About this file
This is a Questions and Answers document for federal contract opportunity 140R1726Q0049, UFO Janitorial Services.
The document clarifies key requirements for janitorial services at two facilities: the Umatilla Field Office (Hermiston) and McKay Field Station (Pendleton), Oregon. Service schedules are limited to weekly visits between 6 a.m. and 4 p.m. on Tuesday, Wednesday, or Thursday, with the exception of McKay Field Station, where most routine tasks require only one monthly visit during the first full week of each month, except for annual work requirements. Outside entrance and window cleaning occurs on a weekly basis only. The Government will furnish consumable supplies including hand soap, paper towels, toilet tissue, and waste receptacle liners; contractors provide labor for restocking Government-owned dispensers and are not responsible for repairs or replacement of dispenser hardware unless damage is contractor-caused. Inventory counts provided include 70 upholstered office chairs at Umatilla Field Office and 6 at McKay Field Station (cushions approximately 18"x24") for annual deep cleaning and soil-resistant treatment, and 19 venetian/vertical blinds at Umatilla Field Office and 8 at McKay Field Station for monthly deep-dusting. The applicable wage determination is No. 2015-5589 for both locations, with a baseline Custodial Worker (WG-2) rate of $18.23 per hour plus fringe benefits. The incumbent contract is Purchase Order 140R1021P0039; changes exist to the previous scope of work, and post-award requirements include four deliverables per PWS Section 11 and a mandatory onsite post-award conference per Clause WBR 1452.242-80.

Question and Answers
1.
Question: Section 4(b) states that work shall be performed "between the hours of 6 a.m.
and 4 p.m. on Tuesday, Wednesday, or Thursday," establishing a weekly service schedule.
However, Section 7(m) and the associated Performance Requirements Summary state that adjacent surfaces shall be kept clear of splash marks "directly caused by cleaning the door glass on a daily basis." Could the Government please clarify if the contractor is expected to perform on-site services daily, or if the "daily basis" language is a legacy reference and all entrance and door glass cleaning is to be performed strictly on a weekly basis?
Answer: The word daily is used incorrectly and will be corrected in the updated PWS. The outside entrance and outside windows work is only required to be completed on a weekly basis.
2.
Question: Attachment A indicates that almost all routine janitorial tasks at the McKay Field Station in Pendleton, OR (including restrooms, floor care, waste receptacles, and dusting) are designated as "Monthly" services to be performed "during the first full week of each month". Could the Government please confirm that the contractor is only required to mobilize to and perform services at the McKay Field Station once per calendar month, and that weekly site visits are not required for this facility?
Answer: Yes, work performed at the McKay Field Station is only required once per month.
The exception to this would be when annual work is required.
3.
Question: To ensure all offerors can price their proposals accurately and on a common basis, could the Government please provide the following inventory counts for each facility:
How many total upholstered office chairs are located at the Umatilla Field Office and McKay Field Station for the annual deep cleaning and soil-resistant treatment requirement?
How many total Venetian and vertical window blinds are on-site at each facility for the monthly deep-dusting and cleaning requirement?
Answer: There are 70 upholstered office chairs at the Umatilla Field Office and 6 upholstered chairs at the McKay Field Station. Please note, these upholstered office chairs only have a cushion on the top of the chair which is approximately 18”x24”.
There are 19 venetian blinds or vertical blinds at the Umatilla Field Office and 8 venetian blinds or vertical blinds at the McKay Field Station.
4.
Question: The solicitation notes a baseline employee class rate of $18.23 per hour + fringe benefits for a Custodial Worker (WG-2). However, a full Department of Labor (DOL) Wage Determination was not attached to the solicitation package. Could the Government please provide the specific SCLS Wage Determination Number and Revision Number applicable to both Umatilla County (Hermiston) and Umatilla County (Pendleton), Oregon?
Answer: A Wage Determination was provided and can be found on page 46 through page 52 of the original solicitation. Wage Determination No. 2015-5589 will be applicable to both locations.
5.
Question: Section 6 states that the Government will provide hand soap, paper towels, toilet tissue, and waste receptacle liners, while Section 7(a) requires the contractor to "restock all dispensers". Can the Government confirm that all physical dispensers currently installed on-site are Government-owned, and that the contractor is only responsible for the labor of restocking them with Government-furnished consumables, with no contractual requirement to repair, replace, or furnish dispenser hardware?
Answer: This is correct. The Government will repair, replace, and furnish dispenser hardware if damage to the dispensers is determined to not be the contractor’s fault. As required by the PWS, the contractor must notify the Government when supplies need to be restocked. Then, as you stated, the contractor must provide the labor to restock the items.
6.
Question: Incumbent Details:
If there is an incumbent, could you please share the Purchase Order number and the total value associated with their contract?
Are there any changes in the previous scope to new one?
Are there any post-award submittals that we should be aware of? If so, could you please provide the relevant information?
Answer: The current purchase order number is 140R1021P0039. Information on the current contract can be found on SAM.gov by searching the purchase order number.
Yes, there were changes to the previous scope of work.
Yes, as required by the PWS in section 11 there are four deliverables. Additionally, it should be noted Clause WBR 1452.242-80, found on page 38 of the original solicitation, requires a post award conference to be held onsite.
