOW 7.0, additional language added to SOW via amendment). Government will provide communications for future use of phone (reference SOW 7.0, additional language added to SOW via amendment).
Q8: Bid requires maintaining 72°F temp inside range, will the government provide the needed 3 phase 208V power to power this equipment? Will the client consider a cheaper evaporative cooled system that offers a max 30 degrees of cooling to reduce up front and operational cost?
A8: The Government will provide the following power: 150 amp/120/208 V/3 phase/60Hz
(reference SOW 7.0, additional language added to SOW via amendment). Government will not consider an alternative evaporative cooled system.
Q9: What is the desired method of heating the range? Natural gas, propane or electric? If

The specific design requirements are listed in an effort to minimize safety risks to the personnel utilizing the equipment and for efficient lead collection for each of the two shooting lanes.
Q17: May we assume that function and safety are more important than specific manufacturer, and that any commercially available bullet trap rated for the ammunition, velocity, and energy limits stated in the solicitation—One that also performs the stated function; “…to eliminate the possibility of projectiles ricocheting toward the shooting stalls and shooters,” will satisfy this requirement?
A17: The design requirements are stated in an effort to minimize safety risks to the personnel utilizing the equipment and for efficient lead collection for each of the two shooting lanes.
