Shasta Dam Temperature Control Device Hanger Rod Installation (NCAO)
Questions and Answers
1. Question: Can removal of the temporary hanger rod be extracted up through the left side upstream penetration through the dam deck? See detail 1 of Figure 1.
Response: Yes, if the rod is cut above the first jam nut and coupler as the nuts and couplers are too large to go through the 6-inch PVC sleeve embedded in the concrete.
2. Question: Can installation of the new hanger rod be placed down through the left side upstream penetration though the dam deck? See detail 1 of Figure 1.
Response: The hole in the embedded plate in the dam deck (sidewalk) and PVC sleeve in the concrete are 6-inches in diameter. A rod without jam nuts and couplers could fit as the rod dimensions are 5 ¼-inch.
3. Question: Will couplings have to be removed on the temporary hanger rod assembly be extracted up through the left side upstream penetration through the dam deck ? See detail 1 of figure 1.
Response: Yes, please see responses to Questions 1, 2, and 5.
4. Question: Section 1.03A - Recommended Sequence in the Statement of Work states, “Removal and installation shall be completed within a single shift ensuring that there will be (4) hanger rods installed at all times between shifts. Also, according to Section 1.01 A. 2.
a. Maximum time without existing or new rod assembly: 48 hours. Can you please clarify the duration of the hanger rod replacement?
Response: The Statement of Work is correct. The existing uncoated rod must be removed and the new rod installed with the nuts to a snug fit in a single shift.
Section 1.01 A.2, is incorrect and should state single shift. Please see correction in page 11 of the revised Statement of Work attached in Amendment 001.
5. Question: Can you please confirm the diameter of the dam deck penetration? See detail 1 of figure 1.
Response: The diameter of the dam deck penetration cannot be confirmed. The hole was not in line with the 6-inch PVC sleeve embedded in the concrete below, so the dam deck penetration had to be elongated. The hole is large enough for the new rod as the temporary rod is the same diameter of 5 ¼-inches and is in place now.
6. Question: Who was the contractor of record in 2023 for the placement of the temporary hanger rod assembly?
Response: Shimmick Construction Company Inc. was the contractor awarded with Contract No.
140R2024C0004, responsible for the placement of the temporary hanger rod assembly.
7. Question: Please provide the dimensions of the new heavy hex nuts, plate washers and couplers. In addition, what are the weights of the new heavy hex nuts, plate washers and couplers?
Response: Please see attached drawing with the requested information.
8. Question: Referring to Part 2 “Coatings” in the Statement of Work. Please confirm our assumption that as per Coating Tabulation No. 1, we have the choice to use either option 1 -
Wax Tape or option no. 2 - Epoxy coating.
Response: You are correct, either option is acceptable.
9. Question: Referring to Section 1.05 D.1. in the Statement of Work, it states, “Closure of the upstream lane of the Dam Crest Road is acceptable while contractor is mobilized for the work.” Can the contractor close the upstream lane for the duration of the work? One way traffic will be controlled in both directions ( West and East ) for public convenience.
Response: Yes, continued single lane closure is acceptable for the duration of the work, but the contractor shall provide signage, safety cones, flaggers if necessary, and blinking caution lights for evening. This needs to be addressed in your submittal Safety Program, RSN 0001-2.
10. Question: Referring to Section 3.03 B. on Hazardous Energy Control Program site specific training. Can you please provide all required training information? Location, duration, costs?
Response: The Hazardous Energy Control Program training is given on site for all employees engaged in the work. The training is given in the Shasta Dam Powerplant and lasts ½-hour.
11. Question: Referring to the Section 1.01 A.1 in the Statement of Work where it states, “ all work shall be accomplished in the dry.” Connection SC31, as shown on the drawings is at elevation 1019.75’. The current level of the reservoir is 1013.99’ as of today. During the site visit, water was visible in the work area from the vantage point of the grated walkway on the temperature control structure. Will dewatering need to occur to work in the dry or will lower reservoir water elevations make conditions dry?
Response: The meaning of “all work shall be accomplished in the dry” refers to the working above the waterline in the dry and not requiring divers. There is no “dewatering” involved in the project. Predicted reservoir conditions are located on Page 2, Part 1 Subparagraph 1.05.
12. Question: In the solicitation, Standard Form 1442, page 1 item 10 C gives the estimated price range: $100,000 to $250,000. Is this range based on one each hanger rod or all four hanger rods?
Response: The estimate is for one rod assembly and work scope.
13. Question: Referring to Section 2.06 - Fillers and Caulks in the Statement of Work, where is this section applicable on the drawings? Where are fillers applied on the hanger rod?
Where is caulking applied? Please clarify.
Response: Fillers and Caulks are not on the drawings, please reference Page 12, 1.03
Recommended Sequence, C. 1. b.; “Apply fillers and caulk in accordance with PART 2 –
COATINGS.”
Reference Page 17, 2.08 Execution, E.; Fillers and Caulk Application.
14. Question: Referring to Section 2.07 titled “MISCELLANEOUS MATERIALS.” Where is this section applicable on the drawings? For example, subsection A is “Deionized Water.”
Where does this apply? Subsection B is Chlor-rid. This solution is to prep surfaces exposed to soluble salts, such as chlorides, sulfates, and nitrates. Where does this apply? Subsection
C is Holdtight 102. The product removes salts and contaminants and prevents flash rust.
Where does this apply? Subsection D is Chlor-Gone. This product is associated with concrete placement and is not listed on the website. Is there a special cure to be placed on the concrete placement at the connection plate? Please clarify.
Response: The miscellaneous materials are listed in case they are necessary to prepare the rods and components for repair of damaged areas of the coatings or needed prior to coating the exposed threads after installation.
As the concrete placement is not structural and is approximately 3-feet x 2 ½-feet a basic spray on cure is acceptable.
15. Question: The hanger rod has to be placed either in one shift, or within 48 hours depending on the response to Question No. 4. Can the concrete replacement at the connection plate be made outside the time constraints or milestones? For example, in the next week depending on when concrete is available. Please clarify.
Response: Yes, concrete can be placed outside the shift of rod installation. The estimated quantity is a “wheel barrel” as the size is approximately 3-feet x 2 ½-feet x 1-foot.

Shasta Dam Temperature Control Device Hanger Rod Installation
Statement of Work - 1
STATEMENT OF WORK
SHASTA DAM TEMPERATURE CONTROL DEVICE
HANGER ROD INSTALLATION
PART 1 GENERAL
1.01 BACKGROUND
A. The temperature control device (TCD) is a steel structure consisting of a shutter structure and low-level intake structure that are attached to the upstream face of Shasta Dam. The device encloses all five existing power penstock intakes and permits selective level withdrawal of reservoir water. High level withdrawal is controlled by the 250 ft-wide by
300 ft-high shutter structure. Construction of the TCD started in December 1994 and was substantially complete in December 1996.
B. A special climb inspection was performed March 6-8, 2023. Following the climb inspection, engineering analysis was completed on the hanger rod group located at the right side, downstream corner of Shutter No. 3. The inspection and analysis have confirmed that the Left Side Upstream (LS-US) hanger rod assembly no longer has the ability to provide structural support. With the loss of the LS-US hanger rod assembly, the entire hanger rod group at the right side, downstream corner of Shutter No. 3 is at risk of failure. These hanger rod assemblies are considered critical structural components because the loss of one of these corner hanger rod groups would likely lead to the failure of Shutter No. 3, and potential progressive failure of adjacent Shutter Nos 2 and 4.
C. In November 2023 an emergency contract was issued for the installation of a temporary hanger rod assembly to replace the left side, upstream (LS-US) hanger rod assembly within the hanger rod group at the right side, downstream corner of Shutter No. 3. The replacement hanger rod assembly was installed without coatings to a snug-tight condition.
1.02 LOCATION
A. Work is located at Shasta Dam, approximately 9 miles northwest of Redding, California in Shasta County.
B. The TCD is located on the upstream face of Shasta Dam.
Statement of Work - 2
1.03 SCOPE
A. Work to be performed under this Statement of Work consists of the removal and replacement of the one (1) temporary hanger rod assembly installed on November 2023.
1.04 OBJECTIVE
A. The objective of this project is to replace the one (1) temporary hanger rod assembly on the right side, downstream corner of Shutter No. 3 with a replacement hanger rod assembly that would be coated and pretensioned.
B. Replacement hanger rod assembly will be government-furnished.
