Questions and Answers

1. Section 31 62 16 Steel Pipe Piles mentioned Testing Costs are included in the Price Schedule Payment. Please clarify that this statement is a requirement of the Contract:

“Furnishing, delivering, driving, pulling, and disposing of load test piles.”

Answer: Yes, per specification Section 31 62 16, paragraph 1.01.A.2.a.6.b., “Furnishing, delivering, driving, pulling, and disposing of load test piles” are contract requirements.

2. Specification Section 31 62 16 Part 2 states the size of the pipe pile is minimum 12” and maximum 18” outside diameter while Drawing No. 863-208-60106 shows 16” diameter. Please clarify the size of the pipe pile.

Answer: The final diameter of the steel pipe pile is a design element of the contract and is to be determined by the Contractor (please refer to RSN 31 62 16-3, Pile Design Analysis). For bidding purposes, assume that piles are 16 inches in diameter. This may be modified after award.

3. Specification Section 31 62 16 paragraphs 1.05 and 3.08 state that Contractor must hire an independent third party Special Inspector (SI). Please confirm that SI is a requirement of the Contract. If it’s a requirement, please provide specific inspections required to perform by the SI for steel pipe piles.

Answer: Special inspections as specified within Section 31 62 16, Steel Pipe Piles, paragraph 1.05 and 3.08 are requirements to the contract. It is the contractor’s responsibility to ensure conformance of all applicable requirements of Chapter 17 of the International Building Code (IBC). Section 1705 of the IBC speaks of special inspections specifically. Section 1705.7, Driven Deep Foundations should help provide some understanding of the technical requirements for special inspections. Exceptions taken by the contractor that are allowed within the IBC should be clearly identified.

4. Specification Section 31 62 16 paragraph 3.07 discusses a very comprehensive details of

Pile Tests, both Dynamic Testing and Pile Load Test. Please clarify that this is a contract requirement.

Answer: Yes, per Section 31 62 16, paragraph 3.07, pile testing is a requirement of this contract. Pile tests shall be conducted, as needed by the design.

5. Reference drawing 863-208-60107. Keynotes made reference to A/60109 for pipe bollard and B/60109 Wheel Stop. I can’t see drawing sheet 60109. Please provide the missing drawing sheet.

Answer: Drawing 863-208-60107 is Sheet 12 of the package and located in the Structural Drawing section. Drawing 863-208-60109 is Sheet 09 of the package and located in the Civil Drawing section. The package is not ordered by drawing number but instead by discipline.

6. Reference drawing 863-208-60104 Demolition Plan depicts existing 3 each 10” dia intake and release pipes. Reference drawing 214-208-9959 shows 1 ea 6” dia intake pipe and 12” dia fish chute pipe. Please clarify the sizes and number of existing pipes to be removed.

Answer: There are three (3) 10” pipes that extend into the river. Two of them are pipe casings for 4” intake pipes and submersible pumps (similar to the new design on Drawing 863-208-60117). The two 10” pipe casings and 4” intake pipes are assumed to be 70’ in length. The third (center) 10” pipe is a release pipe and assumed to be 15’ in length before tying in to the original 12” release pipe shown on Drawing 214-208-9959. There is assumed to be 185’ of 12” release pipe after the tie-in.

7. Reference drawing 863-208-60113, Detail 2 and Note 8 show Pipe Saddle, bolts and fastener are stainless steel. Specification section 09 63 20 -12 Coatings, Tabulation 2, states that pipe saddle and associated fasteners shall be coated with Epoxy/ Polysiloxane. Please clarify the coating requirement.

Answer: Drawing 863-208-60113, and the drawing package in general, dictate the specific materials required for parts. Stainless steel parts shall not be coated. Galvanized carbon steel parts shall not otherwise be coated. Only non-galvanized, carbon steel parts shall be coated. Revised Specification Section 09 96 20 has been updated to clarify and is attached.

8. Section 31 62 16, 2.01 specified that piles are manufactured by Skyline Steel. The specified thickness is Schedule 80 which is equivalent to 0.844”. Skyline Steel does not produce this size, they can only roll maximum of 0.625” for 16” dia. Please confirm if 0.625” is acceptable.

Answer: Specification Section 31 62 16, paragraph 2.01 states that the steel pipe piles are manufactured by Skyline Steel or equal. The diameter and thickness of the steel pipe piles are a product of the design and are to be determined by the Contractor, in accordance with RSN 31 62 16-3, Pile Design Analysis. For bidding purposes, the diameter and thickness of the steel pipe piles may be taken as 16 inches and 0.500 inches, respectively.

9. We are very interested in the project and would like to ask for a postponement of the date for proposals to be received. With the amount of design work required for this proposal, and the Thanksgiving holiday, we believe it would be in everyone’s best interests to allow additional time for preparation of the proposals.

Answer: Per contract Amendment No. 0001, the deadline was extended two weeks.

Offers are due December 23rd, 2020 at 2:00pm.

10. Can you please clarify the requirement for 01 35 27 Underwater Work? I know that this was partly discussed in the pre-bid meeting.

Section 1.06 A states “Provide UWQC Team at the work site to perform underwater surveillance and inspection for the Contractor”. Please confirm that the UWQC Team must consist of at least 4 persons per the minimum dive crew requirement. Please also confirm that the Bureau requires to see at least 2 Dive Crews when work is being performed underwater: 1) UWQC Team and 2) Construction/Installation Dive Crew.

Answer: Please refer to RSHS Part 29.2 for Reclamation’s requirements for the Underwater Quality Control Team. Per Section 01 35 27, paragraph 1.06F, the UWQC Team “must not be involved with the design, preparation of Contract, or installation of work.”

11. Please clarify the finish of Downspout support:

Drawing 863-208-60110, DOWNSPOUT FRAME AND LIGHT POLE SECTIONS, Note 6: All structural steel members, connecting elements and connectors are stainless steel Type 316.

Drawing 863-208-60111, DOWNSPOUT SUPPORT SECTIONS AND DETAILS, Note 3: All downspout structural steel members, connecting elements and connectors are galvanized steel.

Answer: Drawing 863-208-60110 has the correct material called out. Drawing 863-208- 60111 has the incorrect material called out. Both drawings should call out stainless steel type 316.

12. Our assumption is that the drawings produced by USBR thus far for the project will be available to us in AutoCAD. Please confirm this assumption.

Answer: Upon award of contract, the contractor will be given the design drawings in AutoCAD .dwg format as part of the start of the contract.

13. 01 33 16, Sec 1.02E. The 2018 IBC is referenced for design but not the 2019 CBC.

Should the 2019 CBC also be used for design since the project is located in California?

Answer: Per Section 01 33 16, paragraph 1.02 and 1.05C, structural designs must adhere to the current adopted edition of the International Building Code (IBC) at the time of solicitation. The Bureau of Reclamation is a Federal agency and is required to follow nationally recognized model building codes. At the contractor’s discretion, a building code more stringent than the IBC may be used for the design.
